I've looked over what you've done and have a few suggestions. First, you've taken every ability from your primary and secondary...not really needed. With claws, most take one out of the first two attacks and also one out of the last two. I like Strike out of the first two choices, and eviscerate out of the last two (that KB in Shockwave doesn't mesh well with RttC regen buff). Resurgence? C'mon, your a scrapper, you don't die, carry a wakie if your that bad at scrapping.
After that I generally try to layer in some defense, Heightened Senses starts you off with typed defense so build on it. Getting up to the 30% range in Slashing and Lethal will help tons, and by popping one small purple insp it will have you softcapped during tough battles when you need it most.
Going for Physical Perfection is a bit of overkill, your a willpower scrapper, your green and blue bars shouldn't move that much as it is.
Lastly I used the cheapest IO's I there are, so as you learn how to work the market at WW's and buy and sell some stuff, you'll be able to afford much better alternatives which will give you even better bonuses. -
My first question is do you have all the IO's you've got in that build? Thats really a long list of purples and PvP IO's that are going to be super pricey, if I had to take a stab at it I'd say your likely in the neighborhood of 10+ Billion on that build! And you worked that hard and didn't manage to get to the softcap on all positions? And you seemed to pass on DDR, you sure you want to do that? Parry is horribly slotted and you really don't need it looking at your build.
If you've got those kind of resources, I'm sure myself or any number of regulars in the scrapper boards could come up with a truely magical build to help you out with. But there are likely many other routes to take to get you to where you want to go, and I think you could have it all, and cheaper if you so desire. -

Here's mine, FM/WP with softcapped S/L and the pyre epic line for Fireball (yea, you absolutely want it!). The purples are pricey now, so you can just grab cheaper alternatives, shouldn't hurt anything.

My suggestion would be to go for around 35% S/L defense instead of melee defense.
Mix in a few sets of Kinetic Combats in those melee attacks, maybe even mule out kick and/or brawl.
You definitely want to slot Blazing Aura and Quills for Accuracy, Damage and Endurance, recharge doesn't help you and those Oblits are really going to hurt you with endurance management. I usually go with a mix of Sciroccos and cleaving blow and generally only 4 or 5 slot them.
Slot those resistance toggles with 4 pieces of Reactive Armor.
Get tough and weave, and combat jumping, the earlier the better.
And for those tough lower levels, keep eating purples and oranges as fast as you get them, keeping both your resistances and defenses boosted is going to keep you alive longer. Healing Flames and Consume will manage all your other troubles. And yea, your going to die...alot, Rise of the Phoenix, again and again.If you had really wanted to be more sturdy you woulda picked Shields or Invuln!

And yea, you want to switch sides and get Mu Mastery now that you can. Mu Bolts and Ball Lightning are nice additions to your arsenal and only requires two picks instead of the three needed to get to fireball in the Pyre mastery. -
Not bad, I see what you were trying to do with those KC's and Oblits, you were trying to beef up your /Fire brute. I totally agree and tend to do the same with mine. You kind of neglected your attacks though, and I'm not 100% behind on you on your slotting of Consume, Blazing Aura and Focus. At any rate, take a look at my build, it'll get you all the way to the S/L softcap and have better slotting in your attacks. No travel power though, or hasten, both of which will be remedied for me in I-19.

My three different claws brutes generally go +1/x4 from the early 20's, +2/x6 through the 30's and +2/x8 in the 40's. I'll generally try +4 once I hit the mid 40's so I'll have a shot a purples.

My initial thoughts were 1.) I'd never skip focus and 2.) you could really stand to add some defense into the build. Instead of those purple sets I'd add in a 4-piece set of Kinetic Combats in your melee attacks for S/L defense. I'd shoot for 25-35% defense to S/L and it would make you feel tons more sturdy, then you could just pop a purple during tough battles to really shine.

I was able to start some serious farming after I had Shield Charge and Lightning Rod fully slotted. Defenses were fairly serious although I wasn't able to truely softcap him until the 40's, but a council farm won't slow you down all that much in the high 30's. Definitely lay off the bosses as they'll slow you down too much.
Here's my build, a bit pricey with purples and I also went villain to get me some Mu Epic powers, but you could just as easily do without them and I'd also highly recommend the fire mastery line as you'll want fireball to add to your AoE carnage of TS, LR and SC.

I had always just used a Yin's endurance reducing enhancement in my attacks and toggles at level 10 to cover the pre-stamina blue-bar-blues so this isn't that big of a deal in that regard, but having the freedom of three more power choices along the way is sure going to be nice. Now with this change, added to the recent accuracy increase, I can slot Yin's damage enhancements in the pre 20 game and be even more lethal on the new alts.

Can a scrapper turned Vigilante head to the Rogue Isles and do the Patron Arcs or do you have to be a full blown villain?

Definites: Spin, Focus, Spin, Follow-up and Spin.
Everything else is just icing on the cake. Strike and Swipe are too close to call with a slight advantage going to Strike in terms of performance and Swipe in terms of looks, you'll need one to work in your attack chain so whatever floats your boat. Taunt, depending on how you play you may or may not want it, it has its uses if you plan on tanking some, and it's great for slotting IO's for bonuses. That leaves the big T8 & 9, which are both nice options but most usually skip one or the other for many different reasons. Eviscerate does nice damage, but it's cone is VERY narrow and IMO the animation is retarded looking, especially for a hulking brute. Shockwave does ok damage, has a nice arc, but also has a huge KB attached to it which doesn't mesh that well with your /WP secondary but looks incredibly brutish.
Oh, did I mention you really want to get Spin? Yea, get that bad boy at 6 and everything else just makes you that much meaner. -
Absolutely, I did the same with my tank and it made a big change in how sturdy he felt. I probably should at stopped at the 30% defense to S/L and popped purples when needed, but I went a little crazy and then softcapped him and everything was cake after that.

Defense, when you have a few sets of KC's to boost your S/L defense, then go and get more defense. Then after that, well...I'd get some more defense, then maybe I'd get some Recharge and +HP, but only if I couldn't squeze in more defense.

CJ is a great power choice for squishies as you can take it early and get the kismet unique and the karma -KB which is always helpful in the early game.

It'd be overkill. My 50 claws/WP brute never had issues with endurance and that was just with QR and Stamina. Never had issues with the green bar either, well the one hole would be DDR, so arachnos and cimoreans can hurt you. I had softcapped s/l btw.
