I don't think you understand the concept of redemption/fallen hero. Heroes and villains will not be able to fight each other outside of established PvP zones. A villain coming to Paragon City for redemption will be doing heroic missions in penance for his crimes. He won't be fighting heroes. By that same token a hero that falls from grace will go to the Rogue Islands to continue on his path to villainy and not to beat up bad guys. There is no PvP involved.

That said, Warburg is a Free-for-All PvP Zone, if you're looking for that.
And honestly the PvP population of CoX is almost certainly to low to support dedicated FFA PvP servers even if they did want to implement it.
The villain ATs are entering Hero zones as Heros, or well, as good guys.

FFA PvP is the number one put off factor in any game for me, because I have never encountered a game which stopped a max level beating on lowbies, or in general where people respec your lack of desire to PvP.

Planetside also did... but that was skill based, not tab-target / animation / gear based.

I loved the feature to prevent killing of lowbies by high lvl players (I never got to max on warhammer online), but "ouch".
I was doing some zone team event and due to my higher lvl then the rest was the tank (well tank with self heal as a Paladin), then I forgot about the chicken-rule and so did the team leader. As my aura hit the lowbie I became a chicken and felt the pain of a Gurgle demon.

Runescape's original PvP did (you flat-out could not attack someone more than three combat levels different from yours), and Astronest prevented you from attacking someone with a combat rating more than 30% lower than yours (but flaws in the combat rating calculation made this less effective than it could have been).

So, no, this will never happen. It makes zero sense and is not how this game is set up.

Rogues are still 'bad guys' and Vigilantes are still 'good guys'. Their morality just kinda leans the other way a bit.
