Electric/Shield and Fire/Shield for any budget

With the advent of the imminent Blessing of the Zephyr Changes in issue 17, interest in building (or more likely respec'ing) an electric/shield and fire/shield scrapper seems to be high. I thought I would save the forum regulars a little trouble and post eight scrapper builds ranging from relatively inexpensive to extremely expensive.

Every build listed has soft capped defenses (45%+ to melee/ranged/AoE) and have as much recovery and regen I could cram into them. They are meant as all around builds, to be used for fighting AVs, doing TFs and occasionally farming. I realize that I can pack more recharge into many of the builds below. However, I find it tiresome to use a blue after every other fight, so my builds tend to be a bit more balanced.

Build categories:

Cheap - avoid use of rare sets as much as possible. No purples, HOs or PvP used.

Moderate - No purples, HOs or PvP recipes.

Expensive - No PvP recipes.

Very expensive - anything is fair game.

Note: recovery and regen values listed here will differ than what you see in the game. I don't believe that Mid's takes into account that regen and recovery procs are no longer enhanced by being placed with other enhancements that improve health and endurance recovery.

Decent builds, I'm so gutted i never got my pvp io'd fm/sd/body in-game as it was damn insane.

With the BoTZ nerf it means i'll have too drop a Glad strike set an make a few nerfs allround

As much as fireball looks tasty, i can't get my head around just how end heavy it makes SD builds.

Do you currently run one of those builds Fury?

The very expensive fire/shield build is close to my live build. It's probably the build I will respec into because it actually has better recovery than what I currently have. I don't have significant end problems when using fire ball, even somewhat spamming it.

I'm actually pretty pleased with how some of these builds turned out. The cheap builds are by no means weak, and you can definitely see steady improvement in each build as you invest more inf. I think the two very expensive builds stand up well against almost anythng else I've ever seen in terms of builds. The very expensive electric/shield is soft capped, has great recovery, decent regen and a spectacular +102.5% recharge. The fire/shield only has +90% recharge but has high DDR and has high values in both regen and recovery.

I'd say the weakest builds in the line up may be the two middle fire/shield builds, though part of that may be that I purposely took out recharge from those builds to save cost and to up numbers for recovery/regen. For example, I could get the expensive fire/shield build to 80% recharge fairly easily but it would mean putting Obliteration into Fire Sword Circle. Obliteration is a great set, but it's poor choice in FSC due to the fact that it has such poor endurance reduction values, and FSC gets spawned a lot. The moderate fire/shield build has sort of the same issues...I put in Gift of the Ancients and bypassed slotting Luck of the Gambler to get recovery numbers in control.

EDIT: Clarifying that Very Expensive Fire/Shield does *NOT* have capped DDR, but DDR at around 72%.

Dammit Fury! That very expensive fire/shield build is better than mine. Regen and recovery are comparable to what I have and I'm using body mastery. Now, because of your awesomeness in Mid's, I'm gonna have to redo some stuff on my build. It's gonna be even better now!!! Thanks.

Just noticed you didn't take Grant Cover in that build. Don't you need that to cap your DDR?

Awesome builds! I'm defniately using the Expensive Elec/Shield build.. Got 800 Mill saved for the extra set and HO's that I'll need to get. Looks awesome though!

I am using the very expensive Elec/Shield build as a base for my new build, and trying you cap DDR without Grant Cover, however I noticed on your build that as soon as you click from PvP mode onto PvE mode your DDR drops to 49.5%? That won't be compensated for by double stacking AD, so am I missing something?

Either way in my own build I noticed that using 2 Enzymes and 2 Membrames in AD bypasses the defence cap and lets me reach 95% DDR, but does this actually work in game?

For me the DDR cap is highly important, because I pretty much tank an ITF every day.

Edit: If it does work in game is it considered an exploit? It seems to me like it would work in every defence power, which would be crazy ..

Edit 2: I noticed Fury's post seems to say the above is true. I am going to the test server to find out.

Looks like I wrong, Princess Darkstar. My fire/shield with 2 Membranes in Active Defense and 1 Enzyme in Battle Agility has around 72% DDR. That's pretty good, but it isn't capped. I suspect that you wanted to cap, without using Grant Cover, you'll have to add a third Membrane in Active Defense.

So the Very Expensive Fire/Shield build is *NOT* capped in DDR, but still has around 72% which is far from shabby. I'd change that in my OP but it looks like the two original posts are so large that I get SQL errors when I change them.

As for your question about Enzymes...yeah, it's a loophole in HOs. I'm not sure if they're an outright exploit because it's something the devs have been aware of for quite some time. So while it's not working as intended, I don't think it's high on the priority list of fixes, if it will even ever be fixed. It's probably in the same category as spines animations not following most of the rules and powers like Rain of Arrows and Blizzard not following AT modifiers.

Well lets just say after the amount I will be spending fixing my build after the BoTZ nerf I hope the HO thing is never fixed

They do both work in Active Defense, and although Enzymes yield higher values, they do not provide any recharge enhancements. Membranes do. This isn't an issue for builds that never exempt and have high global recharge values. It is however an issue for builds that don't. Not having perma mez protection in a scrapper stinks.

I'm guessing that all the devs would have to do is flip a flag to say that the defense debuff resistance in Active Defense is unenhanceable. That they haven't flipped this flag might indicate that it's working as designed. And I hear tell that a dev basically stated that Hamio exploits are now just considered features rather than exploits. It at least makes sense to me, since there's almost nothing else to recommend Hamios over IOs. The down side of there likely being a single flag to flip is that it's a trivial adjustment if the devs ever decide that Shields shouldn't be able to get as much defense debuff resistance as Super Reflexes. Flip! Fixed!

I had asked this in a previous thread, but noone knew at the time and my DM/Shielder just hit 42, so I haven't been able to test it out. Others said that they believe that this is a Mids bug and that it doesn't work in-game, but noone stated that they'd actually tried it. I'd like to know for sure as well, as having 95% DDR is key in my Def-based toons as well, so I look forward to your results.

Awesome. Ty for the builds. The expensive fire/shield build looks almost exactly like the mids I've made while waiting for my freespec. Gave me a few ideas to save 7.5% of the rech I lost from my live build. Only going to be like a 100mil respec. Thank you again

Could you please expand on that statement please? Does that mean that all the toons where I have Health slotted:Numina's +Reg/+Rec; Miracle +Rec; Regen Tissue +Reg are only getting benefit from ONE of those enhancements?!? If that's the case, when did that come about? (and more importantly..how in the hell did i miss that?!?)

Thanks for any clarification you can provide...this could be a HUGE finding/issue/understanding for me affecting most of my toons. :/

I'm referring to the change in the way a number of special health procs worked in the March 2, 2010 patch.

The paragonwiki article only mentions Numina +Regen/+Recovery being changed but I believed that all of the special health (Regen Tissue, Miracle) were affected.

That doesn't mean that your character will only get benefit from just 1 of the procs if you have all three of them slotted, only that they won't be as beneficial when slotted with other health and/or end mod enhancements which boosted their performance.

Wow...ok. Thanks for the clarification Fury! I was scared silly that I had dozens of "wasted" IO's in health. I had no idea there was even a bug and I don't crunch numbers close enough to have ever noticed a difference I think.

No, it means that if you slot a heal IO into a power with the numina global atm it also enhances the numina global and not just the power

Just another thing I had to fix in the mids database myself...

No, so far the 3-2-10 patch has only fixed the Numina's unique. There was a comment from Castle that he was unaware that the bug affected the other uniques and that they would be fixed in the future. None of the patch notes have shown that they have been fixed...yet.

Interesting, and thanks for the correction. I've always assumed that the Miracle and Regen Tissue procs were in that list covered by the patch. In any case, we've now been warned.
