Maybe as a side effect of their non-standard everyone-has-their-own-chance dropping, the GM code allows people AT fifty to get shards?

yes, because with things like Choking Cloud (Rad) or Opressive Gloom (Dark Armor) on NPCs, Scrappers can get into and stay in melee without status protection just fine... X.X

When looking at the boosts, check the second tier versions. On one of them, the seondary effect is defense debuffing. That would go nice for an earth/rad.

The relation between Heals and Your HP :
Note, this is all "As I recall."
most if not all melée set heals reference a unique table (called melee heal, IIRC, vs. regular 'Heal') for the heal values. The base values of this table are based off of the HP table. As alwas, table refrences are then modified by AT mods, resulting in most heals giving a similar/same percentage of heal when comparing heal vs HP base values. So a change to your HP from powers/set bonuses doesn't change the heals value. -

The IO system (currently) doesn't care about dots - so for click DoT powers like Shadow Maul it on only checks on the intial hit.
Toggles and autopowers check every 10 seconds if ther is a target.
Same with HoTs. -

There are three types of special IOs, under two sets of rules.
Globals are single IOs that provide a set bonus. These will be self-buffing IOs with no mention of a "chance to X" or a duration.
As long as your combat level is allowed to slot it (so no more lower than IO's level -3) it works, even if the power is unavailable.
Then there are Procs (Chance to X) and 120s (for 120 seconds after...) - both of these work regardless of your combat level, but must be triggered by the power being used. In clicks, it's on the clicks (Attacks, buffs like Fortitude, etc), for toggles it's on activation and every 10 seconds afterwords (attack toggles have some extra rules) until turned off (note, 120s do not work for 120 seconds after turning off a toggle, that is only for clicks), and in auto powers it checks every 10 seconds.
Numina's (and all the regular healing set special IOs) are 120s. So the power must be in use.
Numina's +Regen/+Recovery is a Unqiue as well, as you can only slot one per BUILD. All unique* IOs are Specials, not all specials are uniques.
*All Purple (must be level 50 to slot, set bonuses don't care about combat levels) are marked unique, even the non-special IOs. -
You can stack flags, just remember to keep them out of the quotes and always have a space before the '-'

Some things to remember if it's feeling grindy :
all the missions are stealthable. The first mission you don't even need stealth -just ignore the echos and walk up to Ramiel.
Don't forget to talk to Lady Grey after the instanced mission in the RWZ.
Auto-complete the RWZ mission. Even stealthed this one takes the most time, after you account for the glowie and ambushes it spawns. -

Troy Hickman, besides being frequently pant-less (or so he says), writes comics. One arc he wrote was for the City of Heroes comics that ran for a while after the game started - in his story arc, there was a character named Cyrus Thompson, who used to be a hero, but gave up because he was told he would (IIRC) basically fall apart if he used his powers (superspeed) too much more.
In the arc, he helps out the Freedom Phalanx, and in the end there's that statue to him in front of the Kings Row train station. However, it was until a while after that story (years, in the end) that the Developers put in the in-game statue we have (due to vocal fan support). -

Basic rules on Procs and 120s.
Clicks - it checks on activation. If an attack, requires a target, as I recall - I do know that when something like Foot Stomp or Dark regeneration is used, it has a chance to activate per critter hit. So no critter would then be no chance.
Autos, Rains and Toggles check once every 10 seconds. Rains and Toggles won't fire unless there is a critter in the area of affect (and rains after the initial hit are their own caster, so the proc in question isn't much good in it), and I can't recall if there are no critters in at the 10 second mark if it holds until they enter, or you gotta wait again. -

As I recall, mixing size of sticks doesn't matter, but you should try to keep the speeds the same (all either DDR2 PC2-6400 or DDR2 PC2-5300) - he could be thinking of dual channel RAM (board feature) which IIRC, you do want two identical (speed/size) sticks in place, but if yours has it, you should be fine because the left open slots would in theory be paired.
Also, if you can, IIRC, it's better to try to match the manufacturer on all your RAM. -
I could be mistaken, but I think in some other cold weather run game, it's a button that charges you a certain amount of gold (more than winning the auction "normally") and has you win the auction then... of course, I think the auctions might be timed there, as well, not sure.
Can't recall if items had their own price caps in there (thus the buyout option) or if it was basically player set - never really got to use the AH there due to be on a trial account. -
