I am in the process of stripping IOs off my stalker so that he can be deleted as we speak :]
Although not entirely the cause, not wanting to have to run all that content/TFs on a stalker of all things was a large contributing factor in the decision to delete her. -

Yeah, it will be alot of work. But I am also very impatient and would like my updated mids so I can see how amazing the alpha slot will be for my toons =)

Take out the damage/range Posi Blast in Psinado for a Posi Blast damage proc. Same for Psychic Scream although you may want to take out something other than the damage/range in a cone for that proc. The Damage proc in those 2 AoEs will boost your damage quite a bit, especially going off on Sleet.
Overcapped on 6.25% rchg. Replace the 5 decimations in Mental Blast for 4 Devastations, for the extra hp, regen, and dmg.
The 2 ToLG in infrig arent necessary.
Put end/run quickfoot in super speed instead of the end IO.
Overcapped on 1.13% hp bonuses. Add 2 slots to Scorp Shield, change slotting to 1 lotg rchg+, and 5 red fortunes. (This not only gives you more recharge and damage buff, but it actually puts you at the 45% def cap.)
Change Perf Shifter endmod/acc in Heat Loss to Perf Shifter Acc/Rchg. Heat Loss gives sooooo much end recovery, it doesnt need to be maxed out on it.
Sleet could use endred. Replace Shield Breaker Acc/rchg for ToLG rchg/end.
I'd take Subdue Earlier and move snowstorm back later. Consider also putting a ToTH dmg proc in subdue.
Get a Kismet Proc in the build in Maneuvers or CJ, the 6% tohit is pretty huge for 1 slot, and Psychic Blast doesn't get Aim sadface.
No TK Blast? It's a very good attack and has that nice Smashing component so that all of your damage isn't completely Psi. Unless you really like Snowstorm or something, it could be skipped for TK Blast. I've never found Snowstorm to be overly useful. -

Ok so I am not sure how well this will work, but might as well give it a try.
Basically each poster fills in the blanks adding something funny or random to each mini story (hopefully much better than my terrible example).
1st poster: Once there was a _______.... [example: Once there was a cat]
2nd poster: Who lived in a ______.... [example: who lived in a bottle]
3rd poster: And then ________.... [example: and then someone threw the bottle]
4th poster: Because of this ________..... [example: because of this the cat died]
5th poster: Therefore ______. [example: therefore cats were given extra lives]
5th poster would also start the next "Once there was a"

Kinetic Combats, and to a lesser extent Reactive Armors, Rectified Reticle, and Obliterations are the way to get soft capped S/L defense. Steadfast Protection: Def, and Weave are good things to have too.
edit: Although not necessarily purples (these are all uncommons and rares) they can still be rather pricey. Especially the Kinetic Combats which are the key to hitting the soft cap on a blaster. -

Yes leadership is great for a therm since the assault and tactics effectively stack with forge. Take Mu mastery and you will never run out of endurance.

I think the best primaries for Thermal are Sonic and Rad.
Edit: to elaborate, Thermal is a really busy set. You want to pair it with something you can pare down to the core powers and still do justice to the set. For Rad, that's CB and Irradiate. For Sonic, that's Shriek and Scream.
Fast activating, solid powers. But Silas, Fireball and Blaze are also fast activating and awesome powers!
True. And in that sense it works, but I personally feel you can't truly do Fire or Thermal justice if you pair them together. Thermal is really busy but much less offensive than something like Kin, which goes great with Fire. Thermal lacks a way to make the most out of RoF, which is one of the best powers in Fire.
Cold has Sleet and Heatloss for massive slows and -res, Dark has Tar Patch for the same thing and Kin can make RoF do so much ******* damage that it's not a big deal stuff will scatter some.
Plus Fire played well draws a helluva lot of aggro, something you don't want on a Thermal since you're often the squishiest person on a team
My 3rd lvl 50 was a fire/therm corr, but hes long since dead, and replaced by my sonic/therm. The synergy is just so good. Although I sorta play her more like a defender, focusing way more on therm and using the blasts more to lay down -resist than damage, I'd probably play her more aggressively if I actually put IOs in her
The other huge thing is, which Silas said, I just want to emphasize it, is that Fire pulls a crap ton of aggro, which really isn't good for a thermal. With Sonic it's much easier to go about your business without having a bunch of people shooting you in face, and still be able to assist in melting hard targets. -

Then again i just tanked rsf on my fire scrapper and barely took any damage at all. I wouldn't reccomend using a fire scrapper because of how much effort you have to put in to hold aggro, but considering how squishy everyone seems to think /fire is...
I'm just posting to show that while certain secondaries can help you really dont need xyz build to tank the rsf (as long as you arent stone) cause it will boil down to the support on the team and as I said before oranges to cap out your resistances. -

An i18 fire/shield scrapper isnt THAT different from an i19 fire/shield scrapper. Just take any good i18 build (there are alot posted in this forum) and replace the fitness pool with 3 new powers of your choice, generally powers that dont require many slots, unless you have extra to spare.

Geas also helps itself recharge, which is a rather nice side to the main course.

I consider emps that think AP is bad and dont take it to be less than a good emp. AP is win.
