World of Confusion
Most people who have tried it dislike it . . . but a few people say they like it. I tried it when it first was added to the APP set and was thoroughly unimpressed with the low mag and tiny AoE. On an Elec/Rad where you are already getting stuff into melee range . . . maybe it is worthwhile. You could slot it with a couple of damage procs (Cacaphony and Malaise Illusions) to get a little bit of damage out of it.

I tried to like it on my Fire/Rad but found it greatly disappointing. I tried it with the Contagious Confusion set, I tried it with 5 damage procs and I tried it with a Partridge in a Pear tree (well, forget that last). I found it mostly or totally useless in all cases thanks to it's extremely small AOE. The only thing I noticed it do was eat endurance.
I dumped it for Psi Tornado and there's absolutely no question which was the superior power.

I will also add that I hated it. I tried it with the procs on my controller and even tried the blaster version and still found no useful protection. I think it should be made bigger or up the chance and magnitude.
I will add that I also hated it on my Elec/MM blaster. It is fail.

If you plan to stay in melee it should interact extremely well with reactive interface.

TRICK QUESTION:
Would World of Confusion become a "better" or more "useful" power selection if the PBAoE radius were increased (to 10 ft? 12 ft? 15 ft? 20 ft?) ... or if it were reconfigured as a "Grant Power" styled effect that piggybacked onto all of your other powers?
Heck, I can even think of a way to code World of Confusion as a "self buff" which then "enables" (or "triggers" if you prefer) Confusion effects in all of your other powers ... so that you can have Mag 1.5 Confuse in all your Single Target Primary and Secondary attack powers, and have a Mag 1 Confuse in all your AoE Primary and Secondary attack powers. Would it be a lot of work to code (into the database) this way? Sure. But it's also something that would be substantially a Copy/Paste operation, where you pre-build a module of database coding which then gets added to every power on Archetypes which have access to World of Confusion.
Is it possible to change World of Confusion from a "garbage power" into something that would be "sought after" and considered useful? Sure it's possible! Is there a will to do so on the part of the Devs? Ah ... different question ...
By itself, its not a great power at all. If you're already in melee range with other PBAoEs, it adds another layer of control and damage. So in that sense, its a little bit of gravy, served up with a relatively cheap purple set.
I took it on my Fire/Rad/Psi. I notice it working, but its not a game changer.

It doesn't hit very often, and when it does, the mobs have already been held or completely drained of their endurance by my other two toggles. It's an interesting idea for a power, but it just doesn't seem to work out.

I've found it somewhat useful on my DP/MM blaster.
WoC has been slotted up with Malaise IOs with nearly double confuse duration (~2seconds).
Is it awesome, no. However, after I hit concentration (MM's build up) and jump in with drain psyche, critters start getting confused. That 2 seconds is enough for them to make their alpha strikes on eachother and for me to get off hail of bullets and psionic shockwave (or whatever the level 38MM power is).
2 seconds in the hands of a decent blaster is all you really need.

If it functions like other damage auras, it should be checking once every 2 seconds. It does not function on the 10 second rule like other procs unless I missed where that was fixed.

This was done because a blaster with Reactive could drop Rain of Fire on a mob and totally wipe it out... the proc fired on nearly every tic of damage on nearly every target in the AOE making for another, higher damage, nuke. As fast as a rain power tics it was beyond awesome. All rain type powers behaved that same way. Let me tell you it was GLORIOUS! Probably overpowered, but it was truly nice while it lasted.

That was part of the nerf to Reactive Interface a few patches ago; they work just like all other procs. A chance to fire (on everything in the AOE) when the power's activated and once every 10 seconds thereafter.

I'd agree the power isn't all that great, but I'm thinking of the image of having conductive aura, static field, choking cloud, and world of confusion all active at once. Maybe not effective, but certainly fun.

The single biggest problem with WoC is it's absurdly tiny AOE; unless you're literally touching a mob then that mob is out of it's range.

So, I'm hoping to finish leveling my elec/rad/psi this weekend, and I'm looking at World of Confusion. For the pros, it's another aura when I already have 2, so it fits playstyle. For the con, the mag is pathetic and I'm going to put the purple proc in Synaptic overload, there's not much I can do to make it better.
Is there a good reason to take it, or is it just wasted end?
