That may be a major story arc instead of minor.
Check your contacts and see how many major arcs you may already have open (mouse over the book. It will either pop up with Story Arc in Progress or Mini Story Arc in Progress, if I remember right.)
If you have two normal arcs open, then most likely that is your problem (max 2 major arcs).
Mole Point Bravo isn't available at level 35. For some reason it unlocks later, at level 36 or 37. Gain a level or two, and he'll give you the arc.

I'm level 36 and have no other story arcs open. Nothing. *sigh*. I'll shoot for 37 later today.

I have a level 35 MM who has been doing the Naylor missions specifically so I can do the Rularuu stuff for weapons. But for some reason, he's not giving me the Mole Point Bravo. He says something like he can't give me the big stuff and to come back when I'm ready.
What's the deal?
