Having not quite gone fully heroic yet with my villain, I'm faced with level 32. Vendors will not talk to me, so I can't buy enhancements, unless I'm missing something... are there any vendors for single origin enhancements that are available at level 32 to both sides?

You should start crafting common IOs at level 22 or 27 (or buy them on the market; you can often get them for not much more than the crafting cost). If you're not using IO sets, or you're planning to use them once you hit 50, level 25 common IOs are cheaper in the short-medium run and MUCH cheaper in the long run, and the level 30s have better bonuses than SOs.

A little planning and crafting will save you 10-15 million on the way to 50.

Actually level 30 SOs have slightly better buffs than level 30 IOs. At 35 they break equal.

Ah no, unless you mean +1/2/3 SOs at any level (35.0/36.67/38.33%). Even level SO is 33.33%, Level 30 IO is 34.8%. Level 35 IO is 36.7%.

And more importantly a level 24 dual will beat a +3 SO, and a level 20 triple will be a +3 SO.

you can sometimes get the cheap set IOs for less than common/generics, and nearly always for less than SOs.

Just to be clear, a single Level 24 Dual IO isn't the same as a single +3 SO.

If you slot two similar dual aspect Level 24 IOs or three similar tri-aspect Level 20 IOs into the same power, it will beat +3 SOs (38.375% vs 38.4% vs 38.33%) for each aspect.

I personally consider that it defeats the purpose of dual-aspect IOs to slot them at the point where they are only EQUIVALENT to an SO.

Especially on Kheldians, the ability to cram more percentage into a single slot is quite useful. I'll often Frankenslot four of the same two aspect IOs into a power to get 80% in both aspects. Or use a set to get ~80% damage in three slots while still having some Accuracy and End.

Of course. The draw of Frankenslotting is to try and hit the ED limits on as many aspects as possible in one power for the fewest number of slots.
