I reworked the build to take some powers earlier and changed some slotting. This should be a lot sturdier and will exemplar better. I did drop Blinding Feint, I never miss it on my DB/Invuln and this is very similar build to mine.

After looking at your build I think you have sacrificed too much to get your defense that high. One of your big problems I think will be endurance. You don't have any end reduction slotted in Dark Regen, Death Shroud, Tough, or Shatter. Yes you have ToE +end, but without end reducers it won't be enough. You are using Tough as an IO mule, but not slotting it for resists. It will bring your S/L up to 50% which is a big help. Also, why do you have laser beam eyes and not physical perfection? Physical perfection is of much more use to a DA.
It would help if you only tried to soft cap S/L defense and not worry about the rest.

So, make both. You can never have too many Brutes and both sets are fun to play. I have close to 20 brutes myself and enjoy playing all of them. I can easily level a new one to the mid 20's in a weekend, so make both and see which one you like better.

I think they need to revamp the Shadow Shard and make it for both sides. There is so much area there that is not used for much. Add a bunch of contacts and story arcs like what we have in GR. After all there is so much story there that just goes to waste since the task forces aren't played much. Revamp all of it and make it 35-50 content.

I am going to say WP has always felt tougher to me than Invuln. Both sets are good, but I think WP is just a better rounded set with its good regen as well as resists and defense. There is a reason is considered to be easy mode.

Mercs is the redheaded step child of MM's. Definitely not the most popular, but I like it myself and would probably go Traps given those 2 choices.(I actually like pairing it with dark the best)
I wouldn't expect you to be able to farm with either, but MM's aren't the best farmer anyway. -

Ok, I couldn't resist. Thermal should be very good with Necro, but Dark is also very good. I have also done Poison for a more single target build and Storm for ultimate chaos. -

Level 11 KM/DA here and the animations are pretty flashy, but they just seem slow. I have not been very happy with the set yet and I may delete it and roll something else.

SR is very close to softcap by just taking CJ and Weave slotted with regular IO's, about 39%.
You do have to take all of SR to get there, but I wouldn't skip the passives in this set anyway. From there it is very easy to pick up a few sets for that last 6%, much easier than any other set. -
Just to give you an idea of what you will have defense wise without Rooted or Granite
Defense
S/L - 25%
F/C - 5.9%
E/N - 25%
Psi - 35.7%
Melee/Ranged/AoE - 5.9%
Resistance
S/L/F/C - 29.7%
E/N/T/Psi - 0%
With those low numbers you will get hit by mezzes a lot even with the minor protection provided by Acrobatics and CJ.
If you were willing to do IO sets you may be able to make this work by soft capping defense and picking up some mezz protection there. -
If you take Granite then going without Rooted is less of an issue, but Granite also has the same movement penalties to a lesser extent. If you don't like Rotted then you probably won't like Granite either since you run slow and can not jump in addition to the damage and recharge penalties.
I still think it is a bad idea to skip Rooted especially since you don't want to use IO's. You will be constantly mezzed and spend a lot of time running back from the hospital. Also, you probably won't get invited to many teams because you get mezzed all the time. I would go so far to say that some would probably kick you.
I have played Stone Armor, it was my very first Brute and first 50. They do play different than any other and can be annoying. It is definitely a trade off for having the best protection out there though. If you aren't willing to take the set defining powers you probably won't enjoy playing the set. -

SR actually has the easiest time reaching the softcap for defense of any set. That is one of it's advantages. It also has the best defense debuff resistance of any set also.
That is the draw to play it for me, but I have a hard time getting past the early levels because I find them not fun with SR. -
I haven't taken a travel power on a new character since Ninja Run came out. Buffed sprint makes it even better. By skipping travel pools it opens up my builds quite a bit.

I have a FM/DA and I have about 25% defense to all. With all my resist and the great mitigation offered by DA I am happy with that amount. Since you are SM you also have Fault which offers even more mitigation. I found getting that much defense was easy without sacrificing +recovery and end reduction which are so important on DA.

I personally think this is a horrible idea. I know you said you were making this for concept, so why don't you share your concept and we can help you pick set that will fit that.
I just think that playing Stone Armor without two of the set defining powers, Rooted and Granite, is going to be an exercise in frustration when your performance is going to be extremely bad. This will make the character not fun to play and will eventually lead to deletion. -
With SR I always get the impression I just don't have a secondary for the first 20 levels which always makes playing one a challenge. I am currently playing one myself and I hope to get though the "un-fun" levels pretty quickly and avoid the urge to delete him. Once I can start slotting good enhancements though I think the set will be a lot of fun, so I say press on with SR.
I have done WP a couple times and they are definitely easier, but I tend to get bored with the set later. -
*What IO bonuses (and amounts thereof) should I be shooting for? It obviously isnt a farm build, and I took Soul Mastery.
It is possible to softcap WP, but can be pretty expensive. I normally go for +hp, +regen, and +recovery myself
*How expensive are the clouded senses IOs usually? and are they useful for Touch of Fear?
If believe these are normally not too expensive though I haven't checked prices since the merge.
*What is an efficient attack chain that doesn't require a truckload of +recharge? I probably will not be able to afford many of the expensive IOs like LotG +Recharge or purple sets.
Shadow Punch, Smite, Siphon Life, Midnight Grasp are the main attacks I use.
*Is Siphon Life useful for an attack chain? How about Air Superiority or Boxing?
Siphon Life is one of your heaviest hitting attacks, it just happens to heal you also. Also I normally go for Boxing since I also pick up Tough and Weave. -
I have a Dark/WP and he never stops. He also never dies either and I don't need near all those expensive IO's.
You must play around with Mid's a lot like I do. There are so many builds that look good on paper but I never get around to making. -
OK, I took a quick look and here is what I think.
Swift - over slotted(these 2 slots are better used somewhere else)
MoB, HS, Tough, Weave - all are under slotted in my opinion. I have my defense toggles with 4 total slots(1 endrux, and 3 resist/defense) or IO set
Toggles in general have no end reducers in them at all, even on WP that can cause endurance issues.
Focused Accuracy - I have never seen a need for this, I would take Superior Conditioning. -
EA is one of those sets that is OK until you get IO's in it. After that is a very good performing set. I have my WM/EA softcapped to all but -nrg(35%) and psi(25%) and I skipped the tier 9 since I have crashes. I can run at +2/x8 against most enemy groups without any problems also.
I will say there were times while I was leveling it that I considered deleting him. It was more of a challenge to play before IO's and I avoided psi heavy groups like the plague, but in the end I really enjoy playing the set. I actually tank with him now and have pulled aggro off other brutes with very little effort.(lots of AoE's and Energy Drain going off every 25 seconds) -
If things really do get bad then they can always go F2P
