When building a SR scrapper, do I need to go much past the 45% soft cap to defenses with my def debuff resistances?

In seriousness, SR has about the best defense debuff resistances among secondaries. When you're debuffed, you might see your defenses go from say 45% to 40%. That's not a big deal compared to other secondaries where you see far greater fluctuations.

The Debuff resistance SR gets is so high that it will take a lot of debuff to degrade you even 1%.
So, its not worth stressing over but if you happen to pick up even 1 more % from somewhere, it will make you debuff proof in practice in typical scenarios.
I settled for 45.4% myself. I fairly frequently see 43.x% during heavy debuffs, but usually not much lower than that. I don't think I've ever seen 40%. I'd AIM for 47% to 48% when making a build, but that buffer zone is easily sacrificed for other build goals, as it was in my case.
I'm a big fan of Tough and extra hit points on Super Reflexes, though. Anything that helps you survive when you get unlucky is good.

Swapping out tough/weave let me work in Aid Self/Hasten. Rather than having neither and +50% defense all around. So going the blaster route of more damage output to survive (that and the sweep combo) but also snagging a heal since I'm DB and not DM.
The only time I've ever noticed serious defense debuff problems on my /SR is against two very specific types of enemies - Cimerorans, and BP masks (and let's face it, that's when the toon is levelling anyway). The rest of the time you can quite happily suffer the (at worst) 1% drop and not notice any issues. So, going for Aid Self was a wise move.
For what it's worth, I built mine on the fly rather than following a planned build - got mine to 45% on all positions first, then found as I went after other bonuses that I ended up with 47% melee and AOE and 49% (*gasp*!!) ranged. As you've got the build set, it doesn't look like you'll have that oversight. Oh well...!!

What are you doing that you're seeing "serious problem"-level defense debuffs at all? Even against Cims, I never see more than about a 2% debuff on my Claws/SR.

Debuff resistance:
Toggles: 13.84% x 3 = 41.52%
Passive: 6.92% x 3 = 20.76%
EDIT:
Assuming Toggles as 55% slotting and passives at 20%: 89.27%
Everything up to 55%: 96.53%

Or vs large +3 or +4 spawn(s). They'll each debuff a little bit harder do to level scaling. +4 PPD Awakened are fairly nasty for overall debuffing defense. The nastiest 1,2 "debuff smack you" I can recall running into (outside of some crazy AE stuff) was +4 arachnos playing tag team. Tarantula Mistress with Mental Scramble followed by a Psychic Wail from a Fortunata Mistress (a large single debuff, so the debuff %, even when 95% resisted, is that much larger followed by a innately high accuracy attack from a +4 boss)
Still even with the above I never noted more than around a 3 to 4% defdebuff ... course I was a bit busy to pay close attention usually. Generally the sheer overwhelming damage would kill me before serious defdebuffing would happen.
