    MA/SD Questions

Is there anyone with some numbers on tough and weave so I can see how effective they are? Also does anyone use boxing or do they take it only to get tough and weave?

In regards to hasten, with active defense being a clicky, how does hasten help when you can't keep it on autofire (unless they changed that when I wasn't looking) or do people autofire hasten and not active defense?
Fighting pool is indeed taken to help with defense and resistance numbers. I'd recommend the pool for any shield build because the extra defense from weave allows you to slot for other things in your build other than defense bonuses and the extra smash/lethal resistance is very handy and allows you to recover from multiple high damage attacks from enemies.

Effectiveness: weave is 5.5 to 5.8% defense fully slotted and tough adds another 17 to 17.5% smashing/lethal resists and stacks with the smash/lethal resists provided by deflection. You can look this up yourself by just looking at Mid's.

Hasten isn't really for active defense but mostly to bring up your attacks faster, and for some builds, to bring up shield charge faster. Two recharge in active defense is enough to have it self stack without any global recharge bonuses.

    Thanks a lot!
The builds were put together as builds you'd have at level 50. The slotting for some of them are off.

However, if I were to level one today, I'd follow the power choice progression for the cheap electric/shield build. That one is pretty close, though the slots are off a bit on that too.
  3. 75M isn't a lot to work with. Of the pieces you listed, the only one I could find use for in the build below was the Scirocco's Acc/Rech. The other pieces, I'd either save (especially the Numina, Perf Shifter and Obliterations) or sell to raise influence.

Here's a soft capped build (melee/range/AoE which is 45% or more) and it uses a combination of cheap IOs and SOs. This will save you a lot on cost since you can slot the parts that you don't need for defense set bonuses with SOs.

Most shield builds are not frankenslotted because they require the set bonuses that only a full set can give you. However, a build that uses frankenslotted or SO pieces with full sets can be soft capped (as you can see below).

The build *does* have some expensive pieces. In particular, the Steadfast Def/Res and the Mako Bite pieces are expensive relative to your budget. I'd acquire the Steadfast first and get the Mako pieces when you can. All the other pieces of the build are inexpensive and widely available.

BTW, my sig has a guide for making influence quickly. You don't have to be stuck with 75M.

I can make it work but it will cost a bit more in IOs. I purposely avoided the Gaussian's set in the Cheap build because some (not all) of the pieces can be pricey. However, to make fly work, I needed the 2.5% positional defenses you get with 6 slotting it. I also slotted 2 sets of Blessing of the Zephyr. If you avoid the kb piece, it's actually not that expensive. You can pick up the recipes for sub level 30 travel and travel/end for 200k or less sometimes. I put those in hover and flight so you have better in combat manueverability and your travel power is at least somewhat fast.

Note: the build below has soft capped defenses even without hover toggled on. I thought that was important since it would allow you to turn off hover, use LR and still be soft capped.

So, the modified Cheap build isn't as inexpensive as my Cheap build, but still far cheaper than my moderate build.

    Thanks
You can't use Lightning Rod while you're hovering. All other AoEs work (Shield Charge, Thunderstrike, Chain Induction, Jacob's Ladder, Fireball (if you have it)).

Otherwise, yes, you can replace hover for combat jumping for the +def. Note however that hover has a higher end/sec endurance cost than combat jumping.
  6. Pretty solid build. Didn't see any major mistakes except that you have an end redx in active defense instead of a recharge. You'd want a recharge in it instead. With just an end redx, I don't think the mez protection will overlap, which is bad on tanker.

Also, I'd grab taunt. Combat jumping is unneeded on this build unless you want the in combat manueverability. I'm assuming you'll be using Ninja Running to get around since I didn't see a travel power.

    I made some small tweaks:

    New numbers:
Defense: 48.6 melee/46.3 range/47.3 AoE - slightly lower than old build
    Smash/Lethal Resistance: 44.1%
    Recovery: 4.02 end/sec
    Regen: 312%
Recharge: 40% - same as old build
End usage: 1.04 end/sec - same as old build

  7. If they nerf shield charge back before to the levels where they put the AT modifiers back in, it will *still* be a viable farming build.

My fire/shield can kill effectively with FSC and fireball without touching shield charge, and I was farming with her even before shield charge got buffed. To me that was gravy.

The only thing it will mean for me is the application of perhaps one more AoE after shield charge which is honestly no big deal.

The effect of any nerf to shield charge is going to effect efficiency not viability. It's not going to "wreck" the build.

    Completely untrue. You'll want stamina.
  9. Flight always presents a challenge to shield builds because hover is somewhat problematic. While hover gives a good defensive bonus, it's not very fast. I hate fighting while hovering because my toon can never quite chase down that runner. However, we all have our idiosyncracies when it comes to build.

The next challenge was to keep the build under budget. You have some great pieces that you manage to get, and the challenge was to build something that took advantage of what you had but keep the other pieces cheap.

Below is the build that I put together based on these constraints. One thing you'll notice right off is that melee is *NOT* soft capped. I took advantage of having parry in the build and melee defense sits at 34% without parry and 49% with just one application. The other two positions sit at the soft cap *without* needing to turn on hover (45.7% range and 45.1% AoE). I felt that this was an important consideration since it would allow you the flexibility of being able chase down foes without having hover on and still be at the soft cap for two positions.

Other stats for the build are:
3.29 end/sec recovery, 199% regen, 30.4% smash/lethal resists, 22.5% global recharge. Definitely not terrible for a cheap build.

To get even cheaper - replace the non +recovery Miracles with just plain health IOs; replace parry with frankenslotted melee sets of your choice, keeping accuracy/damage high as possible; replace the Adjusted Targeting in build up with straight recharge IOs; replace the +end performance shifter with a straight end modification IO. The other IOs are needed for bonuses, so if you replace them, you'll lose positional defense.

One last note. Check out my sig for an easy guide on how to invest that 13M to make more influence.
  10. To the OP:

A few things about your build.
    1. You do want end redx in your toggles. While shield toggles aren't super expensive, tough/weave/maneuvers are. A little end redx in them help out with endurance woes.

    2. Slotting your attacks for secondary effects (end mod) isn't that great. You're a tanker. You honestly won't notice the end drain. Slot for accuracy, damage, end redx and recharge on less expensive attacks.

    3. Taunt is autohit in PvE. You don't need accuracy in there, just taunt duration and recharge if desired.

    4. As a tank, you'll often be in the front of the pack. Don't count on your allies buffing your defense. As such, phalanx fighting should be lightly slotted. Further, Against the Odds is a tremendous taunting aura. No need for more than a single end redx in the default slot. As a scrapper with this slotting, I pull aggro away from tanks at times.

Here's an almost SO build. All SOs + 1 steadfast res/def IO. It's soft capped - at 45% exactly, assuming even level SOs.

This is a sign of a very mature poster obviously. He's been reported to the mods and I've washed my hands of the whole thing.

Why would you want to post an already finished build and solicit feedback on it? Explain that to me.

This is a build that soloed a MoITF, and is quite well known. How do you optimize that?

It's completely different if he came in here and put up his own creation and asked for how to get it better. It's also completely different if he came in here and stated that he found this build or someone gave it to him and wanted to know if it was any good. He did neither of those.

Also, if you look at my response. My initial response was not negative, but I told him frankly that the build was well known and that I was boggled by his request to optimize it. That's when his name calling began.

I'm not sure how you can excuse his subsequent name calling and his stalking. Because it seem that you're saying that sort of behavior is justified because he's "new".
  13. To the market community. Looks like I've picked up a stalker. If you're seeing the insulting meta tags referring to me, it's from a user name Pur3z. His behavior stems from this post: http://boards.cityofheroes.com/showthread.php?t=223546

So his retort is to follow my posts around and leave insulting meta tags...about a 1 in a ten point scale of cleverness I suppose. I'm not much bothered by it but I thought you all should know and share in the fun.
  14. It's an innovative idea, KiTTY, and one that should bear some more examination and analysis. The only niggling issue is whether or not there's a way to game this in a way that has an adverse effect on the markets.

AE for example is a system where given flexibility by the dev team, players chose to stretch the risk - reward ratio to an extreme. Would a slider like this also be subject to this sort of manipulation?

That's really my only concern. However, I'm usually very in favor of any idea that let's me customize my gaming experience even further.
  15. The best influence sink idea I've seen was one where someone suggested a crafting cost to scale any IO down to the level of your choice (i.e., turn a level 40 into a level 20).

It was interesting because it would in turn also alleviate the void of midlevel recipes somewhat.
  16. How about this?

Same recharge, much better recovery/regen, still soft capped, more hps, much better resists.

Build is more expensive due to needing a LoTG recharge to keep same recharge levels.

  17. Expensive build.

Just some minor tweaks. Got rid of the Panaceas since they weren't doing much for you. Upped recovery a tad, upped regen a tad, lowered endurance cost a little.

Sure you could. I six slotted it mostly for the recharge and other set bonuses. However, I wouldn't move those to some of the places where you had slots before. Phalanx Fighting for example is an auto power and does not not need to be slotted for end redx (like you had in your earlier build). The psi resistance IOs you had in your earlier build are also useless since at most you'd manage maybe 9%-12% psi resistance which is low enough that it wouldn't matter. In fact, they're some of the most overpriced and worthless IOs for many builds with a few exceptions.

However, ultimately, its your character and how you slot it isn't up to me.
  19. Example build - replace anything expensive with the corresponding common IO (LoTG -> Defense, Health unique -> Health, Imp. Armor -> Resistance):

  20. That's not a good build. First off, you don't have Battle Agility, a key shield for range and AoE. Second, I think a key electric power is thunderstrike. It provides good mitigation and is a great place to put the +Force Feedback proc.

I think a much more effective build could be done a lot cheaper.

That's not odd. That's how it was done in the pre invention days. Flashfire a mob, hit them with fire cages, run into the middle with hotfeet running, fulcrum, throw in fireball or an AoE. Now you're just able to do it faster with IOs.

What's changed is that defensive set bonuses that come with inventions have largely obviated the need for the mass AoE control. Smash/lethal defense means you can just fire cage a group and wade in, essentially skipping the slow animation of flashfire.

I still use flashfire since I tend to be cautious when farming. Mezzed mobs + smash/lethal defense = almost perfect safety. It's particularly useful when there's more than just myself on the map and bosses are present.

And OP - a "monster" (expensive) farming fire/kin build will generally have soft capped (45%+) smash/lethal defense, high recharge (80%+) and high recovery (3.5 end/sec+).
  22. I really like cremate. The attack hits like a truck. I don't have a fire/shield brute (my fire/shield is a scrapper), but I assume that with a decent amount of fury, the results would be comparable. Fire sword is more of a stylish filler attack. Chaining scorch, cremate and incinerate makes for an endurance efficient and high dps chain that requires little recharge. It's why you see those attacks taken in a lot of builds.

As for taunt, I'd only take it if you wanted to tank LRSF or something similar. AAO is a significant taunt aura all by itself. In it's place, I'd take Grant Cover, which ups your defense debuff resistance, and provides a team friendly buff. You can also use it as a mule for a LoTG / recharge or two Gift of the Ancients if you're worried about endurance.
  23. The build is soft capped, but I'm not sure why you're in the 50s for defense. SR has the best defense debuff resistance in the game. You're not nearly as vulnerable to defense failure cascades as other secondaries. Most optimized SR builds are right at 45% and focus on other aspects with their slotting. And yes, with a soft capped build, divine avalanche isn't necessary...some builds keep it for times when the exempt down.

I don't have the time to do a thorough build review, but one thing I'd recommend is to simply replace maneuvers with combat jumping. Combat jumping takes very little end to run while maneuvers does not. You'll still be above the soft cap but much more endurance efficient.

Also, you're only at 72.5 percent global recharge without hasten and with quickness. You're about 35 percent short of being fully perma hastened. I don't see you getting there without investing in purples. Sorry.

Mostly agree with the recommendations. I list my exceptions / caveats below.

    Quote:
    Elec Melee:
Build Up - for more damage. That's what you do as a Scrapper.
Lightning Rod - your "mini" nuke. It's great, and coupled with Shield Charge you can cycle a mini nuke for each spawn.
Thunder Strike - a good AoE, also nice to throw in a +Rech proc which are quite cheap.
Charged Brawl - your best ST attack. It has the second best DPA in the set with only a three second recharge.
Jacob's Ladder/Havoc Punch/Chain Induction - pick at least two of those to spice up your ST damage.
If you're building for AoE, you can get by with just taking one out of the three: Jacob's Ladder, Havoc Punch / Chain Induction.

    Quote:
    Shield Defense:
The first 6 powers - for self defense and added damage.
Shield Charge - see Lightning Rod.
Grant Cover - nice for added Def Debuff Res, but not very useful outside of that. If you aren't planning on tanking or soloing something insane, I'd probably skip it.
One with the Shield, your level 38 choice, is not a bad power. However, most players feel that with soft capped defenses and with the additions of tough/weave, that it's a power they don't need. Considering that it's on a long timer, judicious use of inspirations can simulate this power quite easily.

    Fitness:
    Hurdle/Swift - your pick.
Health - I think this is very useful for a set with Defense and +HP.
Stamina - I don't think this needs an explanation.
If you have Ninja Running from the MA pack, your travel time is significantly bettered by picking hurdle rather than swift. Hurdle also stacks well with combat jumping if you have it.

    Fighting:
Kick/Boxing - both suck, take your pick.
Tough - useful, but not as good as Weave for a Shielder. Take it and slot it, but don't run it if you end up not having the recovery for it.
Weave - very nice thing to add some length into your average lifespan. Pick it, slot it, run it.
Boxing is better than kick largely because it can take the stun sets. The stun sets can provide recovery and recharge bonuses. Razzle Dazzle can also provide positional defense bonuses. Kick can take knockback sets but the bonuses for the stun sets are better. Even with 2 slots, you can slot for a meaningful recovery bonus.

    Speed:
Hasten - to give you more nuke. It is by no means mandatory, though. It can make your blue bar cry.
Agree. However just about every top end build has it for good reason.

    Travel power of your choice.
Most take either super jump or super speed largely because their prerequisites, hasten and combat jumping are in almost every top end shield build. Combat jumping is a great IO set place holder and adds valuable incremental defense.

As for ancillary pools there are two choices: Body Mastery to sacrifice extra damage potential for easy Endurance or Blaze Mastery to sacrifice potential easy Endurance for more damage.
Disagree a bit. Blaze also has a number of utility powers and Body has damage powers as well too.

    Quote:
    First, Body Mastery:
Conserve Power - to get rid of any Endurance woes for 90 seconds whenever it's recharged.
Physical Perfection - to make Endurance management easier.
Energy Torrent is a very underrated choice from this APP. It's a wide cone that does almost guaranteed knockdown and is a good choice in builds where you want even more mitigation.

I would skip Focused Accuracy largely because tactics from the leadership pool is better in every way, but I've seen some builds use it as a set mule for 6 slotting Gaussians. FA also provides +perception which is valuable.

Laser Beam Eyes is a quick charging, low damage attack, but can take a number of useful IO sets.

    Quote:
    Second, Blaze Mastery:
Char/RoF - your pick, but I'd take Char.
Fire Blast/Melt Armour - your pick, but I'd take Fire Blast because it's a solid attack (as good as Charged Brawl damage-wise) and it has a range of 80ft. Melt Armour's values are so low for Scrappers I wouldn't bother.
Fire Ball - for more AoE obviously.
I'd take char in most cases because 4 slotted char provides some ranged defense, some recovery and a ranged positional defense component. RoF is useful because it can also be slotted for a melee defense component (using Enfeebled Operation) or Ranged Defense (Trap of the Hunter). However most builds don't have the slots to 6 slot RoF.

Fire Blast/Melt Armor - it's rather closer than you think. Melt Armor is a lousy power for a scrapper but it can take valuable IO sets which makes it a solid choice for some builds. Fire Blast can also take great IO sets but none with a melee defense component.

Fire Ball - agreed. It's a no brainer pick and the whole reason to go Blaze Mastery.
