Given we have reformed Nictus running around (and other heroes that look outright demonic/evil) it's not really thaaat big of a change from the norm.

Actually, mercs or thugs would be harder to justify blueside than zombies or demons.

Thugs: That guy from GTA that was trying to 'clean up the street' (and was fairly wimpy about it). Or, the 'thugs' on the Family Guy version of West Side Story.

I didn't say "impossible", just "harder".
There are plenty of backgrounds for blueside masterminds, some are just more complicated than others.
Thugs: The gang of toughs protecting their neighborhood and it's residents is an obvious (and classic) story or even a group of regular thugs who turned over a new leaf.
Mercenaries: Kitsune already pointed out the A-Team and in a game where a single hero can run around shooting people with an assault rifle I don't think a group of people doing so is really an issue, they could have almost any motivation for doing so.
Robots: You don't have to be evil to build a pack of robotic killing machines (although consulting a mental health professional may be advisable).
Ninjas: Ninjas in fiction have been portrayed as good guys almost as often as bad guys so no real issue here (plus they flip out and kill people)
Demons: Two basic options. First off Demons might not be evil, they could easily be aliens or inter-dimensional travelers who have stopped off in PC and just happen to look like demons. Secondly the hero might take a fight fire with fire approach and bind demons unwillingly to his service forcing them to do good against their wishes. (Also: Infernal)
Zombies: A little trickier, most cultures regard disturbing the peace of the dead as bad although potentially a hero who for whatever reason holds an opposite view could be interesting. Outside of that there are two obvious solutions. The first is that he isn't disturbing the dead, either the zombies are artificial vat grown/cybernetic zombies or they serve him willingly (such as ancestral spirits or the spirits of those who wish to avenge their own death so they can be at peace). Alternatively you have the fight fire with fire approach where the hero raises the dead (possibly dead criminals) justifying it to himself with the need to fight larger crimes.
I think its amusing how people can see how robots could be programmed to do good things, but can't see how zombies or demons could be summoned to do good things.
Stereotypes *rolls eyes* - however its exactly the kind of thing GR is trying to challenge ;-)
Comic culture is huge on stereotyping, along with Black & White characters... which is why people have trouble thinking slightly different to justify necro/thugs/mercs/demon summoning... but don't bat an eye at Dark Servant or Infernal

I suggested to a friend of mine that if he made a "heroic" mastermind that he try a Tech origin Demon or Zombie one. Why? Special-FX Man! Since losing his job to computer-generated special effects, he's taken his robotic monsters, upgraded them, and come to Paragon City!
I would find Thugs the hardest to make "Heroic." I don't see why Zombies would be all "!?!?" Necromancers don't have to be evil, they're just talented.
I already have a Zombies Mastermind that I'm leveling to 40 to do the Patron Arc for Soul Mastery before leaving the Rogue Isles to redeem herself and become a hero. Her name is Seance, and she'll be Heroic Necromancy Mastermind.
I don't see why Zombies would be all "!?!?" Necromancers don't have to be evil, they're just talented.

As such in fantasy Necromancy tends to be an "evil" form of magic. Even in works which have "good" Necromancy the good necromancers tend not to do things like raising zombies and if they have undead servants at all they will frequently be non-corporeal spirits who serve the necromancer willingly.
So no, necromancy doesn't have to be inherently evil but because of the nature of western society the raising of zombies would be considered "bad" by a lot of people.
A couple of examples:
In Diablo 2 the Necromancers were of the dead raising variety however they weren't really "good" they were said to be staunchly neutral acting only to preserve the circle of life.

My Zombie Dark MM is a Witch, when she raises the dead they're not just any dead. They're former Witch Hunters. I hate witch hunters personally and have Zombies named after past real life witch hunters. It's probably more acceptable for me is she is a bit more like a rogue. Anyway she punishes them for eternity for their crimes against innocent people and their intent towards people like her.

or since they must start in praetoria if u wanna get a hero experience out of them early, Resistance members, evacuated to our Earth to escape a hit put out on them.
My Thugs mm was supposed to be an undercover longbow operative, who summoned longbow operatives dressed as civvies, to infiltrate the Rogue isles, but i deleted her because redside makes me cry unless my character is really fun.
Thanks guys for kicking this around, I love the dialogue and the points of view! This is exactly what I was hoping for!
Infernal, I don't care for. I always bat my eyes at him! But Fluffy? C'mon Fluffy is harmless!

Demons & Zombies Blue-side!?!?...When GR goes live, I'm gonna have a really hard time seeing demons & zombies running around Paragon City! Granted, I'm a nobody and I'm not saying you shouldn't be able too. I'm just saying, I'm gonna be watching you! 8)
