Quote:Stacking for even more protection?on the topic of dominator psi mastery, what exactly is the point of having indomitable will (the mez protect click) when domination itself gives mez protection which protects against most things?
Using IW when Dom is down (not everyone is perma)? -
I think Regen is still one of the very best sets available and buffing it in any substantial way (aside from giving it a bit more -Regen resistance) would be incredibly silly.

You also need to click the link within that link. It should say something in Spanish(?) and the last word is an orange link.
Click that and it'll open the creator. -

Quote:There's a very big difference between "Oh, I say... Lucas, would you be so kind as to teach the gentleman a lesson?" and "Kill this guy."I have the utmost respect for any hero or villain who can be truly acidic, while remaining perfectly composed and civilised. It is however not an optimal solution for all characters and all times. Everyone can't run around, exchanging politically correct insults like Batman and E Nigma. In fact, many characters would suffer failure of epic proportions if they even tried. It's a rare few thug masterminds that should ever even consider saying "Oh, I say... Lucas, would you be so kind as to teach the gentleman a lesson?" Again, there's room for these characters as well, but if they all acted like this I would need a higher dose of anti-depressants.
Just as there is a very big difference between "Kill this guy," and "**** this ***** up." -
FREEM is beyond such things as definitions.
FREEM is. -

Quote:The vendor in the RWZ.Having not quite gone fully heroic yet with my villain, I'm faced with level 32. Vendors will not talk to me, so I can't buy enhancements, unless I'm missing something... are there any vendors for single origin enhancements that are available at level 32 to both sides?

For Tanks/Brutes/Scrappers, you'll probably want to give Willpower a swing. It's very "set and forget" and rather forgiving since it doesn't put most of its eggs into one basket.
For Blasters, give Energy/Energy a try. It's very iconic, a good baseline combination and has pretty high levels of (underrated) mitigation. -
There is no such thing as "Ranged Incarnate Enhancements" and you don't slot them into anything other than Incarnate slots.

Quote:Except they never said they disliked how the actual Alphas worked, just in how they were unlocked.I'm not paying any attention to how it was in GR beta, for the following reason:
When the devs don't like a system, traditionally, they pull it out and totally redo it until it does what they want. They destroyed two invention systems before building the one we have.
And they never said they were scrapping it, just delaying. -

Technically, the cottage rule would not apply here so long as some criteria are met.
As long as the replacement pet would do the same sort of effects the Oni currently does (immobs, AoE damage, etc), then the cottage rule would have no bearing on the decision.
The cottage rule does not mean "No changes," it means "No changing the inherent effects of a power." To follow on Castle's original example, changing Build Up from a +DMG/+ToHit power to a "Builds a cottage" power violates the rule. However, changing it from a +DMG/+ToHit power to a +DMG/+ToHit/+Builds a cottage power is completely legit. Silly, but still perfectly okay in the eyes of the cottage rule. -

Definitely not as catchy as "Here It Goes Again" or "This Too Shall Pass," but still a pretty decent song.
Plus hey... doggies! -
Quote:Bolded portion for relevance. That's the Alpha Slot, though, and I saw some leaked information that suggested that powers of different kinds could be slotted in the Slots. (And that's mentioned in the link, too) So while that may not be true for the final product, the idea I think is that the devs can probably put just about any effect they can think of into one of these slots. And the info that the effects can be unslotted and switched around makes me think that's pretty interesting, too.
Yes. I don't know if it's been removed already or not, but if you go into the Enhancement menu and hover your mouse over a power to bring up the short details, you might notice that some of them say "Interface capable" or something along those lines.
It's been reasoned that it means those powers would be able to benefit from whatever you'd have slotted in the Interface Incarnate slot. Before the Issue 18 beta started, there was even a leak about an Interface that gave attacks a -RES debuff. -

Top as in "Hitting all the caps" or Top as in "A well built Brute running full steam ahead"?
In the case of the former, you're doing a little less damage than before.
In the case of the latter, you're unlikely to notice any difference.

Quote:It will affect any foe affected by the glue.1) If I slot Impeded Swiftness:chance for Smashing damage in Glue Arrow, will it hurt those in the area or just the mob that the arrow hits?
Quote:2)Same deal with Clouded Senses: Chance for Neg Energy Damage and Flash Arrow, just the one target or the area?
Quote:3)Even though Acid Arrow does -Resistance, would slotting Achille's Heel: Chance for -Res still be a good call for stacking?
Quote:4)Same deal with OSA, it debuffs Defense, so it can take it too.
