Falk's Legion
The Legion is just starting and looking for Mercenary Masterminds. Together, we will field an army like none ever seen.
On the RP side, the Legion is being formed in order to better coordinate the efforts and contracts for it's members, as well as to provide backup in dangerous situations.
On the gaming side, I find the image of upwards of 40 soldiers plus their leaders suddenly dropping on some poor hero in Siren's call to be a fascinating one. (That's for the future, though)
This intent is to have a balanced RP/Gaming mix, with tolerance for those who wish to engage in one or the other more heavily.
Group colors are Red & Black, and the group symbol is the Eagle, though of course how much anyone utilizes the colors is up to them.

Serial Killers
At first, the Serial Killers were a harmless group of college kids obsessed with high profile killers. Their fan club would change dramatically as the killers they worshiped would eventually become the leaders of their group. Their new super powered villain leaders would teach the former harmless college kids how to become cold blooded killers themselves.
The Paragon Times reported on the young group's exploits, turning them from common thugs to celebrities. The ranks of the Serial Killers swelled, causing a new, city wide threat. Finally the Serial Killers poised ready to conquer the Freedom Phalanx and take over Paragon and rule the city by their twisted whims...

Digital Killers
An army of droids, they shared a collective databank in a heavily fortified bunker. The entire army could be ordered to follow any command at any time. That is, until their base was destroyed.
With it, the Digital Killers have lost their collective memory, programming, and objectives. They have no memory of who they are. Their only memory is they are charged with protecting the Earth. Their first decision is that heroes pose the biggest danger to Earth due to their failure to protect Paragon from alien invasions, earthquakes, meteors, radiation fallout, giant sink holes, industrial accidents, and monster infestations. Villains are also a threat, but their general success at protecting the Rogue Island from huge disasters has made them lesser targets.

Guild Description:
We are not a single VG, but rather a coalition of several VGs due to our large member size, as we compose the largest unique-player guild on the Virtue server. We unite communications of the various VGs with GlobalChat and TeamSpeak. The result of this grouping is an always immediate source of experienced and fun players ready to tackle missions!
What we are:
1) We're a group of people that likes to have fun, go on missions, task forces, and badge hunting expeditions. That's about it! We simply look for other people like ourselves, that enjoy the game for the game, and wish to play with other experienced members that understand tactics and the strengths and weaknesses of their individual characters.
2) We are very adaptable - by not imposing self-limits or implementing mission statements, we allow our members to pursue any desires they wish: Lowbie treasure hunts, new webpage development, video promotions, task force leading, T-shirt making, whatever!!
3) Relaxed. Want to implement some aspect of community that no one else has yet? Do it! No need to request things through Official Channels. Our coalition is a sandbox.
What we are not:
1) We are not big on formality. If a very structured heirarchical VG with designated and official roles are what you want, it's best to move on. We don't have an official Recruiting Officer or Public Relations Officer. If someone generates an idea, the folks that are interested in it just do it. The folks not interested in one idea work on another. With so many people in our coalition, any procedural work is quickly accomplished. Moreover, we do not separate our members into 'recruits' and 'official members'. If you play well, and act well, let's go!
2) No power-leveling. This includes the subset of "but I already have a 50 and I want to get this specific toon to 50 for PvP." There are other VGs for that. Above all else, PLing is boring.
3) We are not "Teh Uber". While we are crammed full of experienced and intelligent players, we are not solely geared toward the extreme optimization of high-level toons for PvP. Will we participate in PvP? Yes, but that facet does not consume our coalition overall. CoH was fantastically cool before PvP, and we aren't switching to 100% PvP-oriented VG as some others are chosing to do. Variety is fun!

He can sense her approach long before he hears her footfalls on the hard stone floor, but chooses to let her draw near, giving the appearance of being lost in the book before him. The Stalker Sanguina, the most capable of his lieutenants, would never be fooled by such a cheap ploy - but it nevertheless remains important to demonstrate now and again who is in control, who is master and who is servant.
He listens to the report without much interest - much of what she describes will by now be in the process of quick and clean resolution. Sanguina has a Stalker's cold efficiency, one of the many reasons he selected her to be his right hand. She looks impatient; he knows she cannot understand his fascination with the old. Power armor and energy weapons are her tools, subtleties like strategy and history are too much in the abstract to hold any interest for her. Another reason for her selection - without that capacity, she can never be a threat to him.
Of course, the fact that she is a stunning young woman of the sort who, years ago, would never have approached him o her own free will may also be worth mentioning - even superior beings are not without their pride.
The psychic rises from his chair, carelessly setting the book aside now and abandoning the charade, signaling the start of the real business. He towers over the Stalker, his bright white hair flowing back over the collar of his fine dark Italian suit, a suit specially tailored to cover his massive frame and to allow for the odd angle of his hoofed feet.
His voice is deep, booming, carrying with it the rough edge of an old injury. "Arete has finished the latest upgrades in the lab? You've given her our message about taking breaks to torture Longbow agents?"
Sanguina nods. "She got the message. Fusion Generator should be back online within the week. And that 'other' problem, that Crey agent spying on us, has been dealt with. Appropriately." Here the stalker flashes a cold smile, a professional showing pride in her work.
The giant nods his head, turning his attention with other matters. "Well done. Recruitment is up, I take it? Very good. I shall have to have a little chat with them. " Knowing herself dismissed, the Stalker bows slightly and walks out, eager to resume her duties on the streets.
Few from the outside who enter this chamber ever leave it again, a massive stone atrium which gives the impression of an ancient keep -an impression entirely shattered as he presses a quick sequence on the stone before him. The stone wall lifts up into the ceiling with the soft whine of hydraulic pumps, revealing a state-of-the-art fortress, a large console before him displaying information on operations around the world. He pauses for a moment to listen to the thrumming of the fusion generator in the distance. It seems his resident scientist has been as good as her word.
No one would suspect such technological marvels from an old castle like this, and the master of the complex prefers it that way, to always seem other than he is. After all, a giant standing over seven feet tall, with the horns of a ram protruding from his brow and the cloven feet of an equine should well be used to being judged on appearances... over the years, he's come to make it work for him, to manipulate the perceptions and assumptions of others, the hypocrisy of the world around him.
And as cruel as nature is, she is not entirely unfair. With his grotesque deformities came a cunning and devious mind, a memory sharp as crystal, and the power to bend others around him to his will, remaking their dreams and aspirations as he sees fit. Yes, let in the latest batch of recruits... if there is another Longbow spy, he will break soon enough. Once the generator is finished, it might be amusing to watch that mad tinkerer Arete torture him on her tables. The rest will slowly become more and more his instruments, the tools of his will. Early in his life, the agent who blinded his left eye christened him Soulscryer... it's proved a fitting title.
Soon now, those training behind these walls and out on the streets will have the means to make themselves noticed. This world and the smug heroes who defend its status quo will receive a very rude awakening indeed. Heroes? Perhaps to the beautiful, the perfect, the wealthy. There were no heroes for a freak child, abandoned by his birth parents, getting by on whatever food he could steal or beg, travelling from place to place to avoid being locked up or put down.
Now the world will be different, a world built brick by brick by a careful and knowing hand, controlled at every level by the only real truth in this life: power. Those fools will never see it coming. Soulscryer will seize this world and fashion a better one from its ashes, a world in which hypocrisy like that of the Freedom Phalanx is wiped clean from the earth. Very soon now... an army of believers carefully conditioned and trained under the watchful eye of their master. Nothing will stand before the power of Fiat Lux.
We are a PvE focused VG with a general fanatic theme - RP into it if you wish, but far from required. The main thrust of the VG will be gathering Prestige and Salvage for a base as well as running mission teams, TFs and trials. This is not a PvP-centric VG Organized PvP (Raids, etc) is not planned to be a major part of this VG.
At this time we have a fully functional base including inspiration vendor, teleporters to all zones, workshop and mission computer (arcane version, Oracle).
We do not recruit by broadcast (sight-unseen), but if you wish to join you may send a PM to me, contact Soulscryer in-game or find a member of the VG to group with. After seeing you play in a few missions we will invite you to the lowest level of the VG. Active, respectful players are soon promoted to the second tier and can then recruit others themselves.

THE PARAGONIAN KNIGHTS & THE ROGUE KNIGHTS
The Paragonian Knights are now looking for brave heroes (and villains!) of all levels and archetypes. We currently have 9 supergroups across 2 servers. We are actively recruiting for our Virtue team. We are very active in all aspects of the game including role-playing events, player versus player zone events, arena battles and soon friendly base raids.
Paragonian Knights are our core group and are what makes us who we are. We are a lite role-playing supergroup, meaning we support RP-ing and enjoy it from time to time, but most of it is mission based. We strongly encourage character development and good backgrounds for your characters. If you are not an RP-er don't worry because you are just as welcome to join. The PK currently boasts a fully functional base, an extremely active roster and a fabulous web site with active forums. The PK has been around for more than a year now and in that time has made a name for itself as a supergroup that is here for the duration. If you are looking for a SG that enjoys having a good time and being there to lend each other a helping hand then look no further!
Paragonian Knights - 2nd Battalion are our second "main" Knights supergroup on the Virtue server. Due to restrictions by CoH developers on SG size, the 2nd Battalion was created to allow the Knights to continue to recruit new heroes. This supergroup operates under the same guidelines as the original Paragonian Knights.
Paragonian Knights - Victory Outpost are our Victory server branch of the Knights. It is set up under the same guidelines as the core group. Currently most of the member ship consists of characters under the level of 20 and most are Knights on the Virtue server as well. However, this does not exclude players who are exclusive to victory. Each player is allowed one character on the core group. (This SG is currently in hibernate until interest is brought back).
Sisterhood of the Paragonian Knights are our all-female theme group. The main requirement to be accepted into the Sisterhood is that your character is female. The Sisterhood is a growing branch of the Paragonian Knights that does get involved in some lite role-playing during all Sister team-ups. The current leader is Gwendolyn Snow and she can be reached in-game @Graes Babe for additional information and possibly an in-game interview. Membership in the Sisterhood grants you all the same privileges as membership in the main Paragonian Knights supergroup.
Honor Battalion is our Heavy Role Playing group. It is a very select group based around a silver-age superhero theme. To be a member of the Honor Battalion one needs first be a Knight for 30 days. If you are interested in this group it takes alot of commitment. Lady Graviton is our current Field Chief and she can be reached in-game @wynne aislinn for additional information.
Paragonian Knights - Elite are our group for level 50 players. This group is very relaxed and spends alot of time helping others and participating in server wide events. Currently, the Elite is on its way to becoming our foremost base raiding and PvP supergroup. All members are not required to participate in this however. Obviously you must be level 50 to be a member. Upon reaching level 50 the Knight is honored in a brief ceremony attended by all available Knights and coalition allies. It is a sight to behold.
The Rogue Knights are the Paragonian Knights villain supergroup. The Rogues will be active in Arena PvP, Zone PvP, friendly base raids, role-playing and server-wide events. The Rogues are villains but continue to treat each other as Knights with respect and dignity. The Rogue Knights are well on their way to becoming a major influence in City of Villains like Paragonian Knights are in CoH. Join now to get in on the ground level. All members of the Rogue Knights must be active within 30 days or are in danger of being removed from the roster. Membership in the RK gives you the option to also join the PK with a hero (which is highly encouraged). To become a Rogue send an in-game tell to @Grae Knight, @Chili Habenero, @EdenAvenger, @The-Pendragon or @Lady Polgara or simply visit the web site and post an application.
The Rogue Knights - Knightmares are the Rogue Knights alt supergroup. Any member of the Rogues may place an alt in the Knightmares to maintain affiliation with the Knights. This group will be run similiar to the 2nd Battalion. All members must maintain 40 days of activity or risk being removed from the roster. The Knightmares are not a place to park a villain, it will be an active group with a functional base of its own. Just like the main Rogues, even though we are villains we will treat each other as Knights with respect and dignity.
The Blackguards are the Paragonian Knights affiliated Role-Playing villain supergroup. To be a Blackguard you need to be a dedicated role-player. Nox Angelus (@Nightangel23) is the leader of the Blackguards. To join you can either post an application on the Paragonian Knights website or send a in-game tell to Nox and he or a representative of the group will meet with you. The Blackguards have a lot of fun and interesting RP events in progress both on the forum boards and in-game. Blackguards are the only PK group that a villain does not need to be a Knight to be part of. However, membership in the Blackguards carried the same rights and privileges that membership in the Knights carries.
The Paragonian Knights have an excellent and extremely active website and forums. We are currently the largest City of Heroes/City of Villains web site on Guild Portal with over 300 members and growing. We also are happy to have in-game coalitions with some of Virtues most active supergroups opening up many teaming and in-game event options. "In the aftermath of his faceoff with Director Jack Firenze in the action to end Operation World Wide Red, Ghost Hawk Special Qualifications Marksman Fox Masters put in for a vacation. Unbeknownst to him, however, a ruling led by twelve of the sixteen remaining Directors of the Malta Group declared him a liability to the Group for his uncanny skills and in-depth knowledge of the Group's workings. As such, in accordance with an unexpected promotion to Field Commander, Fox had his cybernetic implants removed and was assigned to set up operations in the Rogue Isles: a sector in which the previous forward operations over the last fourty years had been compromised and obliterated to the last man.
Despite his displeasure at being handed such a burden, Fox - now granted the unique callsign of Eclipse Black Nine - has no less desire to accomplish his given objective. Disconnected from the usual support lines that other field commanders around the globe enjoy, he is forced to fortify his operation by any means possible while at the same time gathering as much intelligence as he can on the intricacies of the Rogue Isles. The contingent of Malta Operatives - both loyal and rogue - along with the array of metahuman assets that he now commands are the focus of the Malta Operatives VG. They come from many different walks of life: they are unscrupulous mercenaries, young supers attracted by the secrecy and benefit of protection by the Group, and sworn enemies of Arachnos, all united to serve a common purpose: to get what they want.
Both current and new characters of all archetypes and powersets are welcome to join our ranks, with some restrictions for those planning to play 'genuine' Malta Operatives. The only real requirement is desire, whether it be for cold hard cash, rare goods, or the sheer satisfaction of thinking about Recluse and his lackeys squirming in the shadowy grip of something much larger and more powerful than themselves. Roleplay is standard and encouraged, but not mandatory."

Guild Description: The House of Chaos within the Ivory Tower is changing it's focus. As part of the Ivory Tower, it is still part of an RP-heavy Villain Group. SINISTER INTENTIONS
Introduction:
Sinister Intentions is a tech based Villian Group, though it is open to all origins. Our player base is a mix of soloist and group players. While we are open to all players, many of us are casual players (~3days per week). Our goal is to allow all to enjoy the use of our base and to have support from others, when needed.
History:
Sinister Intentions was started by The Sinister General Chaos. After being disenchanted by the military eastablishment and even more importantly those do-good-heros and politicians, he decided to start over on his own. Being sick and tired of working for others, he chose to work for himself, plimarily his own finacial and power gain. Thus he took upon himself the name of General Chaos.
After a period he found others that were like minded. Some who just wanted to join with him to ride his tail coats, but others that saw his Sinster vission of Chaos.
Thus Sinister Intentions was born out of Chaos, with the expressed purpose of spreading their sinister ways until they either bring down or take over the establishment.

The Wrecking Crew
In the early 90s a small group of people decided that they were above any law. That they should answer to no government or political party. These villains sought to provide destruction, on an epic scale, to every opposing force. They took the name the Wrecking Crew, to disguise the true nature of the group, and opened a construction service based in the Rogue Isles as their front.
The Crew has grown to be a much larger force over the past fifteen years, but the desire to destroy and reign over the, so called, Super Powers of the world is still the heart that drives them. The Crew has taken the Rogue Isles as the hub of their operations and have been quiet over the past few years. The heroes and governments around the world know that time is all they have before they find themselves broken under the heel of the Wrecking Crew.

"Look... jus' don't let on where ya got this info, OK?" the greasy little man fidgeted nervously as he slid a smudged manila folder across the table. The black and purple leather-clad woman he spoke to took the folder, frowning at the unidentifiable smears on it's surface. "So this is all you were able to find on them?" she asked skeptically.
The little man coughed. The air of this hole-in-the-wall bar was thick with all varieties of smoke and the stink of stale beer. He hated it here, but at least no one asked him questions about who he was meeting or what he did for a living. In the Rogue Isles, too many questions could be a dangerous thing, for both parties. "That's it," he answered quickly. "Everything I could find on Alpha Sanction. I got a couple personell dossiers, mostly complete, some notes on operations in progress. Somethin' about some British reporter an' some guy in Japan. Wetworks, sounds like." He glanced around them. "An' a little bit a' background on some guy named Saka. I couldn't get much, but I think he's the one behind the operation."
The woman smiled, finishing flipping through the folder and stowing it in a purple knapsack. She stood up and looked down at the man, her eyes glowing behind black wraparound sunglasses. "Good enough," she hissed. "The funds should be in your account by the time you reach the ATM. Is there anything else?" The man shook his head. "Good. It's been a pleasure doing business with you." She turned and walked out of the bar.
The man didn't wait long before leaving via the back entrance. He was glad to get out of that horrible smell, and relieved to have concluded the night's business. He unlocked the door of his beat-up old Jetta and slid down into the seat, starting the engine and turning the heat on. It was a cold night in Port Oaks, and the fog made for poor visibility. He turned on his headlights and made his way out of the parking lot, turning toward the Rogue Isles ferry and home in Cap Au Diable.
The flickering, ghostly image appeared in the car's headlights too quickly for him to react. The car struck the transparent figure at full speed, and it's front end shattered and bent around it. The little man was thrown from his seat through the windshield, landing hard on the asphalt. He rolled over onto his back, crying out in pain from his injuries. The figure slowly crossed the distance between them, standing over him and lowering her cloaking field. She dropped her purple knapsack next to her feet and grinned cruelly down at him.
"I'd give you the speech about how you're going to talk sooner or later," she began, "but the fact is we already know you've been selling classified Arachnos files to the highest bidder. We know about your contacts within the Marcone Family, and your business relationship with the Goldbricker cell near your home. Which should be a burning husk right about..." she looked at her watch, "...now. Oh wow. I sure hope your girlfriend wasn't waiting up for you. Valentine's Day and all." He let out a choked cry, and she laughed. "All we really needed to know... was how much you'd found out about us."
The man turned his neck painfully, looking around the black-and-purple clad woman's boots to see a squad of robots opening fire on the wreck of his car with their laser cannons, melting it into an unrecognizable lump of slag. The woman nudged his face roughly with the toe of her boot, forcing him to look back up at her. She placed her foot on his neck and bore down hard. "If it was just Arachnos you'd sold out, that might be one thing. Maybe. But you should've known better than to go digging up intel on Alpha Sanction."
The woman activated the communications implant her in inner ear. "Wildshot, the apartment taken care of? Compiler and I are done here. I'd like to get this mess cleaned up in time to grab a drink."
The voice on the other end of the comm chuckled. "Without a hitch. Final Rest and I left the scene 10 minutes ago." Fractal Rift grinned. "That's what I like to hear. Meet us at the Pocket D, then. First round is on me."
Alpha Sanction is a medium-to-heavy roleplay VG with a covert ops/secret police theme. The concept is loosely inspired by the anime Ghost in the Shell: Stand Alone Complex, and the Wildstorm comic Sleeper. We accept all ATs and origins. Group Description: The Technocratic Union has been acknowledged by various law-enforcement agencies as a militant movement of neo-socialist technophiles. The central philosophy, it seems, is that only by the reformation of all human society can technological and scientific progress improve humanity's state on Earth. Merged to this is the idea that because the majority of mankind does not have the talent or capacity to understand or use advanced technology, the TU must sheppard these "lesser minds" in order to ensure the safety of the world and of humanity.
The leader, Dr. Cyrus Varchilde, is listed on the U.S. government's rosters, but the best information on him is that he was involved in some kind of secretive operation dubbed "Project Prometheus". No agency will lay claim to the Project, which was quickly shuffled away into bureaucratic oblivion; some heroes speculate that it was it's own agency, and that it's job was to replace heroes fighting villains, in an effort to better control all super-powered beings. The Project may have had numerous people involved, but records of them were lost in the ensuing investigation (resulting in six deaths, two comas, and $1,038,214 in damages and other costs).
What is clear is that something went wrong, and Varchilde apparently revolted against his superiors, whose bureaucratic methods had apparently angered and frustrated him. He may have been about to divulge the Project to Congress and the media, but was detained, along with sympathizers, and sentenced to permanent incarceration. They were transferred to a secretive location called "Fort Leviathan", and were en route there through the Zig.
They were there the very day Arachnos staged it's massive jail-break. Varchilde apparently rounded up his companions, and they forced their way out through the other prisoners and guards. Varchilde himself does not know how many supers were originally part of the project, or where they all went after breaking out, but at least one (called "Surt", apparently after the Norse fire giant said to eventually help trigger Ragnarok) is now Varchilde's right-hand man.
They are quietly studying the situation in the Rogue Isles, and working hard to improve the abilities. Varchilde has participated in the believed theft of a dozen or more technological devices, half a dozen robberies, and other assorted crimes. Strangely, he appears to commit more against other criminals and villains than lawful citizens, and has demonstrated disregard for Arachnos and other villainous organizations.
The group is primarily focused on one thing: technology and science. All manner of people who gained powers via science, mutants, and others employing technology in their various activities are are highly sought after. The group may have magically-active members, but there is some distrust of such powers; Varchilde's philosophy apparently states that magic is more uncontrollable and thus more dangerous to humanity (while science, he says, needs only moral and ethical leadership to contain it's uses).
Members are both more likely to associate with other villains groups, and to disdain them as inferior or lacking in sophistication. They are polite, in their own ways, though a bit condescending at times; this stems from the central idea of serving humanity in their own way, and believing that others should allow the Union to "help" these others in their own ways.
All members are to be watched and recorded for all manner of international crimes, including terrorism. Infiltration is difficult; Varchilde appears to suffer mild bouts of paranoia, disassociation, and compulsive disorders, and it is believed he will terminate any member he believes has betrayed the organization.
OOC: The Union (or TU, or whatever you feel like calling it, I suppose) is a "moderate" RP guild. We prefer that RP be done in Local, emotes, and Supergroup channels. You do not need to be "hardcore" about RP. Just inject some style and substance in your character, some personality, and you should be fine.
We will not set out to make hard-and-fast rules that must be obeyed, but we would ask all members to observe some "common sense" stuff. Don't grief other players (in or out of the group), don't spaz out if something goes wrong, don't drag drama into the group, etc. We prefer a light touch, but if necessary, we'll enforce policies as certain things get out of hand.
We'll schedule stuff during the week for everyone to earn group Prestige, to do missions and strike teams, arena fights, whatever we come up with for fun and games. We also won't mind grouping up with others (though we do encourage the role-playing of the stereotype of Communism from the 80's, in all it's cinematic glory).
We will probably have pretty mature RP (rated R, if you need a guide), so take heed if you're under-aged or something.

Sky Raiders Post 173
Post 173 of the Sky Raiders is led by Officer Samuel Aven, a former member of the diplomatic branch of the Raiders. Functioning as a recruitment center, 173 was only recently founded and is the latest such facility. Although small and not yet ready for use as a command post, 173 nonetheless is ready for exactly what it was founded to be, and is currently hiring all willing freelancers and/or prospective recruits.
Although Post 173 is known to Arachnos forces, several well-placed bribes, coupled with the fact that the members provide relief in the removal of more serious threats, have caused the spiders to turn a blind eye to the outpost. However, that eye cannot be closed forever, and so Post 173 is trying to gain as many recruits as it can. Applying for employment at Post 173 can be done via the main office, if you can find it, or by private telecomm directly to Officer Aven.
