Also also, based on the CoH storyline, it's actually not defined whether Anti-Matter entered our dimension first, or we entered Praetoria first. It depends on whether you get Maria Jenkin's story arc before or after a specific non-arc mission.

I'm going to be honest: I don't particularly like the idea.
On the other hand, I've been sitting here for 5 minutes trying to come up with a solid, logical argument against it. So my only argument is "I don't like it". -
Black/White Drawf kheldian enemies and Black Scroption all use Taunt on players already. There may be others, but those are the ones I know offhand.
The problem is that in PvE, Taunt doesn't actually force the victim to target you. What it does is it drastically multiplies your Threat rating in the victim's target list... but players don't use a Threat rating priority list, they just target who they please. Against NPCs, Taunt is nigh-guaranteed to force the target to aggro on you, because the Taunt raises your Threat by so much. But that doesn't help when they use Taunt on us.

[V_Arachnos.Black Scorpion.Taunt]: Looks like it hasn't been updated with the player Taunt to include the -range. So it really doesn't do anything.
And you know, I swear I've seen a Nictus dwarf-form use White/Black Dwarf Antagonize on me, but checking their power lists on CoD, they don't have it. -

1. Create a natural origin hero
2. Go to Atlas Park
3. Do your origin contact missions

You see, it's not a strict rule that primaries be 'better' than secondaries. Each effect that a power has (damage, buff, debuff, mez, etc.) is a scalar multiplied by an "attribute modifier", which is dependent on the AT and the character's level.
For example, [Charged Bolts] deal scale 1.000 * Ranged_Damage energy damage. At level 50, a Blaster's Ranged_Damage modifier is -62.562, so the base damage for a Blaster's Charged Bolts is 62.562 at level 50. Blaster's Ranged_Damage is -10.250 at level 1, so Charged Bolts is 10.25 damage at level 1. Defenders range from -9.300 to -36.147, and Corruptors range from -9.500 to -41.708.
For a counterexample, look at [Entangling Arrow] for both Defenders and Controllers:- mag 3 immobilize for 15.000 * Ranged_Immobilize seconds
- -0.100 * RangedSlow% recharge for 15s
- -0.100 * Ranged_Slow run/fly speed for 15s
At level 50, Defenders have Ranged_Immobilize of 1.490, while Controllers have 1.863. Both Defenders and Controllers have Ranged_Slow of -1.250 from level 1 to 50. Although Trick Arrow is a Defender primary and a Controller secondary, they have identical -rech and -spd, but Controllers have a longer duration immobilize. -

Same with damage, defense, resistance, endurance, etc.
Because of the widely sought-after recharge bonuses between enhancements, powers, and set bonuses, and the fact that recharge uses an inverse formula to determine its effects, a recharge inspiration would have an unnoticable effect on a mature character build unless you either eat an entire tray of inspirations, or the buff from the inspiration is a ludicrous value. In the former case, the inspirations are useless, and in the latter case they become tremendously overpowered for the characters that aren't matured, and may even lead to players stockpiling the recharge inspirations and replacing their other recharge buffs with other effects, making themselves even better while using the inspirations. -

- Toggle has a short-duration non-stacking negative effect to self (eg: -20% def to self for 0.55s, ignores enhancements and buffs)
The net effect would be nothing while the toggle is on, and some time between shutting the toggle off and 0.5s after shutting the toggle off, you'd get +20% def for somewhere between 119.5s and 120s.
This is similar to the way enhancements in Hover are made useful. Hover has -flyspeed which is unaffected by enhancements, and +flyspeed which is affected by enhancements. Since the +flyspeed is a larger value, enhancements do more to your actual speed than would normally be expected. -

I'd just like to point out that your example images are a little on the 'exaggerating' side; your first image has all 9 trays showing as floating trays, plus the first 3 trays again in the normal window. The rest of the images show 8 floating trays plus the first 3.
Now, I'd love more options for power tray management, but even if you want to show all 90 power slots (and I've never wanted to do that, honestly), it doesn't require that much screen realestate. -
