Improved Power tray Management?
Additionally, more Trays would be handy, I think. With combined Temporary, Craftable, Mission, Booster, and Veteran (non-Auto) Powers, it's not too difficult to exceed the 90 slot limit.
If it would be possible to, perhaps, double-click on the numerical ID of a Tray, and then manually type the desired value in, that would be fantastic! With a system like that, it (hopefully) wouldn't be too much of a hastle for a player to get from Tray 1 to Tray 50 (for example).
I'd just like to point out that your example images are a little on the 'exaggerating' side; your first image has all 9 trays showing as floating trays, plus the first 3 trays again in the normal window. The rest of the images show 8 floating trays plus the first 3.
Now, I'd love more options for power tray management, but even if you want to show all 90 power slots (and I've never wanted to do that, honestly), it doesn't require that much screen realestate.

I just want to be able to disable the arrow that changes tray numbers. I've swapped those on a quick click before, to find my self running up to enemies and turning armors off or healing myself at them instead of attacking.
It's not very helpful.
Locking the extra trays together sounds useful.

If you've only played an AT once (one set combo) and "hate" it - don't give up. Roll a different combo. It may just be those sets not clicking for you.
Such an option could be useful. For me, it would be most useful if the keymapping interface would accept multiple modifier keys in combination with regular keys (for instance: CTRL+ALT+1).

Here's something for our wonderful UI guys to look at when they get a chance.

One of the big improvements to City of Heroe's user interface over the past couple of issues has been the ability to manipulate the user-interface and open up additional power-trays. Useful for players with lots of button click macro's, veteran powers, temps, and other things.
However, the solution in the game is still... clunky... Let me explain.
Here I have all of the possible power trays open:
Now, if I'm really careful, I can make it seem like some of the trays are part of a bigger group... like so:
Also, if I get a little creative with box sizing, I can work up some additional power trays that stack out of the way of each other:
Again though, this solution is clunky. I need multiple boxes... and I can't do anything say like... this horrible GIMP mutation:
So... improvements that would be nice to see to the UI?
Ability to stack trays vertically.
Ability to lock trays in place
Ability for external trays to Snap-to each other.
