Second Life's character editor gives far greater control than City of Heroes', but at the cost of being much harder to use.

2) With Focused Accuracy active, no. With it inactive, doubtful. It depends on your exact attack chain, but in general, you've got less endredux in your attacks than my claws/SR, about as much in toggles, and I need to activate Conserve Power in long fights to keep my endurance up.
Some general suggestions for improving the build:
* Follow Up has too many things you want it to do to slot with a set. Take the Touch of Death set out, and frankenslot to maximize accuracy and recharge, followed by endurance and damage. You may also want to build for to-hit.
* Take the Gladiator's Strike out of Strike. You can get the same benefit from much cheaper IOs.
* Mids' doesn't show it, but defense debuff resistance caps at 95%. Anything beyond this is a waste of effort. -

Scrappers stack. Brutes don't. On a team, one brute is theoretically superior to one scrapper. Once you get three brutes on a team, they'll be fighting each other for Fury, while if you've got three scrappers, the only thing they'll be fighting for is to see which one gets to fire off their AoE in the middle of the next spawn.

You need enough people to take down the pylons. It's been done with as few as two people, but in practice, it works best if you've got at least two full teams working on it

Runescape's original PvP did (you flat-out could not attack someone more than three combat levels different from yours), and Astronest prevented you from attacking someone with a combat rating more than 30% lower than yours (but flaws in the combat rating calculation made this less effective than it could have been).

SR scrapper with Elude (if you're using sets, you don't need Elude to hit the defense softcap).
I've got a Katana/Elec scrapper who does well with a mix of SOs and Hami-Os. I went with straight SOs for a while, but the extra damage from HOs in Divine Avalanche and Golden Dragonfly is very nice.
Stone tank, but only if you team with a Kinetics (without Speed Boost, and without sets, you'll have speed problems).
Any mastermind, but especially /Traps. -

At about 1520 x 1220, it switches to seven pixels.
At 1880 x 1400, it adds a fancy background.
There may be additional increases in size, but my monitor doesn't handle resolutions higher than 2048 x 1536. -

No idea how to translate percent buffs into speeds, but in Mids', you can view the speed by clicking the "view totals" button (the button, not the tab) and selecting "misc. buffs".

Sounds about right. A quick back-of-the-envelope calculation shows 8 sets of Maneuvers at 5.4% each plus 5 sets of Fortitude at 23.4% each, giving 160.7% defense. It's worth noting that to be softcapped against an even-con Rularuu eyeball, you need at least 145% defense.

You don't need to. Any time rewards are provided at random, people will develop random behaviors that they think influence the rewards.
