An Idea for future VET REWARDS
Eh.
Given they've just introduced something where you "Must" have a costume to get the tip, and there's a bug keeping people from getting costumes...
I'd rather, actually, have a permanent costume available one of two ways (with both ways implemented) -
(a) Getting the first or second "collect classic costumes" badges, or
(b) turning in a set of costume salvage.
I have to agree with Bill--while the online store could make some money selling the codes, I think I'd prefer to earn the costumes permanently in-game through some manner of tertiary non-game-influencing system like basic badges/crafting.
There are no words for what this community, and the friends I have made here mean to me. Please know that I care for all of you, yes, even you. If you Twitter, I'm MrThan. Maybe I am misunderstanding you but actually this has nothing to do with tips but rather has to do with inherent powers that are already implemented in the game. This would work like the "Sands of Mu" power and works exactly like the convention costume codes that were already given to those who attended the numerous comic cons or hero cons of past.

I really think this is a great idea and a nice way of rewarding the vets who have been loyal all this time but just can't find the way of getting to the events.

While I agree it can be difficult to get access to the temp costume powers (in fact most people can only get them during the Halloween Events) they are still obtainable -without- a Vet Award. They aren't really unique enough to be good Vet Awards.
Via your suggestion I'd probably end up with many costume powers automatically. Despite that I'm still not in favor of it because there's ultimately nothing "Vet-like" about making them Vet Awards.

I'm not against brainstorming new ideas for Vet Awards. But I've always favored the idea that anything the Devs use for a Vet Award ought to be something that can't really be obtainable any other way than via a Vet Award. For instance I don't even really support getting respec tokens as Vet Awards because there are other non-Vet ways to gain those.

You know the other day me and my team were talking and came up with a great idea for some vet rewards, a couple actually. Since many could not attend the Hero-Con of past and could not go to all the Meet-an-Greets all over the U.S now, that this vet reward would be a great idea. How about a vet reward giving you the option to choose one of the costume codes given at those events. Of course this would be spread over time and not back to back rewards but I hope you get the idea.
So the vet reward would be a choice of choosing ONE of the following. . . . . . . . .
Freakshow Boss Costume
PPD Hardsuit Costume
Carnival Harlequin Costume
Then another vet reward would be choosing ONE of the following. . . . . . . .
Ring Mistress Costume
Knives of Artemis Costume
Praetorian Clockwork Costume
And another vet reward would be choosing ONE of the following. . . . . . . .
Ghoul Costume
Rikti Mentalist
Meat Doc Costume
I think this would be a great reward for many of those who couldn't attend any of these events and really can't afford to pay the eBay price when some one sells them. Then of course down the road from this they could also do another vet reward (like the 54 month Allegiant Badge) where you can choose a costume from previous costume code not chosen.
I really think this is a great idea and a nice way of rewarding the vets who have been loyal all this time but just can't find the way of getting to the events.
I really hope a red name see's this cause I think its a pretty good idea.
