Can't Download Anything from VidiotMaps?
I had the same problem, so I grabbed it from http://sourceforge.net/projects/mappacki17/
(I didn't use their installer, I just manually extracted it myself since I don't trust 'em anyways
)

They changed the way the site works. They now ask you to sign up. Also, you must verify your new account through e-mail response within 3 days or it gets deleted and you'll have to re-sign-up the next time again.
Ugh. Sign up just to download one file? No thanks. I suppose I'll stick with the Issue 15 version until Going Rogue at least. Thanks for the information.

I posted a link to the i17 version on SourceForge earlier in the thread. If you have WinZip/WinRAR/7zip (I recommend 7zip, since it's free & open source) you can just right click on the executable and extract the contents, and put the 'data' folder in the City of heroes installation folder.|

I've used the VidiotMaps Map Overlay for a few years now. I currently have installed the version dating back to Issue 15, and decided it was time to update to the newer Issue 17 version. Except, every time I try to download it from the VidiotMaps web site, it says that I do not have permission to download? I'm not a member, but I've never had trouble downloading the Map Overlay file before...
