Well aside from questoning why you put Impale off til 35 it looks solid.
Hmm, looks like you have room for another slot in RttC. I would consider slotting a generic Taunt IO in it and taking Provoke. Give Provoke 1 extra slot and put an accuracy and a taunt in it (or leave it with the default and put an Acc/Taunt from a set in it)
If you find you don't need Hasten, then go ahead and skip it. Really, you can take just about anything you want and it won't change your performance that much.

I personally suggest Petrifying Gaze, but then again, I can't stand having 0 options for mezzing.

Caltrops, wonderfull oh s*** power if you get in over your head.
For me its all about the 10 man RttC bonus, if I can keep the other 9 things busy doing something while I am fighting the boss or EB then I get all that wonderfull regen bonus with no extra damage taken
Brakner's suggestion is a good one too, I forgot about it being available. Doesn't need any slots either.

I put off Impale most likely because other things seemed to have a higher priority until then. If and when I respec I probably will move it up.
I did plan on putting a Taunt button into RttC as one of my level 50 slots.
Caltrops - didn't think of it, but it does sound useful. I mean ultimately to tailor this scrapper for light tanking, and that sounds like a good way to add even more AoE and control.

Provoke is an auto-hit in PvE and therefore doesn't need accuracy. The accuracy is only helpful for PvP. I have Provoke on my BS/SR and put the stun proc in it for kicks and giggles (and because it was stupid cheap). The Psi damage proc would have been better, but I didn't want to spend a few million on for fun item when I have more important things to get.

How's the endurance, in practice? Last power could be Conserve Power, but I wouldn't if you aren't feeling any pinch.
Edit: Just looked at the build more closely. I guess endurance hasn't troubled you. :P
If you decide to go for typed defense bonuses, you could throw one more slot into that final power and take the hold you're thinking of with two Basilisk's Gaze IOs for another 2.5 energy/neg defense. That gets you the hold with a little accuracy and whatnot, gives you some defense, and only consumes one placeable slot.

Another good one would be Combat Jumping, with a single slot and 50 IO adds 2.35% more defense for minimul end usage. Change Swift to Hurdle and you can use it and CJ to jump around missions without having to toggle fly
Caltrops is a great idea, imo.
If you need a taunt playing spines... you're doing it wrong.. lol.
Pet. gaze? By the time you use that you should be decimating the entire mob with aoe goodness.
Hasten never hurts, but doesnt do much for wp.
Assault is mediocre, while manuevers could be useful if you are building up your defense.
What about torrent for some more aoe and a bit of damage mitigation?

Yeah, I'd switch to jumping to stack as much def as possible, unless you're stuck on fly for concept or something. Get some def uniques in there too if you haven't already and you can get some pretty good def numbers with WP and IO's relatively easily.
Endurance has not been a major issue on this character, and I tend to turn on Quills immediately before the first combat, and turn it off when I at last get tired of the noise it makes.
Scrapper attacks other than taunts do not take taunt sets - or do they? I'd slot up Quills for Taunt if it worked.
Edit Fly has always been my default choice for any melee character, since Air Superiority is so helpful, especially in the early levels. The combat suppressed flight speed of Fly is also good defense from Kinetic movement control debuffs from teammates. The more you rely on AoEs the more important it is to be able to tell what's going to happen when you hit a movement key. Super Jump will not help you there, and you'll fall off the bridges if you have a Kin.

I decided to go with Caltrops.
I did my 50 respec, to change the order of selection and some of the slotting of the powers. This is my "ridiculous" goal build - obviously it's going to take a while to acquire 3 partial sets of LotG and Numina, which I will want in order to get the level of recharge I'd consider desirable out of the character. Until then I'm likely just to go with generic IOs. On the other hand, some of the other powers are creatively slotted with 1000-bid sets.

My Spines/Willpower scrapper is probably my fastest levelling character ever. Rolled May 23; in mid June she is level 48. I had avoided Spines before, mostly on account of the aesthetic issue; but there's something winsome about a character that just wades into the mobs and stands there; she lives and they die.
At any rate, I am about to pick a final power. I'd prefer to pick something that doesn't eat a lot of slots to be useful, b/c I plan to put the 50 slots elsewhere.
Candidates I'm considering include:
<ul type="square">[*]Hasten. But I don't find myself missing it, or lacking something to do.[*]Petrifying Gaze. Situational but highly useful.[*]Provoke or Confront. This is a fairly good light tanking scrapper.[*]Assault? or even Maneuvers? The character probably could sustain them, and they would make her more team friendly.[*]Something even further from the beaten path? Stealth - lol?[/list]
