All around Ill/Cold Build
That's a great build, Enots. It's much more survivable than my Ill/Cold.
You could put two pure recharge IOs in PA and get down to 61 seconds; you could grab a base buff for an extra 20% recharge overall (but that kind of defeats the spirit of the build challenge).
Even if you leave the build the way it is you will be a completely unstoppable killing machine. You will melt AVs/GMs from relative safety.
If iceblast is accepting aoe sets then that is an i18 bug, so don't expect that to last too long. I use 5 piece decimation+pvp toxic proc in mine.
I've only seen one perma PA ill/cold in game and I didn't care that he lacked the ally shields simply because he was more powerful than most teams I've seen in and of himself.
If I were going to do a s/l + ranged ill/cold I'd go for something like this:

This was my planned Ill/cold build rather expensive even for me less defense but it is Perma PA it hasn't been changed for i19 yet but because is almost perma heat loss I wasn't gonna bother with stamina.

In ice blast I planned on a decimation and a slow set damage proc of some sort. I updated the build a bit, got some more ranged defense. I am counting on the Alpha Slot being able to give some sort of +recharge to help me cut down a second on PA. For now against a tough target I can duck around a corner for a second.
I kept the shields. I am wondering if snow storm would be a better choice than ST, I would think the fear will be broken up fairly quickly and snowstorm will slow them even more to keep them in the rains.
I also switched away from hovering. I like the faster manuverabilty of CJ+Hurdle+Sprint+Swift I will get in i19. I believe the AI will also keep most baddies running very slowly towards me (to get into melee) instead of just firing from range if I am hovering.
Let me know what you think, I still have one slot to play with, I was thinking maybe a -KB IO to get me to 7kb prot instead of only the 3 granted by the gladiator's armor sets.

Usually not a huge issue, but it can ruin you pretty quick if it is someone like honoree or statesman that tends to mez with most attacks. A landed mez will drop a huge portion of your def and probably get you killed. Though you can just pop an insp or two and keep on sailing, but at the same time ill/cold is so strong it should probably disable the insp tray

This can certainly work, but just be aware that the 'tough' targets don't slow easily so many of them will successfully chase you around that corner and take a swing or two before PA gets their attention again.

When PA is about to drop (there's an icon in your buffs bar and it will flash), look to see if Phantasm has a Decoy out. If not, immediately resummon Phantasm. His first action will almost always be to summon a Decoy Phantasm on the AV.
Now duck behind the corner. When PA drops, you will get aggro breifly, but the Decoy only has to land a single hit to take that aggro from you. So breaking LoS for a couple seconds is all you need. Then you can go back do doing... whatever... you do, until PA recharges.
Don't knock it; try it. It works a treat.
Do you lose your toggles when you hibernate?
And one other question, how would you compare cold domination to radiation? I've never tried cold but my perma pa ill/rad is pretty effective against av's and gm's.

I've decided to build my own Ill/cold so I can decide which I like better, ill/rad or ill/cold. My ill/rad is pretty amazing but has basically zero defense. We'll see.
Who needs Defense as an Ill/Rad? That's what our Phantom Army's for. (of course, mine's got about 23% S/L def from random set bonuses and Frozen Armor 5-slotted with Red Fortune + 1x LotG Def/+recharge, but I rarely even remember to turn it on :P)
I always fight at +1x8 difficulty, so capped range and s/l as on this Ill/cold build would be great. I guess I could do the same on my ill/rad but I haven't tried cold domination yet. On paper it looks amazing!
Can anyone compare an ill/cold to an ill/rad? I guess I might miss my heal a little bit, but with capped ranged defense I won't need it as much..
I'm having a hard time improving your build, enots. I'm hoping to drop the shields and find a better use for the slots in your boxing skill. No luck as of yet.
My final build, I might still swap out cj for hover or I might just use CJ and get a jetpack for when I want vertical.

i have 2 slots left.
i wanted hover and fly in my build. so i removed the shields.
removed tactics and picked up flash(im hoping that that will also help keep the enemy stuck in the ice storm/sleet combination).
picked up group invisibility. I still have capped s/l and ranged defense while group invisibility is suppressed.
picked up a little bit more recharge but still not enough to get perma pa (about 2.5 seconds off). I think that will be my main priority when i next get a chance to mull over the build. about to head off to work.

Well I'm absolutely murdering +1x8 groups and archvillains. I changed a few things in the build and I'm not fully slotted, but it's amazing so far!
Beat my first two GM's. Jack in chains, and the pumpkin head one. Had no problems with either. I still need a couple more pvp enhancements, mainly for the extra damage. Can't wait! Sooooo expensive though.
This build has inspired me to start an Ill/Cold, and so far it is working out well. I have a couple of questions:
- Wouldn't slotting the Absolute Amazement set in Boxing improve your Recovery and Recharge better than the Stupefy set?
- Might be a personal thing, but would Sup Invis be better than Combat Jumping? Better defense, better stealth and no need for a Stealth IO. Consumes more End, though, so maybe its a wash.

Dunno about the IO issue. No good at that.
But Superior Invisibility is pretty much mandatory - and if you don't take it, then you should be taking Group Invisibility. Its End cost isn't so bad once you get Stamina and have 3 slots in SI with SOs or level 35+ IOs or 5-slot it with 5 Red Fortune (and a 6th slot for Luck of the Gambler +7.5% recharge, of course).
And you'll be wanting to take Combat Jumping, anyways, if only for the Immobilization protection (since its End cost is so low, no problem with that and Superior Invisibility on at the same time).
The defense on both powers is just a minor bonus compared to their main purposes (concealment & threat reduction and combat mobility).

Eh. Arctic Fog's okay, I suppose, if it's the defense & resistance you want. Won't do a damned thing on a Nemesis map to stop snipers from getting you or your party from at the edge of your draw distance, though. [I'm a stealth-type person, so that aspect's what I consider for these powers - and Superior Invisibility lives up to its name]
Right, but if you run arctic fog with group invis you get massively high stealth radius and the defense/resistance from both. Something that can see through the combined stealth of those two will see through any sort of stealth. Plus arctic fog gives slow resistance to the team, which can be pretty valuable in a few circumstances.

Hey folks my goal with an Ill/cold was to be able to solo almost anything , along with bringing a large amount of team support. My goal was perma-PA, softcap to sm/leth and ranged, with decent aoe and a single target attack chain. I've come close to everything I've wanted, a little short on PA and a little short on ranged defense. My attack chain will be blind, SW, IB. The -tohit on spectral terror should be enough to make up the lost defense to ranged. Let me know if you can see any improvments to make my build closer to reaching my goals.
