Don't forget to take into account that Widows only have partial crits (IIRC, 3/4th crit), and do not have random or scaling crits. Stalkers also start out with more HP than Widows (but have a much lower cap).

It's the special Praetorian Clockwork Costume Change Power. At least currently, you can't use the pieces individually in costumes, but activate a power that completely transforms your character into the Praetorian Clockwork. A few were given out by the devs at various events.

IIRC, there's a limit how often you can use the same credit card on the PlayNC store. You might have to wait a few days before it'll accept it again (and, likely, the rejection is reseting the timer, and might even 'cause your account to be flagged if it happens to many times!).

Maybe I'm an exception, but I didn't have any lag in the last two missions when I ran one a couple days ago.

In short, what does this mean?
Tankers can TAKE massive damage, but dish out little.
Scrappers can take a fair amount of damage (far short of Tankers), but dish out a massive amount of damage.
Brutes can take more than Scrappers, and with buffs as much as a Tanker at their cap (equal caps). Brutes also start out doing the worst damage, but also come with Fury which makes it fairly trivial to reach +140% damage buff (~70 Fury), putting Brutes at about the same damage output as Scrappers.
This is a gross over simplification, since there's other fundamental differences in the ATs, such as aggro management, as well as completely ignoring the huge differences between most (many?) of their powersets (primarily the older Tanker/Brute vs Scrapper sets).

If you haven't tried already, I'd recommend trying to close then reopen the updater. Hopefully it was just a weird connection glitch, but sometimes the Update servers are just slow (generally not that slow, though!).

Just for reference, on 32bit Windows you can find the file in the directory C:\Program Files\City of Heroes, and on 64bit windows C:\Program Files (x86)\City of Heroes (both assuming default installation path). Mac Edition is a bit more complicated, plus I don't use Macs so I'd just be haphazardly guessing

You should post this in the Tanker section, as there's going to be fairly few views in this section (most people coming here would either be about to post a guide, or to read an existing guide).
Also, I'd recommend trying out Mid's Hero Designer (or the online planner). They make it fairly easy to plan out your build as well as allow exporting in a simple format to copy & paste to the boards for feedback. -

First save it to your computer, then run it. Don't choose 'run' from within your web browser.

Might as well post a CoH Helper and HiJack This log, although in this case I think it's far more likely the HiJack This log would reveal the cause (not to say that's good odds... just I somewhat doubt it's a driver related issue).
Something I'm curious about... when it starts behaving like this, what does using 'A' in-world (i.e. to activate a bind) do? Does it activate whatever is bound to 'A' (defaults to strafe left) normally, or does it not work correctly? -
Are you an EU or NA player? EU players use 'eucoh' instead of 'coh'.

(I didn't use their installer, I just manually extracted it myself since I don't trust 'em anyways)

Not a mac user, but I've seen several times people recommending deleting the .plist (I think that's what they were called) files assocated with CoX (more so Cider) when CoX on the mac craps out.

Archery's damage is fairly good wrt Single Target, but Archery really shines in it's massive AoE damage (largely thanks to Rain of Arrows). If you really don't care which secondary you go with, the consensus seems to be that /Sonic will get you the best AV soloist.
