In part, because for most it's the most annoying mez, but also because for KB, there is not much difference between protection vs. resistance, and the other mez types have lots of ways to get resistance (which works to reduce mez duration) through IOs

Note - the low base damage being offset by fury is also why brutes get a +700% damage cap (total of 800% of base, 95% is usually from enhancements).
In comparison, Scrappers and Blasters are +400% - note, this gives the brute and scrapper the approximate same max damage. -

Try the "Tech Issues & Bugs" forum - in the development subforum - the tech problem solvers hang out there.
This place does mostly things like "How does the Halloween Event work" or "How can I get extra costume slots", etc. -
Or an Energy/Energy Dominator.
Smash, bash, and grab/hold.
Domination is him pulling out the lantern for a quick recharge

Good read and looking forward to playing it on numerous different characters. The one part that did catch my eye was the part where it says it drains the powers of non incarnates. Possible hint at power supression castle hinted at a year or so ago? If so, good way to make it happen imo
Unless the taskforce doesnt let you start it unless your all incarnates . . . .
The diary makes it sound like you have to have the slot open, and definitely states that if you don't have something in it, you operate under some kind of debuff. -

Freaks - Average .95 resistance vs. S/L (Most are 1.0), .8 to cold (most .7/.75), .1.19 to energy - and most of that energy is either 1.0 (Freak Gunner, meat Doctor types) or 1.25/1.3 (pretty much everything else, including AVs).
Tanks have .75 vs. S/L.
All the AVs take 1.0 vs. S/L -
Also leveling speed has increased a lot since release. A lev fifty took more hours to get ther back in '04 compared today.

/gunignore their name. Also they will show up on the ignore list in the friends menu.
As for the email - after you unignore your friend, have him checkk his mail and you check yours. If it does not show up then, contact a GM via /petition. -

/ignore is different than /ignorespammer (! Ignorespammer auto corrects/finishes on my iPhone).
/ignorespammer does require a threshold (enough reports) to be reached for a petition to file, so if the spammers are being vulgar (/ignorespammer is for any spamming, not just money sellers) also /petition under "TOS/Harassment" for faster action. -

The "Dark" powersets tend to have a control/to-hit debuff secondary effect.
Warshades are bit more slow/with some control secondary effects, although it does indeed have an OG clone. -

Maybe I am misunderstanding you but actually this has nothing to do with tips but rather has to do with inherent powers that are already implemented in the game. This would work like the "Sands of Mu" power and works exactly like the convention costume codes that were already given to those who attended the numerous comic cons or hero cons of past.
Therefore, giving the vets an advantage over the newbies.

Each attack can be slotted for defense debuff - along with slow (ice ammo).
