BS/SD I need help!!!
75M isn't a lot to work with. Of the pieces you listed, the only one I could find use for in the build below was the Scirocco's Acc/Rech. The other pieces, I'd either save (especially the Numina, Perf Shifter and Obliterations) or sell to raise influence.
Here's a soft capped build (melee/range/AoE which is 45% or more) and it uses a combination of cheap IOs and SOs. This will save you a lot on cost since you can slot the parts that you don't need for defense set bonuses with SOs.
Most shield builds are not frankenslotted because they require the set bonuses that only a full set can give you. However, a build that uses frankenslotted or SO pieces with full sets can be soft capped (as you can see below).
The build *does* have some expensive pieces. In particular, the Steadfast Def/Res and the Mako Bite pieces are expensive relative to your budget. I'd acquire the Steadfast first and get the Mako pieces when you can. All the other pieces of the build are inexpensive and widely available.
BTW, my sig has a guide for making influence quickly. You don't have to be stuck with 75M.

Good luck making money Supanig. I use the same method Flechette describes in his guide, and it works really well. I've been doing it sinse a month or two after WW was opened, and I've generated a huge profit in that time.

My friend has a DM/SD scrapper and he's AWESOME!! It seems like he cant die and he's soul drain and shield charge seems to clear out the enemies quick. Well I want to be just like him. He would make recommendations for me but I think he doesn't want to see me at my full potential because he feels I won't need him anymore..(go figure)??

To be honest I'd say don't worry about working with only 75mil. We're going to keep running those missions so the cash(and recipes) will consistently roll in. The one thing you would hate to happen is make a build spend your cash on it and then think or want to change it again down the road. Might as well build it more 'uber' and buy what you can as we go along. You can always just throw regular SO's in the empty spots until you can afford things.
Like I mentioned I don't know BS too well so the attacks are foreign to me. Which ones are good which are skippable etc. Worked on the build though for you and send it to you. I myself am still learning to does and don't for a lot of things.
I can be softcapped in defense (I still don't understand what that means fully, but reading up on it) and still have great dmg? I would sooo appreciate it.

For every level the creatures are above you they receive a +6.5% more to hit.

Basically the thing works like this: ToHit * (1 + Accuracy) = Hit Chance. Where ToHit is always at least 0.05. What it actually works out to is (ToHit - Enemy_Defense) * (1 + Accuracy) = Hit Chance which in turn leads to this for (nearly) all enemies up to +4 in level (0.50 - 0.45) * (1 + Accuracy) = Hit Chance, and as Accuracy cannot be debuffed and ToHit's lowest possible value is 0.05, 45% Defense results in the lowest possible Hit Chance for anything up to +4.
My explanation may be a bit off, but I blame that on the break I've been having for a while... Anyways, there was a good post by someone where the importance and effects of soft cap were explained better than I did here.

Here is my build for my scrap. It is soft capped to all 3 positions and like 62% to defense debuffs. All things concidered this is an expensive build even tho it did cost me alot because I had a ton of saved IOs and reciepes. Its something to look at tho.

Ok, so I've been playing COH for some years now (love the game) but it's still a lot that I don't know. My current issue is that I have a BS/SD scrapper lvl 50 that that I haven't slotted with ANYTHING. Some would wonder how but there are ways if you have a great friend who is willing to help you lvl up without fighting. I just want and awesome fighting machine with great defense. My friend has a DM/SD scrapper and he's AWESOME!! It seems like he cant die and he's soul drain and shield charge seems to clear out the enemies quick. Well I want to be just like him. He would make recommendations for me but I think he doesn't want to see me at my full potential because he feels I won't need him anymore..(go figure)?? Can someone give me a great setup (thru mids) where I can be softcapped in defense (I still don't understand what that means fully, but reading up on it) and still have great dmg? I would sooo appreciate it. I'm working with about 75mil in influence, all lvl 50 orange recipes which include (but not limited too):
2 Dark Watchers (To Hit Debuff/End and To Hit Debuff/Rec/End
1 Numina's (End/Heal)
2 Oblit's (Acc/Dam/Rech and Dam/Rec)
1 Perfect Zinger (Taunt/Range)
1 Performance Shifter (End Mod/Rech/Acc)
1 Scirocco's Dervish (Acc/Rech)
and last 1 Touch of Lady Grey (Def Debuff/End Reduction)
I can get some more influence to work with (over-time or from my other toons) but I think this is about what I'm working with. Is someone out there with enough experience to get this done for me? I don't want to slot myself (frankenslotting I think it's called)...Help a girl out??
