Not bad at all!
The main thing I'd do is slot Energize. Here's a build I tinkered a bit for ya.
It loses S/L softcap, but frankly, on a electric pulse nuke build, it's not that terrible a loss.And you can get it back by popping the upcoming ATO set into Lightning Rod, if you should so desire.
You reallly want Energize to be up most of the time: The Regen is just sweeeeet.
I also tinkered with the slotting a little, popped on the accolades and some Incarnate powers, etc. Nothing major, it's a darn good build, albeit expensive.

That is the basic version, which gives:
Set Bonus:
(2) Increases damage by 2%.
(3) Increases maximum health by 1.88%.
(4) Improves the Recharge Time of all of your powers by 7.5%.
(5) Increases Toxic and Psionic resistance by 1.89%.
(6) Increases Smashing and Lethal resistance by 2.21%.
This is quite a different buildout compared to other melee sets, and is less amenable to the 3/3 split slotting of the other melee sets.
I'm thinking this will be most valuable in a 1/5 slotting or even straight 6 slotting. IE, if you don't six slot it for the S/L, then the proc gets slotted alone in a power, most efficiently with 5 purples, and then the other 5 (or only 4 if you have something good to back them up) go in another power.
For example, 5 purples and an ATO proc could go in Clobber. This displaces the 3 erad/3 cleaving slotting for energy negative defense, but you gain 10-ish percent + global resists and 7.5 percent recharge. This also works in Cleave, Shadow Maul, etc, etc.
And remember, you can upgrade these to grant Purple level bonuses.

Yes, elec can use some extra single target, and it physically HURT me to skip Mu bolts, as they are perfect, but concept trumps, man. And as long as you have your Lightning Rod synched to your buildup, there is little you can do wrong here.

Elec Melee is one of the few Scrapper Primaries that actually benefits from more single target attacks, and the reliable knockdown of AS fits perfectly with the knockdown of elec melee. I mainly fight with combat jumping turned on and use a single KB IO to cover the times I happen to be airborne under fire. It works great.

Pulse damage toons, specifically, pet-damage-based telescrappers, are enormous fun and very different ways to play. The ultimate example (the elec/sd scrapper with spring attack) is a MONSTER, but that's a pretty extreme build and in opinion less fun than simply timing LR to BU. -

Now I may change my mind, but that is my current thinking. I am looking for a good Primary, and a concept at this point, then I'll start looking at costumes and names. My Wife says I do all this backward, but everyone has their process.
Electric/electric scrapper.
Lots of damage, lots of utility, and has so much endurance a willpower can only stare, biting lip in envy.
Not the toughest, but doesn't need to be, and with a good build is amazing.
And let's be blunt: Build Up, Ligntning Rod, Thunderstrike. If you've never played a melee nukemonster, you really need to. -

Ehn..... Tinkering around with orange set numbers, it's looking like the tanker set is a pretty consistent +10 percent resist vs all. The Scrapper set is around 2 percent global damage, and depending on how they tune it, the Brute set is looking like about 10 percent global damage(5 fury or so).
Of those three, the Tanker set is the clear winner. For the Scrap and brute....not so much. I'm thinking frankenslotting is in order.
But we'll see. -

Unless this has recently changed, you cannot slot two half-sets of catalysed ATO's. You can slot 3 of the catalysed (purple strength) and three of the regular strength.
Honestly, I'm looking very hard at the split slotting for all three of the melee sets: I tend to be recharge insensitive and 7.5 percent S/L defense is REALLY NICE.
If the ATO specials remain as they are now, the Tanker special is VERY nice, the Brute special is potentially 'okay', and the Scrapper special is 'meh'. I personally am likely to go for splits on all of them, proccing the tankers and maybe brutes, and definitely not proccing the Scrappers. (I like mitigation.)
Now that said, a case may be made that single-setting the Scrappers would be better, as it averages out to roughly 9 percent global damage boost with the purple Scrapper set. Still pretty meh, but maybe enough to offset losing the extra 2.5 percent S/L defense.
For brutes, the difference depends strongly on where fury decay settles out to be. As I add up on my fingers and toes, it looks to me like brutes will be skyrocketing fury so fast the 'buildup' time approaches inconsequence, and the 'steady state' may be above 90 percent. If so, then the purple brute set with proc may come in at 25+ percent global damage boost, which is...not bad. Maybe not as cool as 2.5 percent S/L, but we'll see.
EDIT: Oh, wait, I see what you're getting at....
No, I still think it's better to go with half purple and half orange in a single power. This lowers your opportunity cost in lost slotting of other things, and let's you veer away from the Dual IO's to get more total bonus. The extra 2.5 percent S/L is nice, but I think you'd be paying too much for it.
Now, if there was another set that gave decent bonuses at three slots that could complement this..... But KC's/erads/obi's tend to be the sweetest spot defense-wise. Probably the best slotting would be halfsies in PBAOE's with erads in the other three slots.
Hmm. That could free up some KC's. Hmmm.

God only knows how much more he had stashed away in other ways.
