Claw/WP build
Post-weekend bumpage
I've looked over what you've done and have a few suggestions. First, you've taken every ability from your primary and secondary...not really needed. With claws, most take one out of the first two attacks and also one out of the last two. I like Strike out of the first two choices, and eviscerate out of the last two (that KB in Shockwave doesn't mesh well with RttC regen buff). Resurgence? C'mon, your a scrapper, you don't die, carry a wakie if your that bad at scrapping.
After that I generally try to layer in some defense, Heightened Senses starts you off with typed defense so build on it. Getting up to the 30% range in Slashing and Lethal will help tons, and by popping one small purple insp it will have you softcapped during tough battles when you need it most.
Going for Physical Perfection is a bit of overkill, your a willpower scrapper, your green and blue bars shouldn't move that much as it is.
Lastly I used the cheapest IO's I there are, so as you learn how to work the market at WW's and buy and sell some stuff, you'll be able to afford much better alternatives which will give you even better bonuses.

Hey, Whisky. Thanks for posting. I appreciate all your advice and will take it all to heart during my next respec. I picked Shockwave because it's nice when you're getting overwhelmed to brush them all away so you can pop an inspiration while they're getting up. Resurgence, well, I solo a lot and that gets me boosted better than a wakey, leaves me untouchable long enough to start up some defenses, and gives me a boost of endurance. I'm not terrible at scrapping, just bad at being the pseudo-tank when no one else is around. But I will try with your layout and see how it goes. As for costs, I know good things cost, I'm not too poor and I do aspire to purple-dom.

The most common thing purples are desired for is the recharge bonus, you have no powers in Willpower you need recharging faster.
Claws is a fairly fast recharging and activating set, you don't need purples on that end of it either, since you should have enough attacks there will always be SOMETHING recharged for you to use. You can get enough recharge out of cheaper sets to run a good claws chain without having to pony up the cash for purples.
A lot of people (not sure if you're included in this group or not) want to slot purples in their builds just because they are the "best". Depending on what your build is, that may not be true. Don't slot purples just so you can say you have purples slotted, first consider whether you actually NEED them or not. In your case, the answer should be "probably not".
If you were Claws/Regen instead of Claws/WP, my answer would have been "If you can afford them, by all means, get them". But since you're Willpower, you don't really need them.

Good to know. I'll save whatever purples end up dropping for me for other alts (usually about 2 per year). Think I'm going to replace Serendipity with Luck of the Gambler. Higher Regen and more HP for same # of enhancements, just more money. Also going to replace plain IOs with sets like Numinas instead of normal Heals.

But you could easily replace the Serendipities with LoTG's, the Smashing Haymakers with Kinetic Combats, etc. and then you'll notice a difference indeed. Thats gonna cost some bucks though.
As for Shockwave, I love it on my brute, it's very brutish. On my scrapper though I like eviscerate, it does nice damage and if you angle it right you can hit multiple targets and thats always nice.
This is what I'm planning on doing. I haven't completely decided if I want the taunt IO in RttC, if not, ill add a third ranged purple to focus for the extra 40HP.

Your character does not have capped defense. Depending on your AT the cap is between 175% - 225%. Your defense is not teal in the combat window, it can go higher. STOP SAYING IT IS CAPPED! The correct term is Soft Cap.
I enjoy playing in Mids. I specialize in Melee Characters, other AT's usually bore me.

And I think i may agree about not buying resurgence, given as i've had few reasons to use it and really a scrapper can put that pick to much better use.

Not everybody needs or should lust after "purples." Yes, they're great for recharge bonuses, yes, they're handy for some other ones, but for the defense bonuses scrappers often want the most, purples really aren't very good at all. If you just want to spend money and prove to others that you're "133t" get yourself a Glad Armor +3% (especially now that the prices will be dropping) and save the purples for AT's that REALLY need them.
Imagine a full screen, interactive version of your in-game Enhancement screen that you can just swap powers in and out of, move slots around with the click of a mouse, and swap enhancements with a couple of mouse-clicks, all without having to go through a respec. It also does all the number-crunching for you, shows you everything that "Combat Attributes" will with a click or two, and lets you pretend to level all the way up to level 50 without earning a single xp. It's great for planning, tweaking, and rebuilding builds, making alternate builds you can toggle between for comparison's sake, and as you see here, posting and trading text files like they were baseball cards.
It's free at http://www.cohplanner.com/ -- developed for players by players, and it's generally updated to include new things like powersets soon after new "issues" come out, subject to the designer's real life schedule.
Basically, it's awesome!
You're claws/WP. Your attacks recharge pretty fast already, if you're not using Resurgence you don't have any click powers in your secondary, either. Unless you really need it to build a higher DPS attack chain, I'd skip it, but that might just be me.

Do you NEED it? Not really. I have enough recharge in my Claws/Regen build to run the second best attack chain Claws can run, and I can do it without Hasten. My build also has 0 purples slotted.
You have much less reason to take Hasten than I have (I do have it, in case you were curious).
Honestly, I look at purple sets on any scrapper build other than Regen similar to how I look at a Cadillac truck: Overpriced status symbols that can't do the things you want a truck for.
Hasten on a Claws/Willpower is a similar story. You don't need it to have a good attack chain, and it's completely useless to Willpower unless you die so often that you want Resurgence recharging faster (and if you're dying that often you have bigger problems than whether you should take Hasten)

Welcome back to another edition of I don't know what to put in my build.
This week: My Claw/Willpower scrapper. I plan to do a respec to him anyway to move some slots around and have built up a small pile of cash to buy some IOs with. The power layout is not representative of the correct order I've taken them. It only shows what I have. When I respec, I will be following whatever advice I receive here. As usual, thanks in advance.
