You'll never see the Info Terminals outside of Paragon City due to their server resource use. It's why they were never put into the Rogue Isles or Praetoria. In fact, I'm not even sure why they were added back to Atlas Park during the zone revamp.
That being said, I think being able to find certain things, like how to get to First Ward, should be made easier. Other things, like the locations of badges, should be left to 3rd party sites IMPO - if the devs wanted to make exploration badges easier to find, for example, they'd just put map markers on the map (which you can already get from a third party site if that's how you want to find them). -

It's actually not a City of Villains trailer. This is the original trailer for the (now deceased) Korean version of City of Heroes, which lamentably flopped.
The character to which you are referring is Spark Blade, one of the signature characters from the Korean launch. Lamentably, like Faultline, he had signature powers that could never be used in combination with each other in normal player ATs (and back then, sets like Dual Pistols didn't even exist - or villain ATs, for that matter). Furthermore, he's never existed in-game.
I'd love to make a character like this, but his power combos don't exist. Perhaps when they expand the APP sets, we'll be able to get things like Blade Mastery or Weapons mastery, so we can add some blade attacks to Blasters, or pistol attacks to Scrappers. -

The most recent costumes available for purchase that were originally a special issue item given out at con events are really a disapointment.
Yes, I too have always wanted them, but it was way cooler to see them on somebody who earned them then somebody who just purchased them.
Now, players who want to purchase the codes can do so legitimately, without guilt or being raked over the coals by fellow players on a 3rd party auction site. Edit: ... and NCSoft makes a little extra from it, which I support (as opposed to eBay sellers gouging other players).

This is one reason why, my lack of personal time aside, the Incarnate system has been interesting, but not important. There's not much use of level shifting outside of Trials. And without level shifted enemies, the powers you get from Incarnate slots make normal Task Forces a cakewalk (or so I've observed). Basically, the main reason to use the Incarnate system is for the Incarnate Trials, which give you more Incarnate rewards to play more Incarnate trials. For some, that sounds like fun, but outside of the repetitive cycle (IMPO), it doesn't impact the rest of the game much, except for perhaps PvP.
