she only gives the arc at lvl 14-19, but you can run in as an ouroboros flashback in the 46-50 section.
once you pass 20 she gives you the midnighter intro arc and then stops gving you mishs, so the easiest way to get the badge arc is to just do the flashback (the arc is like 5 talks and 1 mish so its terribly short and really annoying to do at lower lvls unless you have a travel power early)

Edit: I think I remembered why Ashley McKnight is closed off at level 20-29. Darrin Wade is the Villain Midnighter Club contact in Sharkhead Isle and his arc is level 20-29. I guess they didn't want any overlap?
Upside of waiting until you can flashback the V-side Origin of Power arc is all the Flashback badges you can get for it (shortest time, no deaths, etc.) It's so quick and easy, all my villains now wait until they can flashback it.

she gives no 20-29 arcs because darren wade's arc is that lvl range (your automatically introduced to darren wade at lvl 20 and he gives you mishs until lvl 29/30)

All of my 30+ villains have already done the Origin of Power arc at 15-19, but I do have some in the 20s that have skipped it. Next time one hits 30 I'll see if Ashley still offers it. For some reason, this question is bugging me.
Welp, my Brute went back to Ashley McKnight at level 30, and she gave me the Midnight's Hand story arc. Upon completing it, I dinged level 31, and she had no more missions for me. I tried contacting her again, and she said to come back to her once I reach level 35. :\

I suppose I'll wait until level 35 and try it one more time. If not, I suppose I'll just Ouro it. But, at least now we know you can't do it between levels 20 - 34.

Just fyi for anyone that cares, I hit up Ashley McKnight tonight when my Brute leveled to 35. She sent me to go see Imperious in Cim... whatever. I saw him, came back to Cap, and returned to Ashley. She had no more missions for me, but told me that she'd have something for me when I'm level 50.
So... apparently, you can not do the Origin of Power mission arc red side from levels 20 through 49. 
When my Brute obtains level 50, I'll go back to Ashley McKnight and let y'all know how that goes.

I figured I'd hold off doing Ashley McKnight's "Origin of Power" mission arc on my latest red side character until the 20s. At level 21, I noticed Ashley McKnight was in my inactive contacts tab, but I went to speak with her anyway. Only she wouldn't give me anything. What gives? According to Paragon Wiki, the Origin of Power mission arc is from level 14 - 50? Did I somehow outlevel it?
