  1. The jumpjet should be called the gimpjet when used by someone with teleport. It "increases your hover time" yeah, sure, assuming you want to accelerate upwards. Yes, I heard the explanation that they couldn't code it to increase TP range, that's fine. But in that case, how about a different prestige power that is equally useful to all? When they saw it was essentially useless to teleporters, I'm curious as to why they didn't pick something else. It must have been obvious pretty early in the design of this that it wouldn't do much for TP'ers, yet they went with it anyway.

    Perfect example from another thread-

Tank Fire mastery fireball- "Does a hell lot more damage than ANY of the brute PPP AoE attacks."

So, it is painfully obvious that the villain PPP powers are *not* more poweful than hero APPS. It'd be nice if Positron could explain what he meant by his statment.

" MMORPG.com: In terms of balance, is there an equivalent power set available to the heroes in CoH, or is this a villainous advantage?

Matt Miller: The Patron Powers are stronger and more powerful than the “equivalent” powers in City of Heroes (the Ancillary Power Pools), because there is less diversification and the fact that Patron choices are permanent alterations to your character."

    [/ QUOTE ]

How about PPPs that are even as good as APPs, let alone "stronger and more powerful"? I cannot believe how Positron can make that statement. Show me the PPP that is as good as Temp Invulnerability, PFF, Focused Accuracy, or Force of Nature, let alone better.
  4. So why do Masterminds get as their 4th tier power (this applies to all the PP sets) a recycled 2nd or 3rd tier power from one of the other AT sets? 4th tier for all other ATs is a pet, fine, don't give MMs another pet (though that doesn't seem to be an issue with dark, gravity, etc.), but don't give them a gimp retread power instead.
  5. [ QUOTE ]

Huh ? You don't see any problem with the one set that has multiple pets to fight for it being able to quickly duck in and out of indestructable mode ?

    [/ QUOTE ]

You've obviously never played a */ff in PvP, PFF is hardly "indestructible mode" there. I really wish people wouldn't hold forth on a subject they have no experience with.

So, say a group member puts sonic or fire shields on my bots, those shields somehow cease to exist when the bot interposes itself between me and the attack? That's just dumb. The attack should auto-hit on the bot of course, but the bot's resistances should still apply, his metal hide, or any resistance based shields aren't going to just vanish.

  8. Where's the Carnival MM set States mentioned once? Evil clowns FTW! The summoning animation for the clowns (States mentioned the minions as being clowns, strongmen, and acrobat) could be a little clown car that races up to you then all the clowns pile out.

Umm, how does Longbow flout international law? It is a private force, not part of any governement, so isn't bound by most of them.

    [/ QUOTE ]

Psst, international law applies to everyone, that's how individuals get charged with war crimes.

    Accuracy

    [ QUOTE ]
Over the 4 day weekend, I left my computer running with Eviscerate on Autoattack. (Both my target and my character were set to not take damage so there was no worry about killing each other.)

    I attacked a total of 38917 times.
    I hit 29275 times.
    I missed 9642 times.

That is a 75.22% overall to hit chance against an even level critter with no defense powers.

There is no "Accuracy Wrap Around" -- otherwise Blasters with Targetting Drone + Aim + Build Up would never, ever hit, which is not the case.

    [/ QUOTE ]

Might want to take a look at this thread, which seems to indicate that while accuracy vs. even level foes is correct, the scaling of accuracy against higher levels is not:

How about this-I had blue con mook minions brawling off the toggles on my level 9 dark/dark brute, that doesn't seem quite right.

    [/ QUOTE ]
Their brawl probably has a chance to disorient, like boxing.

    [/ QUOTE ]

Ok, let's say that was it, even so, that seems a bit much that blue con to a level 9 minions were dropping my toggles so often.

So if you out level these you are hosed. . .??

Not always, Veluta apparently will give you her story arcs regardless of your level if you have trapped 50 ghosts.

    CoH Binder

My buddy and I both buy the COV binder. His is as illustrated here, my binder was different , the actual binder was an incredibly cheap binder with a thin sheet with the COV graphics loosely glued to the cover. His COH binder had no holes punched in the pages. Seems there's a few QA issues. All theses were purchased at EB games.
  15. [ QUOTE ]
Just like in City of Heroes, if you start a Story Arc in City of Villains you will always be allowed to finish it—even if you outlevel it.

    [/ QUOTE ]

Incorrect. Hit 11 in the middle of an arc in COV and it grinds to a halt.

Not only did I not get Sirocco (I thought we were supposed to get all the villains) I am confused as to whether or not the DVD edition comes with the cape AND helmet or just the cape... erg... so frustrating...

    [/ QUOTE ]
There is no Sirocco hero clix. We were suppossed to get Scorpion Recluse Mako Widow Positron Manticore and Statesy.
The pre-orders are what unlock the helmets, the capes are unlocked by the collectors edition. If you preordered the collectors edition you will have the helmet and the cape.

    [/ QUOTE ]

Do you know 100% for a fact that we will get both Helm and Cape if we preordered the DVD edition? The box only shows the cape on the back, not the helmet... I have an order for the helmet just waiting to be sent and need to know before pre-orders are closed... where did you get the info so I can go view it and get all the nitty gritty details? Thanks for being the first to respond (even before all of my attempts to contact someone at FunCom)

    [/ QUOTE ]

The helmet is associated with a pre-order code, the exact helmet dependent upon the retailer you purchased from. The cape and chest symbol are associated with a collector's edition code. They aren't really related, per se. If you pre-ordered the CE, and did not receive the pre-order bonus disk and code, no helm for you!
  17. [ QUOTE ]
Just went to pick up my Collectors Edition at EB and all seven figures were in the box Ghost Widow included.

    [/ QUOTE ]

It's really starting to look like Gamestop CEs are hosed, but EB Games' (and possibly everyone else's) are fine.

    [ QUOTE ]
I was wondering though....Are all the Collector Editions DVD versions? because thats what I got and I don't recall prior to today ordering a DVD version? Do they make a CD-Rom version of the Collector's Edition? Just wondering, not like I really need the disk anyways. Anyone know?

    [/ QUOTE ]

    The CE is dvd only.
  18. Interesting-it seems like those who got the CE from EB Games have all 7, but those who got it from Gamestop have problems.
  19. So, can a resistance debuff power debuff defense debuff resistance?
  20. Look on the bright side-any time in the future that the devs deny making a change that you have observed, you simply answer "Enervating Field".
  21. [ QUOTE ]
We apologize for not having this out with the rest of the patch notes.

    [/ QUOTE ]

This was first reported on July 17th on the test server, and there were continual denials from the devs from then until now that there was any change, not very confidence inspiring.
  22. [ QUOTE ]
So I got my pre-order box from the back room at Best Buy cuz I got a buddy working the info desk. Anyways it gives a web address to go to create in account and it just so happens that page doesn't exist yet, so all you who are worried about not having your boxes yet, don't worry, cuz there is nothing you can do with it yet.

    [/ QUOTE ]

Sure there is, I just added my pre-order code to my NCSoft account, and it now shows my account has COV-preorder on it. You don't have to go to the pre-reg site, you just need to go to your normal NCSoft account page. Oh, and I got mine at Best Buy, they had about 30 pre-order boxes on the shelf.
  23. I've never actually seen a resaonable explantion for why defenders can't use some of their primary buffs on themselves. I seriously can't see it making them overpowered, esepcially in the case of the defensive buffs.

    June Comic

    [ QUOTE ]
I like the art but the story doesn't make any sense.

There's a spell on the city that "suppresses super powers". It evidently doesn't do anything to the war walls (some pretty elite tech there), the guns wielded by the thugs, or cars. This means that it's very, very selective. And what about natural origin MA/SR scrappers who just know kung fu? Why would they be at anything less than full effectiveness? If guns work, why can't AR blasters just keep shooting? What about heroes whose powers are inextricably linked to their existence, like magical entities or androids like Bastadel (ok, they're probably just dead)? Why is Positron still generating anti-matter if that was his superpower?

Then we're told that 6 weeks later, the city is happy and peaceful and being cleaned up by "Arachnos drones". Life for the civilians is completely back to normal, but the only heroes in the city are hiding in fear of their lives. Super powers work everywhere else in the world but not in Paragon.

    What?

Exactly what kind of drugs are the government and the civilians smoking? If I lived in that city, I'd be RUNNING for the exits. There's an unknown spell on the city - does that affect my cancer treatments, my cell phone, or any of the reverse-engineered Ritki tech being integrated into commercial products? If I was the president, I would scrounge up whatever military I had left from the war and send it to secure the place and get everyone out. If I lived anywhere else in the world I would drop everything and figure out how to make sure what happened to Paragon doesn't happen to me next. Superpowers get suppressed, a bunch of people die, some Arachnos guy sends in robots to control the place...and it's business as usual?

    I don't buy it.

    [/ QUOTE ]

Yep, holes in that storyline you can drive a truck through.
  25. [ QUOTE ]
Damn I love being right. I said this a week ago and was ignored.

    [/ QUOTE ]

Except that you're wrong, actually. HOs stepping down to SO levels doesn't alter the fact that you still have either double or triple the effective enhancement slots as someone who doesn't have them. That's quite enough of an advantage.
