I19 Ready Cold/Psi/Mace
Just quickly looking it over I'd take out your LoTG +rech in CJ and replace it with a karma kb protection since you have six LoTG slotted.
Take out the damage/range Posi Blast in Psinado for a Posi Blast damage proc. Same for Psychic Scream although you may want to take out something other than the damage/range in a cone for that proc. The Damage proc in those 2 AoEs will boost your damage quite a bit, especially going off on Sleet.
Overcapped on 6.25% rchg. Replace the 5 decimations in Mental Blast for 4 Devastations, for the extra hp, regen, and dmg.
The 2 ToLG in infrig arent necessary.
Put end/run quickfoot in super speed instead of the end IO.
Overcapped on 1.13% hp bonuses. Add 2 slots to Scorp Shield, change slotting to 1 lotg rchg+, and 5 red fortunes. (This not only gives you more recharge and damage buff, but it actually puts you at the 45% def cap.)
Change Perf Shifter endmod/acc in Heat Loss to Perf Shifter Acc/Rchg. Heat Loss gives sooooo much end recovery, it doesnt need to be maxed out on it.
Sleet could use endred. Replace Shield Breaker Acc/rchg for ToLG rchg/end.
I'd take Subdue Earlier and move snowstorm back later. Consider also putting a ToTH dmg proc in subdue.
Get a Kismet Proc in the build in Maneuvers or CJ, the 6% tohit is pretty huge for 1 slot, and Psychic Blast doesn't get Aim sadface.
No TK Blast? It's a very good attack and has that nice Smashing component so that all of your damage isn't completely Psi. Unless you really like Snowstorm or something, it could be skipped for TK Blast. I've never found Snowstorm to be overly useful.
Where are all the purples, Chaos? Stop burning them in the incinerator!
Ok, seriously ...
- I like a little more HP in my builds, personally. I like me a little bit of Devastation (good call by Shinobi on swapping one of your Decimations out). If you have the cash - and we know you do - why not slot an Apocalypse in somewhere? +3% HP and 10% recharge!
- I personally am not a Subdue fan, but to each their own, probably matter of taste. I'd swap in TK Blast, add an Explosive Blast proc, take out Subdue and enjoy it mightily, but like I said possibly matter of taste.
- I like where your heads at on the procs in Sleet, but I'm not sure there's enough recharge in there for my personal tastes. I enjoy ED-capped recharge in my best power, man. But that could be a matter of taste.
- I'd slot an LOTG +Rech into Vengeance and then replace the LOTG sets in another power with an alternative with different set bonuses (Shield Wall for the 2.25% HP bonus - come on man, you know you want to do it, spend a ridiculous amount of influence just because you can).
- Add another PShift enhancement into Heat Loss for the 1.88% HP bonus. Could take it out of Frostworks, IMO.
- Small change, but you could swap the single Analyze Weakness IO out of Infridge for a Synthetic Lysosome for better enhancement of Acc, Debuff. Shinobi's right, you don't really need the TOLG there (but I do like that 1.5% HP buff they give for only 2 slots).
Looks like you'd have fun with it either way. I love me some Cold/ or /Cold.

Dropping Snow Storm: no. Snow storm has a rather large amount of -recharge and -movement which is great for AVs who like to run.

It can solo pylons easily. I've done only two runs but didn't need any inspirations on either. Both times were between 5 and 6 minutes, I think the better one was 5 minutes 30 seconds. I have the time posted in the Scrapper forum pylon thread if you want to check.

I thought your live build was at 45% s/l, and was speculating if the drop to 43ish % would make a difference
Live build is basically identical with the slotting. All I'm doing for I19 is swapping Fitness for Siren's Song, Assault and Vengeance.

Remember that AVs resist effects by 85%, so it's about 9.4% -recharge and slow (on even level AVs, don't even bother on the LRSF or STF). Fortunately, Cold does have other powers to stack with those (sleet, infridgiate, heat loss) and psy blasts have additional -recharge components. However, I would argue that Snow Storm is useful for stacking -recharge (since the more -recharge you have the better it is due to the 1/(1+X) recharge formula so 50% -recharge to double recharge time, but only another -17% to triple it, and a final -8% to quadruple it), but not particularly useful in slowing AVs down. Total Slow available is (30+62.5+87.5+50)*.15 = ~35% (add 13% for each stacked infridgiate), and I'm skeptical of whether you could really notice the difference between a 35% slow and a 25% slow and if it would make much difference in the ease of an AV fight. That said, I always use Snow Storm in AV fights, but for the -recharge, not the -slow.

Set Bonus Totals:
The 3 slots in Rest are for Numina, Miracle, and two Performance shifters to be placed into Inherent Stamina.
I managed to soft cap her to Smash/Lethal rather easily and I think that'll be excellent considering with her shields she's always the one in the most danger of dying.
