Well I could say a lot about this, but I'll just comment on one little bit of it here:

Because if that's the case... well, I guess either I won't be getting any of the Incarnate enhancements ever or it'll be exclusive to the Billionaire's Club. You know, the people that can afford to pay for Gladiator's Armor: +3% Def out of pocket.

... by that logic, it'd be nice if they were untradeable, but I won't go out on a limb in order to jump to another limb...

Actually the implication that it'll be relatively hard to do is appealing to me. I'm not assuming I'm going to have all the "incarnate toys" the day I19 goes live. But if it introduces a new dynamic that'll keep me interested in playing for an extended period of time it'll be a goal worth the effort.

That being said, I like the idea of super-awesome-power-punches for people that have drunk full the cup of City of Heroes. It's appropriate. You want into this club of cool people? Prove it.
The very existence of this system is causing me to rethink my relationship with my level 50 character. I made a Mastermind that could solo like a beast, but I may just reapply that unspeakable genius to a more social setting.
Like punching Satesman in the face. Repeatedly.

Man, why are all the icons for the different Boosts in one tree all identical, but for some reason the Damage one has more fancy bits on it than the Recharge one? We're going to need another fanmade "icons that are consistent and make sense" pack, aren't we?

If you need to mod your game client for that, I think you may have wanted to mod your game client anyway...

Well how it works is still covered by the NDA so anyone who knows for sure can't say. That being said, the way it worked int he GR Beta (which isn't covered by the NDA) was as follows. Running any level 50 content gave you a change to get Incarnate Shards as random drops. Incarnate Shards could be crafted into Incarnate Components so while running TFs was a faster way to get components it was not the only way. Finally all Incarnate Shards and Components were untradeable. I have no clue if they have changed any of that but hopefully it assuages your fears somewhat.

So, given the info which ones do people think will be the most popular?
I'm betting on the Musculature and the Spiritual being the most popular since damage and recharge are useful to pretty much everybody. I think the Core Paragon will beat out the Radial Paragon there for most characters since the larger damage/recharge bonus will generally beat out the extra mez bonus (unless the incarnate content features enemies with no mez protection but high mez resistance I guess). I could also see the Radial Paragon beating out the Core Paragon in the Musculature for characters with endurance problems .
The Cardiac and Nerve trees will be popular with some Scrappers and Tanks (particularly those who aren't heavily IO'd) with the Radial Paragon probably beating out the Core Paragon since the primary bonus (Endurance Reduction and Accuracy respectively) is less useful to max out as high as possible so you might as well take the assorted mez bonuses.

As for me, I'm going to be working my butt off for Spiritual Radial Paragon, as everything it enhances is something my Thugs/Traps Mastermind does.

This is very neat given that this will be open to various play styles, and opens up character progression for the new Incarnate content to test your mettle. My interest is piqued indeed!
still affected by diminishing returns meaning likely use by many players (already io'd) to be in the .16667-.6667 mark of value rather than the total 'marketed' value, and, applied to base values with caps retained. the only way i see this being interesting is the level shift applied, that would boost you through the 50 cap, into a 51 cap of higher values.
using the metric suggested for conversions we have: common > x2> uncommon> x2> rare> x2> ultra rare (or 8 common, give or take a tweak and more correct information).
for something expected to take many moons to fulfill, this is mildly underwhelming barring the unknown.
/too early for doom metering.
