Attuned items match the level of who slotted them as long as it's within the level range of the item (25-50 for Luck of the Gambler, so spottable at 22 still). Set bonuses always work as long as your combat level is in the slotable range.

If it doesn't prompt you after buying the code, it should be available under "Use a Code" in your master account to use to create anew game account.

The IOs without "Chance to" that work with procs all will mention "for a duration of 120s when used in a click power" in their description.
If no duration, (such as the LotG:Global Recharge) then it's a "Global" IO and works as a set bonus. -

Right, I think what was implied that he bought the Peacebringer as a Premium, either before or after he was VIP. There's also a chance he has it on his account already, due to Paragon Rewards (I'm guessing he doesn't, but it's there nonetheless.)

I have been trying to get in on a daily basis hoping that it would be fixed.
Everytime it instead went straight to the wiki, where the wiki explained the problem, said things would be up and running soon and then linked to this thread.
The wiki no longer has that message and there haven't been any updates here in over a fortnight.
Should we be giving up hope on Faces?
And the past couple days is a family Holiday in the US at least.

I'm thinking that going forward, the system is ignoring the old "Veteran Time" for the Aniversary badges and just going off paid which would be a glitch.

As far as I know, they will/might still lock s sslots in AE for farms jif they get reported but that is the only thing I can think of.

Specifically, any "dev handed out", crafted (either Inventions or Candy Cane), or paid for in cash (via the paragon market) respec is a "Freespec". As such you can only have one on a character total.
On the plus side the crafted ones give a "No room" message if you try to craft one and already have one.
