We do know where Mastermind Customization sits on the list: After Going Rogue Launches it would be looked at.
It was made very plain and clear to all players by multiple red-names, including a demonstration at one of the conventions, as to why Mastermind Pets are not customizable. Mastermind pets are exposed to players under a costume-overlay system, similar to how the Stone Armor set's Granite Armor is exposed, how the Kheldian Shape Forms are exposed, and to how Halloween Costumes are exposed.
Allowing customization of costume overlays requires several more changes not only to the user-interface, but also to the processing engine, and to the database storage engine. The exact difficulty of exposing costume overlays as customizable options is so extensive the developers at one point considered a completely new stone armor design to replace the existing Granite Armor Overlay.
Now that Going Rogue is out, development resources might be available to implement the required changes to the game's internal engines. Which brings us to other things that we know about MM pet customization.
At this point, the intended plans seem to be to allow humanoid pets limited access to themed costume parts. E.G. Thugs will have a variety of vests and pants, but will lack options like Camouflage. Mercs will have costume options with military jackets, camo-pants, bandoliers, and other assorted uniform / military gear. Ninja's will have mostly robes, and so on and so forth.
As far as I am aware the subject of robotic pets has not been addressed by any Paragon Studios employee in an official manner, non-official manner, or off-the-record manner. My guess is that rather than trying to simply filter existing costume parts into each MasterMind theme, the developers will simply introduce new robotic models as pet options.
Pool power customization is a good example, it would be a change that benefits everyone rather than just a single archetype and I believe that the developers have already said that it's something they want to get done. I'm sure there any number of other things that the developers want to implement or change that take precedence over customizing pool powers or MM pets but they haven't to my knowledge provided us with a prioritized list.

I like the idea! I would only add some sort of Day Job style buff system for concentrating on certain enemies. Training could lead to getting a 3 or 4 hour buff that allows the character to fight at +1 level against their chosen enemy that could become permanent after a long enough period of consecutive training.
Something like this would be fairly useful for SG/VG planned TF/SF events. So a SG/VG leader could update the MOTD asking that anyone interested in running the upcoming Mender Lazarus TF/SF spend some time running 5th Column sesssions in the Training Room.

I suspect if there's even a possibility that this feature could be used this way the Devs would never be interested in allowing it. Whether or not it'd be hard to code this functionality is hardly the "problem" with this. *shrugs*

It certainly isn't all of them so is it a large enough percentage to merit the changes that you are suggesting?
My guess would be that it is probably no more than a handful of powers that could be looked at individually and possibly tweaked to increase their effectiveness or popularity. Of course both effectiveness and popularity are subjective so there would be little incentive for making any changes to the powers as they exist today. As one person bemoans the injustice of Gale another finds a way to make effective use of it to knock ranged mobs into a tanker's taunt range or into a corner to be hit with a blaster's AoE.

Seeing as origin can arguably be said to have little or no real impact on your character I don't know that adding a new origin is really necessary. However if it was added I would think that Extraterrestrial would be a better name.

Cybernetics buff/debuff set for Controllers, Corruptors, Defenders and Masterminds
A throwing knives set for Blasters, Corruptors and Dominators.
A force field defensive set for Brutes, Scrappers and Tankers.
A clones set for Masterminds.
An insect control set for Controllers and Dominators.
And finally……
A swinging pool power set for everyone! (Yes I am dreaming, why do you ask? :P)

If I'm reading the OPs suggestion correctly I don't think that adding a charge up mechanic to existing sets would necessarily change how the affected powers currently work. It would just add some functionality and since more options > less options....

Here's a thought....
Why not have a largish zone that is mostly open wilderness with mountains and open plains and the occasional modern small town that just happens to be plagued by a group of criminals that have patterned themselves off of the cowboys of the old west? They could easily use modern technology for their weapons.
For flavor you could even add a villain group patterned after the Confederate Army that attack most anyone as Union spies!

You can create and save as many costumes as you want and switch them in or out to any of your costume slots. While this incurs an inf cost, any inf sinks are welcome in this game.
