Looking for advice on Shield/EL build

I am relatively new to Tanks. I have tried most ATs and have just recently started to play tanks and find them loads of fun. I have been fooling around with various builds in Mids and even made a few (none past lvl 15) to get a taste of the AT. One build that seems to attract me the most is the Shield/EL Tank. I have read that Positional Def soft-capping is one of the better ways to build. I also like the idea of the 2 jump powers and being a slight sapper.
I am not familiar at all with IO sets, so I have posted my potential build with what I would use if all I had were SO. Please critique whether this is a viable build, and what IO sets would help me. I am looking for an inexpensive build that soft-caps positional def, improves HP and end recovery, improves recharge (so perhaps I can get rid of the recharge slots), and improves end drain.

Can't help you on a cheap build - but I'd recommend skipping jacob's ladder.

To the OP:

A few things about your build.
1. You do want end redx in your toggles. While shield toggles aren't super expensive, tough/weave/maneuvers are. A little end redx in them help out with endurance woes.

2. Slotting your attacks for secondary effects (end mod) isn't that great. You're a tanker. You honestly won't notice the end drain. Slot for accuracy, damage, end redx and recharge on less expensive attacks.

3. Taunt is autohit in PvE. You don't need accuracy in there, just taunt duration and recharge if desired.

4. As a tank, you'll often be in the front of the pack. Don't count on your allies buffing your defense. As such, phalanx fighting should be lightly slotted. Further, Against the Odds is a tremendous taunting aura. No need for more than a single end redx in the default slot. As a scrapper with this slotting, I pull aggro away from tanks at times.

Here's an almost SO build. All SOs + 1 steadfast res/def IO. It's soft capped - at 45% exactly, assuming even level SOs.

HI - I just rolled up a SD/Ele tanker and was reviewing the build advice. Could I ask for some advice on a/some leveling builds? Would you take the powers in the order listed or is this a respec at level 50 etc/ a final build? Thanks in advance for any help!
ed. I do have vet powers and Ninja run available if that makes a difference.

With all your power choices this is how I might of slotted it. End drain is good if you can end drain long before you or anyone else would of mullered the target being that I'd hardly need it I moved it out. This is the sort of base idea I would do. Accuracy would be lower than with some peoples builds but it maybe that you team with buffers/debuffers anyway and if anything I would single Acc IO them anyway and perhaps get a kismet +tohit. But anyway base ideas are starters to let ya put the final tweaks in yaself.

anyway, here is the data chunk for my SD/Elec tank build. no purples, no garbage pvp IOs. it has some spendy oblits and a few other good IO sets but it is well worth it. 45% melee, 49% aoe 39% ranged defenses. my tank can take on with ease x8 team mobs in missions. heavy def debuffing mobs still hurt him but I can take on most mobs no problem.
