    Indeed, Pylons can be beaten by a strong build without multi-threaded damage input (IE: Pets, DoT Toggles - anything doing damage outside of your personal attack chain), but thus far I have not seen a GM successfully defeated by a Tanker without some kind of multi-threaded damage input.

    The AVs in the ITF are not so much a problem as the final boss fight itself, where one of the Nictus AVs is a dedicated healer. Even with -Regen, you are looking at a serious survivability threshold to overcome. I doubt that it's impossible for a Tanker to solo the entire thing with every available tool put on the table, but at +4/x8 - it's just not very feasible even with temporary powers. When more Incarnate abilities come out, we may get a tool that helps in this regard, but for the time being there are few options.

    I might just have to take a whack at this challenge myself, but I won't deny that temporary powers, inspirations, and the whole nine yards would be involved with that last fight.
  4. For Destiny, Rebirth Radial for its Regen component is especially beneficial to Tankers who can access their HP cap (for Invulnerability, this is with Dull Pain). I use it in place of Aid Self.

    As for Void Judgement, only the Tier 3 comes with that component. The Tier 4 variants do not have them. I prefer the Tier 3 myself because the Knockback, when used intelligently, serves as another form of damage mitigation and couples well with the -Damage debuff.
  5. I haven't tested this but I'm pretty sure it doesn't work as I would assume the "Unique" status of the AOs qualifies across both the standard and catalyzed forms. Does anyone know if it is possible to slot one catalyzed and one standard MOTT proc in a single build?
  6. The problem with Blasters does not seem to stem from their intended goal as being the unchallenged kings of damage.

    In most other MMORPGs, there is a sort of Holy Trinity Plus One (DPS, Tank, Heals, + Crowd Control optional) which due to a lack of Player Character statistical superiority often requires that players excel in one specific category in order to stand out and operate efficiently in a team. City of Heroes does not have this problem, as Player Characters are considered quite formidable in this game. As a result, dealing the most damage or having the strongest survivability is not always the most optimal state to be achieved because others can function on a relatively similar, or at least competent, level of output and still perform their primary function.

    For example, a Stone Tank who uses Granite Armor may take less damage and have much less to fear on the outset compared to an Invulnerability Tanker, but it takes a great deal of work to mitigate the lost damage, recharge speed, and mobility that comes from using Granite Armor - all which interferes with combat speed and efficiency. And if you have a competent and powerful Healer or Buffer, a player having the most optimal damage reduction or defense in the world is only barely more noticeable when compared alongside someone with standard or above-average values even in some of the most extreme situations. This carries over into damage as well. In other words, there is more value in being "Good Enough" in a lot of categories rather than being "The Best" at one thing.

    Therefore, the problem appears to stem from the fact that other Archetypes are better equipped to bleed into the domain of other pieces of the Divine Trinity Plus One, while Blasters are, until VERY late in their development compared to other Archetypes, provided few tools to deviate from their core focus. Unlike most other games, diversity is a strength in City of Heroes because it is easy to meet sufficient performance values across numerous parts of the Divine Trinity Plus One with just one character as opposed to other MMORPGs where diverse builds for characters usually results in sub-standard performance.

    I got a 24 pack with my existing points and then threw down $50 to pick up 3 more 24 packs, totaling 96 overall. I only got two of the AOs for my character (and sold the rest for nearly 2 billion, more than sufficiently financing the purchase of the rest) and got the complete Elemental Order set. However, there was no Black Wolf to be found. I declare shinnanigans.

    Indeed. There seems to be a perfect storm of concerns that have driven this issue.

    A) Statesman dies contently.
    B) Statesman's death is somewhat anticlimactic.
    C) Ouroboros and Resurrection methods are not considered viable options to restore him to life. (IE - Aeris syndrome)

    There would not be this level of controversy if Statesman had been torn from the mortal coil entirely against his will (as this would have made him a martyr).

    Or if he had died in a dramatic last-stand, his defeat would have come across as an act of courage which would have shown some foresight with the character rather than failing due to an act of arrogance and stupidity.

    Or if there were there a more dramatic excuse (like the earlier "his spiritual essence was ripped into a billion fragments across the universe" example, or "the method employed in his death has created a divergence in the timestream") as to why his resurrection is nigh impossible, there would have been less questionable reasons behind his inability to be revived, especially when one considers his granddaughter has shown a previous rebellious streak with time-travel.
  12. My problem is that the permanency of Statesman's death doesn't make any sense.

    Ms. Liberty already knows about and has access to Ouroboros. It wouldn't take her but 5 minutes to pop back in time and warn her Grandpa about his ensuing demise. She used it before to try and intercept a group of villains attacking her mother who were also using the time-traversing power of Ouroboros. Regardless of what Statesman felt at the moment he "surrendered", what he felt in an earlier time would have adversely affected his perception in the present. The presence of Ouroboros breaks the justification for his permanent death with ease.

    As for him dying "happy" - the only person who realizes this would be Statesman himself (or possibly a telepathic hero at the scene). The rest of us would only know what we saw - one of the proudest heroes in history slain by some overzealous punk with aspirations far beyond his station.

    I politely concur. Content that is accessible to all players to experience cannot be retroactively shoehorned into a canonical character-specific event. While everyone's mileage may vary, events that are recurring will likely always have their personal "firsts" - if only for bragging rights. However, for singular or world-shaping canonical events, there should never be a named player in the determinate role.

    Your character's history is yours to do with as you please, so long as it only affects you.

Not that it's any of your business how I choose to play my character in the first place.

    Say what you will about levels of competency, but this is one game where you DO NOT judge the individuality of your fellow players - and what surprises they might have in store...

    Generalizations are the quickest way for you to make enemies around here.

This is just theorycraft, and wouldn't be a very effective trait on high-powered teams, but I was thinking about how everything in the game is built around damage mechanics and tried to think a little outside of the box. By late-game there are few things standing between Tankers and competent output, but it's always the long march to reaching that stage which seems to make things so troublesome.

    What if a Tanker had a power called "Demoralizing Presence" that only affects Minions (and with a lower percentage on LTs) which has a chance to cause weaker enemies that are part of a group featuring a Boss mob to immediately die/surrender if they are under 30% HP if all Boss/AV/GM enemies from their group are defeated. This would allow groups that have few AoEs or specialize in Single-Target attacks, especially smaller and lower-level teams, to focus fire on the strongest enemy in groups featuring this grade of enemy type and not worry about having to sweep up everything before/after.

    As an alternative mechanic, this could be a long-duration effect that has a chance to activate on nearby LTs and Minions every time a Boss in a group is killed, and while the duration is in effect it will cause any which are afflicted to immediately be defeated if they are at 30% or less HP. If there are multiple bosses, the effect can stack (raising it to 50%, 60%, 65%, and so forth at depreciating HP values respectively).

    Also, for every Tanker on the team there is an extra chance for this to fire off every time a boss is beaten.

    I think of it as the Superman effect. One can imagine the look on a criminal's face when he realizes his boss has been throttled and he now faces an overwhelming opponent that he simply cannot hope to harm or escape. It also has depreciated use in the end-game, where most players are equipped with enough AOEs to sweep up minions in an Alpha Strike and need not worry about fancy mechanics, thus not making Tankers overwhelmingly powerful in the end-game as a result of possessing this new mechanic.

    Addendum:
    Giving Tankers the ability to resist non-resistable damage would have been a VITAL capability during the pre-patched Keyes Reactor Trial, and is still undoubtedly useful, since tanking while simultaneously surviving a bombardment of heavy, unavoidable damage in an environment filled with enemies that have -Def and, more importantly -Regen, is a serious chore and does not feel challenging to the player so much as feeling cheap-shotted.

    That's the interesting thing about psychic powers. There is a broad range of variations in potency and functionality within that domain of abilities. For example, someone who is telepathic may not be telekinetic or clairvoyant.

    I get the impression that Malaise has psychic powers which Sister Psyche is not fully protected against even in optimal conditions. He has the power to rewrite someone's entire identity, which is a bit different from weaponized telepathy which can hijack subconcious facilities of the brain or result in a complete mind-wiping.

    On that topic, the "mind-riding" ability is also a poorly-explained power in the CoX universe because it begs to question if it is the same as soul-swapping, which would be more akin to a supernatural/magical ability as opposed to a mutant one. The problem is that CoX covers both spiritual (supernatural) and psychic (psychological or psycho-kinetic) abilities without explaining the distinction between the two when it comes to determining one's identity, as one would expect rewriting one's identity would still render them the same person - only "brainwashed".

    Thankfully the other big can of worms, the Praetorian's Seer Network, sort of makes sense because it really isn't so much about souls as each person is an individual unit hooked into a hive mind. The disembodied psionic energies you encounter in First Ward are explained as pure psionic energy which embodies the memories and emotions which Mother Mayhem found unfitting within her Seers that was stripped away from an individual and became an independent, parasitic essence that you "could" sort of explain away as being soul-less or as soul fragments with their own individual existence.

    I've always argued that Professor X has had some serious writing problems through the years since his list of psychic abilities has broadened at some point or another over the decades that he's pretty much covered almost every major domain of psychic powers, and unfortunately he's been the poster boy for most psychic characters in comic books. This has spilled into the creative minds of writers through the years in other media and resulted is some pretty vague generalizations about the mechanics of psychic powers in general.

    Super-Strength also has this same problem because the strength alone would not protect your body from the damage it would incur by using that level of strength without a way to mitigate the resistance or feedback. You would break several bones trying to lift a train even if you had the capacity simply because without some kind of Super Durability your body is still nothing more than muscle and bone - both which aren't the sturdiest things in the world. Ever had a pulled muscle or broken bone? And that's just from the exertion of performing ORDINARY tasks.

    Some say that the Defense and Olympian Guard base textures cover this style fairly well. Do you agree?
    The problem with the Defense tights is that they come with "pads" on their design and assume you are going to use the underlying pattern it comes with, and therefore looks like they're not so much tights as a leather suit. I would rather have something that doesn't look like part of the costume SURFACE, rather I would like something bulging from underneath the costume. I would like for a generic surface texture that is universal without any seams or pads so that we can use classic patterns on them without looking hokey. For example, full scale-mail texture (with NO pads or seams) similar to what you see on part of Captain America's torso (except apply that concept with a full-body texture) would be most appreciated. I would prefer that this texture look like it's something that's underneath the tights rather than the actual tights themselves.



    Also, I'd like an "Impervium Weave" tights option like the Impervium cape that came with the Origin pack.

    This "underwear" component of for some of the new tights textures could be used to imply different types of materials worn UNDERNEATH the clothes without limiting our design options as the pre-made pattern/texture assumptions of full sets have, which has been the way of things since Issue 10.

    Also, I would like a variant of the Half Helmets (the basic round and cone types) to have metallic (like the Valkyrie armor parts) and rough (like the Martial Arts half-helmets) texture variants that do not come with additional details like the other non-generic types so that the original patterns will still look good on them.

    On an unrelated topic, I want the generic Chin Strap featured on the Praetorian Police with their helmets. We got their helmets, we got their visors, but we didn't get the AWESOMELY TIMID AND BARELY-DETAILED CHIN-STRAP.

    I've been waiting for one of those since I redesigned my character to wear the Half-Helmet. I've been forced to wear that bulky metal chin-guard to provide the illusion of a chin strap for almost 15 issues. Deliver me, my developer messiahs!

    Penny Yin (most powerful psychic in the game universe and the person the Clockwork King has a crush on)

    I'll top that.

    1,000,000,000 on Fusionette, for all the above. She is also far more experienced (the Second Rikti War was almost half a decade ago, and she was already somewhat experienced by that point). She is also partially armored with Impervium and draws energy from a more deadly power source.

    The only way Flambeaux would ever reach a level beyond where she currently stands is if she quit aiming for such petty goals and began to push herself to gain more experience.

    For example, Spiderman is no where near as powerful as most other characters in the Marvel universe, but there was a comic during the Siege storyline where Ms. Marvel came to recruit him to assist Asgard simply because he has a very good reputation of successfully fighting time and again against things that are far, far bigger than the level of his powers should permit. Spiderman's experience is his greatest weapon. Until Flambeaux can match that kind of experience, she will remain outranked by Fusionette... if only by merit of the lethality of their respective powers.

    I like #3 and the way that the use of white to creates better contrast - it looks like a fairly respectable, if overly-detailed, combat suit.

    However, her overall costume design does seem a little... military-themed.

    In fact, a lot of the new designs for various characters are getting a bit too zazzy for my personal taste and appear to carry either some weird leather-and-lace motif, military bodysuit design, or are just a variation of standard clothes.

    Thematically-oriented classic costumes that are more readily familiar in the super hero genre appear to be slowly getting phased out of COH and I recently ranted about how Darren Wade does not stand out visually because he looks like Neo from the Matrix with his rather simplistic black leather jacket getup, and thus hardly looks like someone we can recognize as an imposing and recognizable threat.

    A picture says a thousand words. While the pictures we are getting lately may look cool and edgy, they are hardly of the comic book variety in terms of style because they are losing variation and a thematic basis. They're starting to look a little too similar, and thus lack that special "pop" that allows us to recognize comic book characters as visually unique.
