If you successfully complete the main objective (burgle the shop for a villain, free all the hostages for a hero) you will get a random DO at your level +3. The hero side version is sometimes bugged though - I have done the side mission hero side several times and failed to get the drop but villain side it always work if you get into the safe and get both the glowies.
Now, the DO drop itself is random and more often than not is pretty useless, although it will be one that matches your origin. The side missions you get tend to be randomly selected and most folks don't do bank/safeguard that early, so it is not commonly known. -

Whose bright idea was it for the MAGI folk to store Akarist in one of their safehouses? Had he known that the safehouse was the vault, he probably would have politely declined their protection.

But that's just a little bit more than the Spiders allow.

And one I would like to see more of is the Clockwork King. He is one of my favorite bad guys. How can one not like the steampunk look? In fact, the looks of two of my villains were Clockwork inspired...
First was Savage Simon, my SS/WP Brute:
He is an inventor and mad scientist (the latter only when he is off his medications though) who is fascinated with the Clockwork, and when he designed his battle armor, that was his inspiration. Unfortunately, during the Aeon Conspiracy caper, the Clockwork that were holding Aeon's workers hostage saw right through his disguise.
And then there is Rad-Bit, my Robots Mastermind...
Simon built him out of old Clockwork parts stored in the Zig's basement. Only thing missing was a proper Clockwork Winder. Seems the guards kept taking those to sell off at Wentworth's. Perhaps someday, Rad will be able to get a proper key on his back. -

That may be a major story arc instead of minor.
Check your contacts and see how many major arcs you may already have open (mouse over the book. It will either pop up with Story Arc in Progress or Mini Story Arc in Progress, if I remember right.)
If you have two normal arcs open, then most likely that is your problem (max 2 major arcs). -
That's odd. I was thinking of making some sort of big bruiser/scientist type fellow, (fashioned roughly after Frankenstein's Monster, only a super genius). But for some reason, the name I had in mind for him, Frank Einstein, shows as not available (not in use, completely unavailable).
Ah well, guess I don't need to be making any new characters for now anyway. A shame though, since he would have been a fun one to play. -
How about tagging along with a level 20 character on Agent G's arc.
Defeating Castillo, Sands, and Nocturne on the final mission awards a bunch of SOs. -
Senseless Violet would work too (if her real name was Violet, that is).

But this is a superhero game, and many people would like a character name that sounds like a superhero -- something you could conceivably see on the cover of a comic book. These kinds of names are much more challenging to get.
To me personally, it sounds more like a struggling brand new hero trying to come up with something unique and failing...

Anyway, the first thing that came to mind for me when you described the character was "Needs to work Braille into the name."
And after thinking it over a bit, I hereby suggest Braillestorm, Braille Storm, Braillestone, Braille Stone, Brailleway, etc (depending on the powersets).
Cecity, combined with a normal last name would work as part of the hero's "civilian" name though, since that is an old trend in comics (the hero's normal name just happens to foreshadow his or her powers...like say, Edward Nigma or Nygma as The Riddler, or Johnny Blaze as the 70s Ghost Rider for example). -
Upside of waiting until you can flashback the V-side Origin of Power arc is all the Flashback badges you can get for it (shortest time, no deaths, etc.) It's so quick and easy, all my villains now wait until they can flashback it.

That has happened with my last two or three, and it looks like it is happening again with my 33 month reward, which should have been awarded back on the 11th or 12th of January.
Guess it is time to petition it yet again (when I get around to it soon that is). This time after it is resolved, I will probably send a thank you with a note that I will talk to them again in three months when the 36 month reward fails to go through. -
Dropping Health and going with Swift and Hurdle may be more useful, especially if one is also grabbing Combat Jumping (needed by Blasters, Defenders, and Controllers for the immobilize protection anyway).

For any characters of mine that are just going generic (rare for me nowadays actually) instead of getting sets or frankenslotting though, I compromise and go from SOs to level 35 IOs (36.7%) at 32. However, when 37 comes around, new powers and slots get 40s, and likewise 45s from 42 through 46, and 50s on everything 47 and up.
I generally plan out for frankenslotting for the most part these days, typically starting at 22. And for that, I make heavy use of Mid's to properly plan out the build, taking exemping into account (with level 25s the lowest level IO I slot...with some exceptions of course).
So to answer the original question... Yes, it is a good idea to use IOs much earlier than 50, since the majority of your character's career will most likely take place during the 49 levels before 50. -

For a Dark Blast Corruptor, your protection comes from flooring your foes' accuracy when your attacks hit. If they can't land a hit on you, they can't stun/sleep/hold/KB you.
