Can't find the post, but it's been said that Mids auto include scrapper crits in base damage. That's always been my understanding. My point is unless you're one shotting minions, the brute numbers are way off.

Here's my Fire/Time build which mirrors my Archer/Time build. With Agility Core and Superior ATOs, it's enough to keep M/R/A above 45% as long as Farsight is active. Unless I'm reading something wrong, tactics should be more than enough to surpass 22% To-Hit even without the chance for build up in it... again as long as Farsight is active. On top of that, the option to raise S/L resists are available if you don't mind the endurance drain. Chrono Shift is perma, hasten is perma as long as CS is active. Went with electric epics for power sink, but it also adds a hard hitting aoe if you don't mind a little overkill. Mind you, these aren't the order I placed these powers in game:

Why not build the best of both worlds? Dusted off my old fire/ela brute who survived well enough with resists and no mitigation, unless you want to call draining endurance mitigation... With help from agility alpha and brute's fury, he's able to cap S/L and melee without gimping damage, speed or endurance. Here's what my current Staff brute is working towards, yes it's expensive, but you're only aiming for defenses at this time:

Haven't seen Hami's mentioned... Enzymes aren't showing their correct values, though membranes reflect accurately. Noticing no movement to defense values with enzymes when adding to or removing from slots. Unsure about the others since I only deal with this particular hami.

You should consider getting Group Invis. 6% def is a bit too much to ignore and it stacks with Arctic Fog. Personally, I use Hamis to get the most out of less enhancement slots. Four slots for enzymes instead of ten for red fortunes means a possible purple set bonus. Here's what I'm currently working on:

Will check your build when I get in from work. My Ill/Cold is a bit more selfish, sacrificing shield buffs for more recharge. I originally skipped spectral terror, but now that I have my 3% pvp, I'll have to see about working it back in. Just jumped red side to see how Scorpion's armor looks and see how effective replacing Ice Storm with a summon pet really is.

Hasten is always ready for recast with spiritual boost alone on my fire/shield/fire scrapper. He was 6 seconds off before I equipped. The rare boost will help me avoid the crash altogether. Seems to be working for me.

With the exception of melee AT's, it's highly unlikely you'll see see a cap in both defense and resist. It's an either or thing with defense being more likely to reach it's cap. I suppose it's possible to get both if you keep PFF running, but that wouldn't be any fun. Capped s/l and ranged sounds more doable. Forget about resists.

I tend to go all enzymes (3 and 3) between Deflection and Battle Agility to squeeze out as much defense as possible, placing LotG recharges in other powers. At work, so can't comment on the builds at the moment. Looks similar to mine, but I went with the medicine pool since I had 10 pvp heals for the extra recharge.

Anyone considered using Soul Mastery's Dark Blast in that chain? I've been able to replace Scorch on my Fire/SD Scrapper for a DB, Cremate, Incin 3 hit chain. So far everything seems fluid.

6 slot your attacks to take advantage of the extra defense. Touch of Deaths and Oblits for melee. Makos, Thunderstrikes and Stupefys for range. BotZ's took a hit recently, but is still a good source of range and aoe defense. 5 slotting Aegis offers decent aoe, as well. Here's my build which is pretty much all purpose, without hasten:

Fire melee has the best low cost 3 power chain in the game and this build offers enough recharge to keep everything fluid. Not sure how hard hamis are to get red side, but the panacea's are gonna cost a bit of coin, if blue side is any indication. Fortunately, the enhancements that drives the cost up (purps and pans) are for faster recharge and won't affect what's needed to cap your defenses. -

Made some adjustments to my original build with the BotZ NERF in mind, along with some tips I've learned from the builds posted on this page. I've managed to shave off close to 5 seconds of recharge without dipping too far below what's needed to keep soft cap. It's a brute build, but I'm sure you can work it out.

No flames from me. I managed to mirror my dp/mm on test with my archer, fully IO'd for perma-hasten, and my archer is preferable in every way. Better ST chain all from 80 ft, better, more reliable AOE attacks and the nuke... Let's just say blue cons survive HoB.

My Fire/SR is going the 'so fast, I don't need Hasten' route. A 3 power attack chain with FSC for AOE, no fire sword, no GFS. 45% to all 3 with aid self and a massive amount of recharge. It's a top dollar build, but I'll be gouging my other characters so it's more realistic for me. I can post it when I get home if you're interested in an 'ultimate goal' build.

I'm working on a fire/sr myself, but I'll only weigh in on the fire primary. Fire sword, in my opinion, is a bit too animated to make a decent chain starter. I was in love with the numbers on paper, but testing it out with my speedy fire/elec, I just had a really hard time with it. I went with scorch instead and now have a speedy, endless chain of scorch, cremate and incinerate. It opened up a lot of options for my build and it's looking pretty monstrous.

Tried Claws/SR as a scrapper, but my playstyle abuses the endurance bar far too much for my liking. Then again, I have to pace myself with /WP as well. Went /Elec instead for the speed and sustained endurance. Getting closer to Power Sink, then it's all over.

No offense, but that has more to do with your build and play-style than the actual secondary, itself. I used the health pool all of one week before I realized I only used Aid Self during 8 man alphas or every 8th mission. After hitting 22, I found the road to 50 easier than my experience with SM/WP. With Energize, so far, I've been able to go toe to toe with Nemesis the arch-villain. It's ended in a stalemate because he regenerates too fast while his force field is up. No enhancements. So I'm working on a claws/elec to add speed with power.

Its almost as bad as how regen used to be in the begining. 28 levels of being practically naked is how it used to be for regen. In this case the amount of damage being done on villainside is alot more than heroes, npcs are much harder.

Hijacked your build, Wanted, and made a few adjustments to go the extra mile. Went the perma-hasten route to keep the attacks speedy all the time instead of most of the time. Exchanged WoC for Stunning Shot for two reasons: WoC wakes up sleepers, negating Flash Freeze when you move in. Stunning shot takes mezzers out of the picture completely. Took out Stealth since the defense bonus assumes unsuppressed status. Once you attack or get hit, the bonus is gone. Went with Combat Jumping instead for the immob/kb protections. Extremely expensive.
