  1. No. Not rating an arc simply doesn't rate the arc.

    You zero-star an arc by first 1-starring it, and then clicking on that one star again, "erasing" the star.

    Originally, it *was* a one-time grant, and it happened when NCSoft wholly acquired CoH from Cryptic. It was changed at some point after that, and I'm looking for the official word on that.

    Leech, Zek, or Agge, feel free to beat me to it if you like.

    EDIT: Looking at either the "plain" CoH or CoV at the NCSoft store, you can see that you'll get access to the "other" side by purchasing one of them.

    EDIT2: Here's a Massively article from July last year detailing the full access, several months after the aforementioned "one-time grant." Now that I know about when the change happened I should be able to find the official announcement here on the forums.

    EDIT3: Yep, Here it is... Lighthouse's announcement on 7/16/08: "Additionally, all City of Heroes and City of Villains games for sale at retail or online will grant access to both games."

    Note that with Issue 15, this will no longer be necessary, since you'll have the option of making sure your bosses don't spawn unless you actually place them.

    Except that most of them did NOT. The handful that DID could have been fixed by lowering the requirements. The "explanation" only makes a tiny bit more sense than their "explanation" for removing base salvage (i.e., fixing a "problem" that didn't exist).

    Well, either lower the requirements of the few higher-tier badges that have outrageous requirements (i.e., the ones that actually do encourage farming) or remove them, and leave the majority of the others alone. Like I said, *most* of them don't encourage farming because they are *easy* to get through normal play.

    One of the major "features" of Issue 16 will be the removal of Arena badges introduced in Issue 15, since they encourage arena match swapping.

    It's hilarious that he chose to report you for having a Rikti Monkey farm. You'd have to be really, really dumb to think there's anything about AE mish Rikti Monkies that would make them worth farming.

    This bug, or something similar anyway, was in effect when Issue 3 first went into testing. You had to log in a 50 before you were able to create a Kheldian ... every single time you wanted to create a new Kheldian. This got fixed at some point (before Issue 3 went live, I think), but a variation of this has been popping up for quite awhile now.
  9. Log in with a 50, then log back out. The epic ATs should be unlocked then.

    It's a recurring bug, but easy to work around.
  10. For some reason, your problem is making me think of this bug , but I'm not sure why. The two issues really aren't all that similar, except that they both deal with costume pieces that should (or shouldn't) be unlocked.

    If you are purchasing the boxed edition, I would recommend Architect Edition. That way, you will only have to download the most recent patches since Architect Edition was issued.

    If you purchase the Good Vs. Evil Edition, you will have to wait for Issues 8 through 14 to download as well as the latest patches, which will take longer.

    Once you have an active account, you can alway buy the Good Vs. Evil Goodie Pack to get the cool stuff from that edition.

    If you want the stuff from Good Vs. Evil after buying the Architect Edition box, DON'T buy the GvE "Goodies Pack." Either buy the GvE box or the full GvE edition from the online store. It costs $20 but includes a free month of play, making the total value $5 cheaper than buying the $10 goodies pack, which doesn't come with a free month.

    Eh, I'm familiar with the OP's posting history and do not find them to be someone who might overlook such an obvious explanation. I guess we can all have our "duh" moments, but maybe the OP will chime in soon and let us know whether or not they've done the cape mission on the character(s) in question.

No matter what kind of cape I pick (full mantle, half mantle, etc) Valkyrie is my only choice. On my veteran shoulder cape, all the secondary options are there.

    Have you done the missions to unlock the regular capes? If you haven't, then the only options are the ones already unlocked; that being the single should cape & and costume packs you have.

  16. I've got the Mac Pack, and I just went to the tailor and checked... all the cape options are there for me, for both regular capes and shoulder capes. Not sure what's going on with what you're seeing.
  17. Went to check out your mish to see if I could find a way up there without a travel power, and it *is* possible to get up to either of the two raised areas with no vertical movement powers. Now, the character I'm on has Hurdle, so that might make enough of a difference in jump height, and it's kind of a pain, but it is doable.

    I wouldn't expect your typical player to try to figure it out, though. They should probably just make it so nothing can spawn up there...
  18. These days there really isn't an excuse to not have some form of temporary flight or jump power, is there? Especially villain side, but even hero side really.

    I understand the concern, and it'd be nice if they fix it so stuff wouldn't spawn in that area, but most people should be able to find their way up there.
  19. I've got the Acer One, which has virtually the same specs (at least on the relevant parts), and it *will* run CoH... but it does so pretty poorly. It's good enough to do some stuff (I've been able to play through some missions, but it wasn't much fun), but don't expect miracles.
  20. The funniest /afk I've personally seen was when someone on a Hess TF said, "I've got to get to the Safeway before they stop selling soup."

    I guess they just really needed some soup...
  21. I was playing CoH when the hospital called and said a liver had been found for my daughter, who had been on the transplant list for six months or so at that point. I had to /afk for a few weeks for that one, but that was the BEST reason I've ever suddenly left the game, and everything's turned out to be just fine.

    All that means is that you have to have more than one row in order to call something a tier. Like, if you only had "Hover" in the Flight pool, it wouldn't make sense to call it a Tier-anything.

    None of this really matters; in my original post I was merely using the term as the Devs are currently using it. It's not like I've been agreeing with the Devs much lately (stupid badge deletions).

    There's nothing in the definition you quoted to back up EITHER side of the "argument" (not that I even want to call it an argument ). It depends on how you define "rows" or "ranks," and since in many powersets, which powers open up at the various levels changes based on whether the powerset is a primary or a secondary, there's no real value in saying, for example, that "Resist Physical Damage" and "Temp Invulnerability" are "Tier 1" powers, since that would only make sense if you were talking about Tankers.

    I'm all for agreeing to disagree, though, except I think you're incorrect in saying that the Devs only define it the way they do because of some majority definition of an ignorant playerbase, since most players that I've talked to and read posts from define "Tier" in exactly the way you do.
