MA ratings question
No. Not rating an arc simply doesn't rate the arc.
You zero-star an arc by first 1-starring it, and then clicking on that one star again, "erasing" the star.

I am curious, I have read some of the threads regarding ratings griefers and came upon the "zero star" issue.
Is it a zero star given in this scenario:
Bob goes into mission architect and chooses a mission to try. Real life interrupts him and he has to log.
About a week later bob logs in and sees he is on a MA mission. However, Bob logged in to play with Neil and Neil doesn't want to do MA arcs.
Bob quits the arc and doesnt rate it because he has not played it and doesnt want to rate it blindly.
/End Scenario
Did Bob just zero star someone by not giving a rating?

NO.
You have to actively double click the 1 star to make it a zero.
if it's zeroing just be quitting, /bug it.

Hell I dont even know how to tell what I rated something offhand.
I just wanted to be certain my buddy and I aren't accidentally 0 starring arcs.
It would make me feel as low as a snake's belly in a wagon rut.

You can tell what you rated something by searching for that arc again. Make sure the Not Voted option is off. When you click the arc to read its description and such, it will have a check mark next to it to show that you have completed it, and it will also show what you rated it.
