I understand the desire to improve the regen of Rise to the Challenge, but actually I find slotting a combination of Dark Watcher's and regen improves survivability. I prefer to slot it with 4 Dark Watchers and two Numina's. This is especially noticeable when fighting AVs.
After looking over your build, this probably goes without saying, but I will anyways. Make sure you pick up the Portal Jockey, Freedom Phalanx Reserve, and Task Force Commander Accolades in addition to the Atlas Medallion you have marked now. Obviously, the more HP, the better your regen.
On my FM/WP, I did not pick up an epic pool, I mainly rely on FSC for my AoE, and switch mobs as I do my ST attacks. It works out just fine with the amount of damage I do because normally I'm either soloin an AV that doesn't require AoE or on a team.
My build focused on HP, Regen, and Smash/lethal def to hit the softcap. I still have over 30% def to all other types and I've never had an issue with survivability. I have about 47.5% global recharge, and then slotted attacks to use that same combo you are. It's just a hard build to work in extra AoE/range and still softcap anything.
Here are some of the changes I made. It took a purple set but if you're willing on getting the PvP IO then this may not be a problem.
Kept your recharge intact while increasing most of your defenses, regen and recovery.

I have a FM/WP currently at 50 and I'm thinking about doing a respec to squeeze a little more defense out of her.
