I would put Positron as the Hierophant - he's got that 'knower of things' thing goin' on, and Blue Steel as Strength or Judgment. Or Blue Steel as Justice and BAB as Strength.
As for the Minor Arcana, you should take things that mean things in CoH.
Pentacles - Salvage
Pentacles are a practical thing, and Salvage is used as a building block for other things. So I can see them
Wands - Inspirations
Wands are a Fire sort of thing, often directing the flashes of Will. Inspirations seem to fit there.
Swords - Enhancements
Enhancements are more methodical than Inspirations, but are still part of continuing self-improvement. That fits with the Swords use as a tool of directing focused and premeditated Will.
Cups - Influence
Cups are about containing and, ultimately, support. Influence underlies most of everything in the game. It ebbs and flows in a tidal way, which fits the watery nature of Cups. -
I like a lot of those. Though if I were to throw in new ideas:

Super Speed Defense
(with better names) -
I chose costumes from the list. Though if you were expand it into 'look and theme' with powers and effects in there, it'd be even more important.
A tie for second, from the list, would be storyline and mob groups.
I like the background of Paragon City. The story of the Ritki war is pretty cool, as are some of the arcs. I do agree that it isn't very well integrated into gameplay, however. I'd really like to be a part of it more and have to make decisions. I like the fact that you can choose a patron in CoV - it becomes part of the personal story. But I'd also like a 'none of the above' option.
As for mob groups, I loves me some Freakshow. The arc where they are working with the Circle of Thorns had me laughing for days. -

As someone who does bug testing, it's actually very easy to miss bugs that seem blindingly obvious once they are discovered. Especially in software that is being constantly tweaked by multiple people. As much as people like to rant about this sort of thing, it really does fall under 'these things happen sometimes'. And they happen to everyone. -
