Because Vetspecs do not use /respec. Nor do earned trial respecs or recipe respecs.
ONLY Freespecs use /respec.
Go see Jack Wolfe to use your respec.

Wow, okay, I might have thought of that if it hadn't specifically stated to use the /respec. Next time follow the instructions, even if they contradict previous instructions. Easy enough. Thanks Rush!
Specifically, any "dev handed out", crafted (either Inventions or Candy Cane), or paid for in cash (via the paragon market) respec is a "Freespec". As such you can only have one on a character total.
On the plus side the crafted ones give a "No room" message if you try to craft one and already have one.

What they said and since you were wondering...it's a thong. (according to Slashnburn's angle of stance) 
When I log in, the game says I have an unclaimed respec and to type /respec to activate it. However, when I type /respec I get a message that I do not have any available free respecs and I should talk to Jack Wolf to use any earned respec. I should have 1 respec from the Paragon Rewards program. Anyone have any ideas?
