Provoke is an auto-hit in PvE and therefore doesn't need accuracy. The accuracy is only helpful for PvP. I have Provoke on my BS/SR and put the stun proc in it for kicks and giggles (and because it was stupid cheap). The Psi damage proc would have been better, but I didn't want to spend a few million on for fun item when I have more important things to get.

Perhaps footstomp is a more efficient attack than Lightning rod.
However.
Build up + AAO + Lightning Rod + Shield Charge

How survivable is Fire/SR? Will you need a [censored] ton more than soft-cap to be viably survivable? Aid Self?

I don't want to hear from Scrappers whose only job is to do damage. You can't compare scrapper survivability to that of someone whose job it is to actually draw enemy fire. You don't get attacked as often as my brute does. You don't herd like I do. Stand in the middle of a herd that you grouped hitting the aggro cap and see how long you live. That's the job of a brute. SR brutes take more of a pounding than some scrapper who's only there for damage add.

OK, here is my Super Reflexes scrapper standing in the middle of 16 enemies letting them all pound on me while I take out an AV, solo, with no temporary powers and no inspirations. Anything else you think scrappers can't do because we're not expected to herd?
As far as your experiences, I recommend downloading Herostats, running it, and sending the results to the devs. Or just turning on the to hit rolls and sending them the text. That's assuming you're actually getting hit as often as you say you do. Because if you are, it's a bug. But I suspect what you'll see is observer bias it's easy to remember the hits, and hard to remember the misses. I suspect you'll see that over a long period of time, you're not getting hit all that often.

I'm sick of people comparing Willpower and Regeneration.
They're radically different secondaries.
Regeneration is a very active secondary, comparble to /FA and /DA (to a lesser extent)
Willpower is a very passive set, comparable to /SR
I don't have a /Invuln, but it seems like it would be in the middle, leaning towards passive, but more active than /SR and /WP.
So yeah, make a /WP. But don't think it makes /Regen obsolete. -

Just a quick update.
Got my Scrapper to 50 (my first, hooray!), so if anyone is interested in higher level stuff ala LGTF, a high level ITF, I'd love to get my feet wet on some TF's.
Also, I don't know if I ever got an invite to LBx.
I'll most likely be on my new Peacebringer, Twilight Scion. -

I recently hit 50 for the first time on a hero, and have been wanting to make a Kheld for a long time now. I LOVE my new PB, and can't wait to roll a Warshade as well.

Agreed.
Also, Burn can be a semi-useful attack when combined with Tenebrous Tentacles, but you can't get that until 47.
Burn is much more useful on a Brute. A Brute that takes Electrifying Fences. -
You should be fine without combos until 26.
Pick up Blinding Feint asap.
Blinding Feint, Power Slice, and Ablating Strike did me fine until 18 when I got Vengeful Slice.
Vengeful Slice is KD, which is helpful mitigation.
These 4 attacks served me well until 26. -
I'd like to see Mental Mastery.
Levitate
Dominate
Telekinetic Blast
Psychic Scream
A Munitions Mastery set would work with one of my characters too.
Beanbag
Slug
Buckshot
M30 Grenade
Definitely Fire Mastery as well. -

Hello fellow Liberty players!
I solo primarily, since I generally play CoX only casually, and my main hero, Daniel Kent, a Dual Blades/Regen scrapper is on Liberty. I've soloed him all the way to where he is now (level 45), and haven't really done anything but story arcs solo. No task forces, no trials.
Anyways...
I participated in a mothership raid tonight and it was a BLAST. I had a ton of fun, even if my pc kept crapping out due to massive lag.
So, I just wanted to say hello to the players on Liberty, because I'd like to become a more active player in team-oriented things. TF's and the like.
So yeah, hopefully I'll see you fellow Libs around!

What I say?
Replace Instant Healing with something along the lines of...
Instant Recover
which would act as an endurance heal
then...
put IH at 38.
It would make Regen more even with the other secondaries as well. -
I have three requests, that would easily make ELM a practical set and not a mere concept powerset.
1.) Buff the damage for Thunder Strike. SherkSilvers builder lists the BI for TS as follows (for Brutes):
2.78 Smashing
2.69 Energy
<<5.5 Total>>
The 5.5 hits the single target, while the 2.69 Energy is the aoe, damaging the enemies not targeted.
Now, Sherksilver lists the BI for TS in the Blaster secondary as:
7.22 Energy
1.92 Smashing
<<9.1 Total>>
And I'd be perfectly content to leave the AoE energy portion relatively the same, and boost the Smashing portion, making it:
4.56 Smashing
2.78 Energy
<<7.3 Total>>
This way, it does decent AoE, but boosts the single target damage ELM sorely lacks.
2.) Now, I have yet to try Lightning Rod, so I'm not sure how it works, but again, SherkSilvers builder lists the BI for it as:
2.78 Smashing
1.94 Energy
<<4.7 Total>>
Now that seems wrong, since that is barely High Damage, let alone Superior. I'm assuming however, that there is no intended target that will take more damage as in TS, and will deal equal damage to all enemies. Now, there are two possible solutions imho. Option 1 is to give a boost up to TF in damage, and leave the recharge at 90 seconds, making the BI:
2.78 Smashing
7.11 Energy
<<9.89 Total>>
Or, make the Recharge 180, but give it nuke status, a la Thunderous Blast, only with Smashing, and no DoT, making it:
5.56 Smashing
8.33 Energy
<<13.9 Total>>
That, and fix the xp bug on Chain Induction, and I think you have a powerset -
