A few more thoughts that came to me:
1. Willpower is a great set for weapon based primaries. Since you have all passives / toggles, you'll rarely be forced to redraw your weapon.
2. The best way to conceptualize some of the sets is (Again, with SOs):
Super Reflexes: Barely gets hit
Invulnerability: Gets hit quite a bit, but the hits don't hurt much
Regeneration: Gets hit all the time, but they don't hurt quite as much, and heals it as soon as the hits land
Willpower: Gets hit a bit less, they don't hurt quite as much, and heals pretty quickly
Honestly, though, Scrappers are very blessed in the fact that they can thrive with just about any power set combination. Find a theme or idea for your character, and run with it! -

2. Willpower is a fire and forget secondary. Every power that you use will be a passive or a toggle, except for your Tier 8 and 9 abilities (Skippable in some builds). It is a lot of fun if you want to focus on your attacks.
Also, it is kind of a jack of all trades power set. Instead of doing one thing super well, it does everything moderately well (With SOs).
3. If you want to actively play a part in your survival, choose a different set. It does very very well when using IOs.
Personally, I find willpower to be a lot of fun. -

2. The main reason I slotted Focus with 6 Apoclypse enhancements was for the proc as well as the Psionic defense. I'm not at my home PC, but I think I had gotten up to 32%-35%. I'll take a look to see if I could make better use of the slot elsewhere. Apoc also comes with some of the best, in my opinion, set bonuses prior to the 6th slot.
3. This is a great point, and it is one that I wish I could fix. I just don't know if I could get rid of that Kinetic Combat and make up the S/L defense. Again, I'll take a look to see if I can wiggle some things around.

Hello, everyone. I just started up my account again this month, and I wanted to get some input on a build I've been plugging away on for a while.
A Few Notes
1. Going for the Follow Up > Eviscerate > Focus attack chain.
2. Pretend that money is no object. The build may be expensive, but it gives me something to work for.
3. All enhancements that can be +5'd should be...Again...Something to work for.
4. I'm not set on the Ancillary Power Pool - It is mainly used as a placeholder for now.

I'm not using real numbers since I'm not at my home PC with mid's, so treat this is a hypothetical.
Basically, you'd just use CU if combo level = 3. If CU is on CD, you'd use SC. If you're not at combo level 3, you'd use your highest DPA attack, then the next highest, and the next highest. It would require constant surveillance of the hotbar, but us old-time hunters from WoW lived by the priority system! -

Now that I think about it, I wish I had purchased some team purple inspirations for the Positron 1 TF. Those shadow versions of your team absolutely dominate people when you're in an uncoordinated team. Trying to make people pop inspirations is quite a feat as well.

My guess is that they need more time to calculate the cost/benefit of such a plan. How many people would buy them from retail stores, would that be enough to counter the production costs of the cards, etc.
I also think this is only a possibility at this point because they don't have the tech necessary, since a system that involved "point codes" would probably be the same system used for "gifting points," which received a similar response from the community reps. -
Scrapper
Base HP: 1338.6
Max HP: 2409.5
Resist Cap: 75%
Brute
Base HP: 1499.3
Max HP: 3212.7
Resist Cap: 90%
The bare-bones, simplistic view is to know that Brutes start off with 12% more HP than Scrappers and have the ability to be at a 33% advantage.
More health = even more effective health when mitigation is applied.
Also, since regeneration always works off of a percent of max, it is always more effective on Brutes.
Edit: Brutes *can* do more damage than Scrappers, but it has been much harder for that to be the case since the Fury nerf a while back (Harder to maintain extreme levels of it). -

@OP:
IMO, Shield is the "best" all around set for a Scrapper.
Added Damage bonus/DPS improvement
Added AoE Burst
Fairly easy to softcap
Flexible slotting options to build for high recharge
Low/Moderate Resistances, which can be supplemented by OWTS
Solid HP, which can be supplemented by OWTS
Several "one slot wonder" powers (AAO, Phalanx Fighting, OWTS)
Excellent mez protection
Taunt Aura
Some other sets are better at some particular niche, but for all around solid survivability and very good offense, Shield gives you a full package. -

And even though new powersets aren't free, you do get a 400 PP stipend per month. If you buy nothing else, you can grab a new powerset every other month.

I don't have first hand experience with Electric, but it should work just fine.
Since the set has no defense, you'll get hit a lot, but you do have solid resists and a pretty good heal / regen buff in the set.
Electric's heal, endurance recovery, and Tier 9 ability are the only clickable abilities, so you won't have too many issues with redraw if you choose to go for a weapon set.
If you plan to do mission arcs and the occasional task force / group content, I think you'll enjoy the set just fine. Honestly, though, try to pick a set you'll like in terms of concept and visuals as well or you may find yourself subconsciously disliking your character...Not that I have person experience or anything -
I hear you on the kids part
Willpower is great fun. I really like the fire and forget nature of it - It lends itself quite well to weapon sets (With a redraw animation).
Based upon your comments, I'd recommend:
Katana / Willpower
Dual Blades / Willpower
Martial Arts / Willpower
Dark Melee / Willpower
Since you'll only be using SOs, Katana would give you the benefit of Melee / Lethal defense for survivability.
Martial Arts has a good number of stuns / knockbacks / etc, so you'll get a bit of mitigation that way.
Dark Melee has a solid attack that also provides a decent heal, so you'll gain survivability that way as well.
