There is absolutely nothing to indicate or suggest this in anything in-game to the layman who doesn't read GameFAQs or the forums/website.
This has been a problem with the development of this game since the beginning. It's a shame this type of thing has NOT been taken care of yet. Please update the power descriptions for ALL powers affected by this.

The catch is until now, THERE HAS BEEN NO NEED.
The only non-self heal with Toxic resist I can think of is the /Poison one - and MMs don't get power boost.
I can't think of any classes with a self heal w/ toxic resistance that also has power boost - the only global, non-enhancement "+heal" effect I can think of.

So then does that mean the Poison Heal from the Master Mind set cannot use these enhancements?!?
And then I assume that the healing power from the storm set cannot use this enhancement either?!?
Or is this just for self healing powers?!?
ok, lets be clear. You can use the IO enhancers and they work fine. The thing that does not work is this one type of set bonus. Does that make sense?

So any set bonuses I have slotted outside of HF will not buff HF, because it gives Tox resist.

You can use the "Doctored Wounds" in any heal power that you have, BUT any heal power that has a +toxic resistance function in its power, will not gain the benfit of the +4% Heal bonus when you 4 slot this set into a power.
Example:
Any regen scrapper/stalkers will not gain that 4% benfit when they use there self heal in the regen powerset.
If the poison heal (cov) has a +toxic protection in its heal as well, then it will not gain the benfit either.

So, I guess if we complain about it loud enough, the higher-ups will take notice and allow Castle to make this simple and logical change.

Correct.
Debuffs and buffs of any kind are identical in how they are applied, the difference purely being a case of it being a negative or positive value.

Reconstruction is immune to all forms of +Heal and -Heal, but it is still affected by any heal resistance active on the target. New Hami casts a +Res(Heal) and -Regeneration, so Reconstruction is still severely weakened by it.

As I stated previously in this thread, if the power does not allow damage resistance enhancements, then it is affected by heal buffs (such as Doctored Wounds' +4% Heal) and debuffs as normal.

They need to blowout info into the game. Unhide everything. Frankly 99% of the people I know that play this game NEVER read the forums. All they do is ask me for info because they have absolutely no clue about the specifics of the game.
My best example of this is Shadow Fall. It grants both resistance and defense right? I tell my friend -- don't bother slotting it for defense. She says why? I tell her its because the defense value is miniscule, the power is about the resistance.
How would she know that if I didnt tell her? She WOULDNT.
I really don't see how this isn't like priority #1. I'm sure Jack's learned that hiding the numbers was a failure, it just motivates people who like to dig to find and expose them. So there are a bunch of us who ar ein the know because we SEEK it.
But those who play and don't read up know almost nothing about the games specifics. I'm not even sure the game tells you about ED.
The game should give you a prompt if you try to 4 slot for damage or something.

The user documentation for this I imagine is on display in the bottom of a locked filing cabinet stuck in a disused lavatory with a sign on the door saying 'Beware of the Leopard'?
Seriously, I don't mind arbitrary and obnoxious rule sets, I don't. But it would be handy to know what they are.

I would think that after 8 months with near continuous forum posting on this topic by users thinking its a bug while devs think it is working as intended speaks to the need for in game documentation on this "feature."
Seriously I do think this is one of those things that need to be changed. No one in their right mind slots any of these powers for actual toxic resistance because the amount the give is pretty low anyways. I dont think it will make anyone too uber if they changed these heals to accept those enhancements. I hope it is just a technical limitation and not a crazy balance decision as to why this still isnt resolved.
