Unless I'm mistaken, you can use the magic and valkyrie capes because you PAID for them. I believe that these capes are granted independent of the cape mission and can be used before reaching level 20. (I'm not at my home computer to check.)
Your screenshot proving that the old costume has capes uses a high collar one from the magic pack. The screenshot showing capes available lists as the back detail "High Collar" i.e. the magic pack cape. Unless I'm misremembering, nothing in your screenshots indicates that you ever unlocked standard capes. Is it possible that you have NOT done the cape mission on this character? Maybe your friend who remembers doing the mission with you is mistaken about which CHARACTER.
The other possibility is that they fixed the "cape unlock" so that you cannot access the regular capes using the Valkyrie / Magic Pack unlocks until you do the cape mission now; previously you could use all capes with the Valkyrie / Magic Pack from level 1.
Didn't Zombie Man have a cape inconsistency bug list? -
I actually find it refreshing as it's easier to pull with ranged weapons or pick off targets with stalkers.
I'd love if they'd switch from most mobs just standing around, to patrols and wanderers which is frequent in the Striga missions. -
This is good to hear.
I've stopped going to the tailor and changing over to the new costume parts until they tell us whether they will need to do a rollback, or if we'll need to re-create all the old custom power colors [in which case I'll do it at the same time I upgrade to new parts] -
I would hope they can fix this oversight. For myself; having to redo 100+ characters with up to 5 costume slots of custom powers is not something I look forward to.

Yes, I've been having toggles drop.
Toggles dropping while zoning is caused when the servers controlling the 2 shards you're zoning between have differing Server Times.
If you can, send in a petition when it happens (Note: not a /bug, a /petition so it goes to the GM's not the Devs) and note the 2 different server times in your description if possible.
/servertime will pull up the value of the shard you are in.
Most of the discrepancies I've seen are when the particular shard is set to its local time rather than GMT (standardizing to GMT was how they resolved the problems months ago). -

I'm not 100% sure on the END drains, but it's possible that the "Healing Delivered" system channel may announce the drains (I know it does for END granted to the character, such as from a Performance Shifter IO proc).

Now for Rage, I just threw in Gaussian's full set when I hit 50 a couple weeks ago. The idea was to see if the Chance for Build Up "Gives a 5% chance to have a "Build Up" power effect the caster" affected all my attack powers. The other alternative is that it just affects the one power Gaussian is in, and since Super Strength RAGE does no damage of itself, would be useless. Unfortunately, Brute damage numbers already swing so wildly I cannot judge if it ever happens Does anyone know if the Gaussian's chance for build up is doing me any good in Brute rage? -

Additionally the Leaping Pool offers some mez protection. Combat Jumping provides immobolize protection and Acrobatics provides Hold and Knockback protection. You still have sleep and stun holes but it's still useful.

You can also look into the Aegis Psi/ Mez unique IO for up to 20% reduction in mez duration but you'd need to take a Resistance [ Pool / Patron ] power to slot it.
Also check this wiki page and look for which sets would give mez duration reduction / defence that you can use.

Had to deal with this bug over Christmas on an ATI equipped computer.. I was sooo happy to be off that thing and back to an Nvidia card.

A quick run through the Flashback of Ouroboros Initiation showed no problems with the Fifth Column to-hit rolls from Meks, Wolves, Vampyrii or regular troops. I was a Lvl 50 BS/regen scrapper. A short excerpt from the 'Hit Rolls' channel:

Primarily, that many of them auto hit regardless of defense.
I play a very defensive based Robotics/FF MM. At first, I was extremely surprised when my pets started dying for some reason, very rapidly. Normally they have around a 60% defense, the enemies were white. Also, I started noting that AoEs would hit me with alarming regularity, killing me multiple times.
After a while, I inspected my combat and pet combat history, and realized that many of the enemies attacks auto hit, and didn't have to roll at all. (thus negating Defense entirely).
Then, to test this further, I activated my Personal Force Field (101.9 defense on my guy then), and ran into a group of enemies. I died near instantly. I checked my combat log again, and saw that may of their attacks simply hit me, with no roll to hit whatsoever.
This is a HUGE flaw for anyone who depends on Def to survive. FFers, Ice tankers, Stone tankers, etc.
If the devs could jump on that ASAP I would very much appreciate it. Most of my characters use defense as their primary dmg mitigation, and it's just ridiculous to have one's def completely ignored.
Note: I believe that the reason this glitch exists, is because they are using 5th column units, which are very old, and probably have not been updated since many of the mechanic changes that made everything require a to-hit roll, and thus their powers are still flagged for "Auto Hit".
Opponents have always had "hit rolls" they just were not coded to show in the chat. Does the chat actually say "autohit"? Or did it say the streakbreaker kicked in? -

Has anyone else had any problems with CoX running on Windows 7 64 with an ATI video card? I get a slow load, then the log in screen comes up there is an irritating flashing and corruption of the screen. I've not been able to even get into the game with this problem.
Any help or suggestions would be appreciated.

I've had this happen in the same room, and in the Shadow Shard instance, using 3 different machines running ATI, and Nvidia cards, in Win XP, Vista 64 and Win 7 64. Changing drivers did not help, nor did game settings.

Also note that clickable objectives in missions also do this (they are also considered a non-attackable target), but you can select a foe without interrupting the click.

Last time I had this I did a search online as well. The only related thing I found on my machine was the Bonjour program (which a few sites considered as "malware") which is installed as part of Apple's i-Tunes /Quick time updates. I uninstalled it just to be safe, and double checked with Hijack This that it was gone. It can also be disabled in Windows services.

I'm assuming you have a mission slot available? What does he say when you try to talk to him?
If you have a slot available, and you aren't in AE or Flashback mode, then put in a petition and see if they can look at the character and see what's happening. -
The Winter Lord, just like Eochai and Babbage, spawns its pets at the level of the person they are targeted on at the time of the power activating. If a level 50 had the aggro, the GM will spawn level 50 pets.

As long as I kept them from gathering at the hill the Ghost did not spawn (several individuals did make it to the hill and started 'protesting' and 'lamenting' emotes but this did not trigger him). I took out about 3 waves from each direction then backed off.
So it is possible, however remote, to slow down his respawn though not to hasten it.
One group gathered around the hill with the triple signs, and as a second group (entering from the same direction as the first group) settled around the hill the Event message went out and Ghost of Scrapyard spawned in.
Not totally conclusive but points to being able to delay his appearance. -

I do not see a time when it would be feasible to use this power. Whether it's taking yourself out as a bomb in the first skirmish, when things get dicey, halfway through a mish, even when up against the big bad at the end, there's never a strategically sound reason for using this power, when there's always another, better option.
Well, a few points on why and when it can be used effectively:
- No debt is incurred when you self destruct (a minor bonus nowadays),
- You can take out some weakened enemies around you when you are about to die, giving you a better chance on rezzing if solo, or if you were the last person standing on the team may allow someone else to rez.
- Can be used to good effect in a Rikti/Zombie Event to 'spike' the damage and get Elite Bosses to spawn, and
- It's fun, which is what the game is about (griefing notwithstanding)
