The VIP Starter pack ONLY works for accounts that have never been subscribed or VIP before. You could create another game account (which isn't the same as your master NCSoft account) but you couldn't apply it to an existing account that has been VIP before.

I guess that is more my question. Do I need to make a new master account from the front page, or is there a way I can create a new second account from within my existing account?
You can create a new game account within your master account. I think there's some sort of "link to existing master account" button somewhere in CoH itself, but I'm not absolutely sure.

You must first create a freebie account. You can do this from the front page of http://www.cityofheroes.com - you can then link that account with your current master account during the creation process. When I was creating an account for my sister last week, I couldn't find a way to create a new account from within the master account page, though I will admit to being exceedingly frustrated at the time already so I might not have looked very hard

I had a trial account from years ago and I did this. When I went to apply the serial code I got the option of upgrading the trial account and an option to create a new account. I just upgraded the trial account instead of creating a third one.
So it looks like you can do it either way.

I got it working. You can just purchase the 99 cent pack and and you can apply the serial code which will open a new account for you within the master.

I was thinking about taking advantage of the $1 sale for the VIP pack and finally making a second account, but I have a question. Do I buy the VIP pack and get a serial code I can apply to my master account, or do I need to create a whole new account for it?
