Burn or Rise of the Phoenix?
burn scares all the baddies away which make it a melee mitigation tool which could save you. On the other hand it's slow to cast so you have to plan ahead a little bit it's not really a "o no i'm gonna die <click>" power. it's more like a "i'm probably gonna be hurting after that alpha, <aggro> <healing flames> then <cast burn>."
ROTP is more like "i'm gonna bite it in this group but i'm gonna let it happen and blow them all up with ROTP." I got it first it was pretty useful. Slotted mine does a nice KB and powerful stun and 148 DOT to whoever overcomes the first 148 DOT.
I'd go with RotP just cause you are pretty soft to begin with and burns mitigating power is not really all that great. Maybe if you had a group taunt that might overcome the fear factor of burn.

It's so hard to actually get all that great dmg from Burn with the weird mechanics unless they're held
But there's satisfaction in being able to go in with an even crazier look in your eye knowing you can get right back up and keep going
I also vote RotP. Take it and team with a Radiation Emission defender or controller. Jump in, fire off all your AoEs (you do have some right?) and die intentionally. Rad uses Fallout on you for big damage and then you Rise and finish off the group.
Not a reliable tactic, but it can be incredibly fun. Especially with multiple Fallout-users and rezzers.

I'd say Burn. I'd rather have a power that helps keep me from dying than one that lets me come back from a death. Just think of Burn as a way of reducing the incoming damage rather than an attack. The damage is incidental, in a sense.

Get both eventually, but at 38, I'd probably take Rise of the Phoenix. You'll use it more and it's a damn fine self-rez.
Burn is an awesome offensive power with handy mitigation.

Self professed noob + scrapper = self rez... lol. My first toon was a regen and I think I probably set records for the self rez use with that toon. Plus burn is tricky to use effectively. If you play on a team regularly with holds, it can be a great damage dealer though, and in other circumstances a great way to get baddies off of you.

Er, that was kind of my plan actually. My spines/fire gets it in 3 more levels.
And if I somehow fail to die I can always Self Destruct.
Interesting conundrum of the day: Is failing to die good because you're not dead, or bad because you failed at it?

Agreed.
Also, Burn can be a semi-useful attack when combined with Tenebrous Tentacles, but you can't get that until 47.
Burn is much more useful on a Brute. A Brute that takes Electrifying Fences.

If you don't like dying and you think /Fire is weak take burn it is a great tool. It will help you stay alive and help you do some damage. I have used burn so much and it keeps me alive I ask why do people think /Fire is weak, I mean it is no /SR but it is good if you use all of your tool that /Fire gives you.
RotP also looks very, very awesome. Surely that counts for something!

Hello everybody. My first character (fire/fire) just hit lvl 38 and being such a noobie, I'm undecided as to which of these 2 powers I should pick. I plan on having both of them eventually but for right now any opinions/suggestions as to which one would be better for my level would be highly appreciated.
