I'd modify this to have a chime anytime the Team or League leadership is passed to ANY other player, so as to notify the entire Team/League of the change.

On the topic of Toggle Suppression ... and I'm assuming we're talking about the Three Bubbles here, not powers like Orbiting Death and Inky Aspect and Shadow Cloak (hmmm, I detect an attribution pattern here...) ... the KISS solution would be to make the Three Bubbles into Passive Powers which offer different +Resistance values based on which Form you're in.
Human Form (full value)
Dwarf Form (half value?)
Nova Form (minimal value?)
That way you don't have to "worry" about detoggle/retoggle issues with the Three Bubbles. Of course, doing that then begs the question of "what about the animations OF those Bubbles?" ... but that's an Art Department question, rather than a Powers Team question. -

Achilles' Heel Proc works via a Grant Power effect. This means that the affected target(s) cast the effect ON THEMSELVES. You're not casting it on them, THEY are (involuntarily). Due to this logistical factor, it is not possible to "self-stack" the Achilles' Heel Proc onto ANY target more than x1 because the target is the caster of the effect ... not you, not your henchmen/pets, not your teammates.

And since the Devs haven't assigned any values to these parameters yet on Beta ... maybe we should help them figure out the RELATIVE strengths of Peacebringer vs Warshade for these metrics in the Character Creator. I'm not talking about Absolute Numbers here (from 1-10) ... I'm talking about PB > WS or the alternative of WS > PB.
I'll start with *MY* impressions of the disparities between PB and WS.
- Survivability: WS > PB
- Melee Damage: PB = WS
- Ranged Damage: WS > PB
- Crowd Control: WS > PB
- Support: PB > WS
- Pets: WS >>> PB
Reasonings and rationales:
Survivability: Crashless Eclipse is superior to (mini-)Crash Light Form. Stygian Circle crushes Reform Essence/Essence Boost for damage recovery in 99% of the game. Warshade Slow effects aid survival better than Defense Debuffs and (unreliable) Knockback.
Melee Damage: Peacebringer *can be* designed for melee combat, but prolific Knockback in melee range powers damages PB melee potential unnecessarily. Warshade has Orbiting Death, which combined with Mire, Inky Aspect and Gravimetric Emanation can deal a very *significant* portion of damage within (near) Melee Range with a high safety margin.
Ranged Damage: Warshade has superior options/synergies to Peacebringer powers, particularly with Warshade Control Potential (Stun stacking). Only advantage that Peacebringer has is the ability to slot Achilles' Heel Proc, which can't stack its Debuff. Slow Debuffs are more "useful" on ranged damage attacks than Defense Debuff.
Crowd Control: Warshade Mez stacks far more effective than anemic Peacebringer powers which don't synergize with each other. Warshades can Teleport Foe to break up enemy groups into manageable chunks, Peacebringers have no comparable counterpart power.
Support: Peacebringer can Heal Others and Group Fly. Warshade has no comparable "for the team" counterpart powers other than Debuffs to the enemy. Kheldian "support" is weak in absolute terms for both Peacebringers and Warshades due to lack of buffs for Teams/Leagues (other than Leadership Pool powers).
Pets: Extract Essence vs Photon Seekers? NO CONTEST. -
I'm against Trainers also being Tailors. It's going to cause traffic jams at the Trainers and going to make all the actual Tailors obsolete. This is a dumb move.

Aid Self ... for the 5-10% of the time when stuff hits you despite your Defense.
I'll put it this way. You can't hold the aggro of 5 Rikti Magus on yourself for over 2 minutes without Aid Self. You'll faceplant, or run out of green skittles, long before then if you don't have Aid Self. And I know this from personal experience (and did it twice on one mothership raid one time). -

I think the basic flaw of Arbiter Hawk's analysis of KB vs KD for Peacebringers is trying to compare the PB powerset to Super Strength. This is a badly matched comparison from the get-go, simply because Super Strength is a Melee powerset with very limited AoE designed into the set ... Hand Clap and Foot Stomp only. Compare and contrast that to a Peacebringer's AoE powers ...

- Luminous Detonation (human)
- Pulsar (human)
- Solar Flare (human)
- Photon Seekers (human)
- Dawn Strike (human)
- Bright Nova Scatter (nova)
- Bright Nova Detonation (nova)
- White Dwarf Flare (dwarf)
The problem with this "back of the napkin" analysis/comparison of Peacebringer AoE potential vs Super Strength is that there is a ... significant reaction speed penalty to Form Shifting, due to excessively long animation times ... which dramatically reduces the "effectiveness" of adding the Nova/Dwarf AoE powers to the spreadsheet analysis of Human form AoE potential. There's also the issue of Form Shifting dropping Toggles. In analyzing just the Human Only PB powers vs Super Strength, it has to be admitted that Photon Seekers is *still* on a punitively long Recharge when compared to comparable powers in other powersets (I'm looking at you, Rain of Arrows!) ... while Dawn Strike is a NUKE attack with a debilitating Crash, which has absolutely no counterpart in the Super Strength powerset (because Super Strength is a Melee powerset and not a Blaster Primary).
What does that leave then, for "regular attack chain" AoE in Human Form? Proton Scatter and Luminous Detonation ... which are essentially "Blaster" styled powers, with training wheel restrictions on them ... and Pulsar and Solar Flare ... which are direct counterparts to Hand Clap and Foot Stomp (but with differences).
The real problem is that Peacebringers in Human (and Light) Form bring both Melee (ala Super Strength) and Ranged (ala Blaster Energy Blast) powers into the same Primary powerset. This makes any sort of "comparison" of the Melee/PBAoE/Cone/AoE powers for Peacebringers feel skewed whenever contrasting them with their parent/origin powersets (such as Super Strength and Energy Blast). Essentially, Peacebringers get penalized in both directions for having "too much AoE" as well as "too much Melee" when compared and contrasted with the "donor" powersets that the Peacebringer powers are cobbled together from (and yes, I mean that in the "kludged together" sense of cobbled together). As a result, Peacebringer Human form powers are woefully underpowered and BADLY SYNERGIZED with each other, where the Whole winds up being Less Than the sum of its parts because the Peacebringer attack powers are deliberately designed to be SELF LIMITING and SELF DENYING ... rather than SELF REINFORCING.
This is why, when Arbiter Hawk says things like "Peacebringers have too much AoE Potential to get KnockDOWN (or KnockUP), rather than KnockBACK" ... people who actually *play* Peacebringers are left aghast and apoplectic. It's basically the equivalent of throwing a bucket of water at someone who's drowning and asking for help. It shows a fundamental disconnect between what the players perceive, and what the Devs perceive, to be at issue with an entire *EPIC* Archetype ... which people are going to have to "pay for" in CoH: Freedom. -

And no, her backstory doesn't tie into the CoH version of the Tuatha de Dannan, explicitly, because she's a Praetorian, rather than a Primal. She is however "Emerald Isle" by birth (in one of the "hills" that dot that green land), and was always teased/tormented by other children (and a few parents whispering behind their hands) who would call her a Changeling because of that. Her family was one of the few who managed to escape/evacuate from Ireland to Nova Praetoria before the Devouring Earth *DEVOURED* the Emerald Isle ... but she hasn't seen them in YEARS, and has essentially been raised as a ward of the state.
But Sidhe Bang knows that all that glitters is not gold (despite being a Loyalist) ... she knows how to use a gun ... and she rides like a Sidhe on the winds that blow through the streets of the city. -

I do on my Quad-former Peacebringer. But then I play as less of a form shifter in actual gameplay than most Tri-formers (I guess). Then again, I also build explicitly for Exemplar Performance ... which means I don't assume I always have access to Light Form and Dwarf Form in all circumstances.

Certainly, the leak seems to have been stabilized during edit mode, but there is still a slow accumulation....
The thing that made me go, was the massive memory usage as I exited the base into the "game world"... It certainly doesn't match what I started with when I logged in.

Additionally, when tracking memory leaks it is often helpful to verify that the memory value being tracked is the actual memory not just the memory that is currently physically located in RAM at the time. Task manager is often not the best tool for this. You might try Process Explorer and view the Private Bytes or Virtual Size values. These can give better estimates of what memory is being used and who requested it.
