You think you're "painting an obvious picture," but really you're just finger-painting a smiley face and trying to pass it off as a Rembrandt, and your "paint" seems to have come from a male cow's rectum. If you're going to complain about something, try actually learning about it in depth instead of passing judgment based on the preliminary information. -

The best character to make your badger is the one you actually want to play.
If that means you base them on background story (like my badgers), then you might end up giving yourself some headaches as you attempt to tackle certain content (like Super Reflexes on a Master TF run... you too can be a Scrapper that gets 1-shotted by a combination Smashing/Energy attack from Black Scorpion, or the DoT hold from Ghost Widow!), but that might just make the payoff even sweeter.
If you just want to bust out a Wolverine and say "I'm the best at what I do," then you need to figure out what job you want to do that you're okay with sticking with for thousands of hours of game time. You also need to realize that picking some ATs or powersets will make attaining certain badges easier or harder than others, like the healing badges.
You've already named a few good AT/powerset combinations above, but it boils down to what you want to play and what you'll stick with for the long haul. -
I much prefer Energy Aura to Super Reflexes--it at least has some form of slottable damage resistance, making it more survivable in the early game. And though it's true that EA does have a gaping hole against Psionic damage, it also has superior endurance management and a self heal. It's basically the half way point in between Super Reflexes and Willpower (or rather, the forebearer of Willpower), and I can respect that.
I've got high hopes that it'll get proliferated to Scrappers and Tankers in the next round of Powerset Proliferation, and will welcome its arrival with open arms as-is. -

Couldn't have put it better myself.
CoH is my favorite game, and there's no sign of that changing any time in the foreseeable future, but there are definite flaws. Some of them are somewhat endearing, some of them are nerve-wracking. But I definitely think that, for the most part, the developers are on the right track.
It'd obviously be nice to see some of the existing issues (as mentioned in the article: PVP and base building, along with other much-requested features such as proliferating NPC costume options, further powerset proliferation and power pool customization) worked on sooner rather than later, but the rate at which quality content is being released is fantastic for an MMO, and I find I can't complain too much about what is and isn't coming soon(TM) for City of Heroes. -

Personally, I have Hasten on probably about half my characters. For some (my mains), it's part of their back story that they're supposed to be fast... but their alt builds (slotted for survival) don't have Hasten at all. For others (my Grav/Kin Controller), it's a matter of keeping buffs and AoEs up as often as possible. Regardless, I usually don't take it on characters until 35 or so, because there's either nothing else that I want at that level or there's an unnatural pause in the attack chain.
But yeah... with the new Inherent Fitness of Issue 19, there are suddenly 3 free spaces in most people's builds that need to be filled in many cases with powers that require little or no additional slotting. I'm sure that many players and/or characters who didn't have it before are taking it now. But Hasten is not, and never will be, necessary on any character's build, unlike Fitness on many prior toggle-holding builds. -

The "Defensive Support" sets that the OP proposes just seem okay, but more focused on buffing than mitigation, which is what I'd prefer.
I'm also not advocating Tank Mages here or anything... I'd make an Assault/Defense AT have Blasterish HP, Stalkerish defense and Dominatorish attack damage; basically, more attack options, but less effective in every way than the existing, more specialized ATs. -
The actual phrasing wasn't about Issue 19, it was about "Going Rogue, Issue 19 and Issue 20." There were, of course, 6 new zones in Going Rogue.

Well, one way or another, the problem got resolved. I'm theorizing there was some issue stemming from the fact that I was the last person out of a LGTF. Everybody else quit the team and left me alone cleaning up Rikti in the last mission. I called in the TF when I exited, but I'm wondering if the game was still considering me in TF mode for tip-dropping purposes or something?
Anyway, I joined a team for an ITF, and picked up two (Rogue Isles) tips almost immediately while fighting atop the wall of the fortress while the team leader was scrounging up more players.
Once that TF was over, I dropped from the team myself and headed back to Paragon, and was able to continue earning (Paragon) tips at what most would consider a reasonable pace. -

I've been street sweeping in Talos and PI for over an hour trying to get tips to drop. Before anyone asks, I have not done any tip missions (teamed or solo) in the last 24 hours and do not have any in my tip inventory. I am a Rogue at the moment and am currently trying to complete the transition back to Hero (my alignment meter is 7/10 right now).
I'm not sure if anyone else has been having issues getting tips to drop. The last few days, I've only been able to get a single tip to drop each evening. Then tonight, nada. (I even went back to redside and cleaned out all the tips from my inventory there, to no avail.)
Could it have something to do with me spending a lot of time in RWZ, with the new strike target being the Lady Grey TF? Am I just super unlucky lately? Or is there a bug somehow blocking my character from getting tip drops? -

For Tin Mage, that means you need: Hacker (access all 8 glowies before the time limit is up), Midnight Dodger (no players on the team take damage from any proximity bombs [pets are okay to take damage]), Neu Man/Woman (defeat 100 Neuron clones) and Kitty's Got Claws (defeat Neuron before Bobcat takes 50% [I think] or more damage).
At this point, if you've done the TF many times as you insinuate, you probably just need Midnight Dodger What Dodges At Midnight. I recommend you get some friends together and have everybody grab Shivans, Warburg Nukes and Vanguard HVAS pets, then drop everything on Director 11 all at once. Heck, really you only need 3 or 4 people to do so if you've got a good number of ranged characters and a couple of debuffers on your team. -

Frankly I think it'd be hilarious if they gave us "50 A-Merits for Bug Hunter".
The only badge I REALLY have a complaint about getting (other than all the Day Job ones) is Empath. I almost quit the game because, for about 9 months, the only thing my monthly payments went to was AFK heal farming.
Then the first heal badge nerf hit, and I got it on my villain badger in under three weeks during nights only. >_>
Quite honestly, I'd have no problem whatsoever saving up 50 Alignment Merits to buy a Bug Hunter badge. At least it's 50-100 days worth of actual gameplay (as opposed to the aforementioned 270 days of not getting to play at all).

I can only thank the girl who's keeping me out of the game these last few weeks. But it's cool, I paid for a yearly subscription a little over a month ago.
Well, I guess I can also thank the entire Legion of Valor (and especially its leader Eric Nelson) for always being there for me through the good times and the bad, but I'm still in that "kinda retarded" phase of a new relationship, so I'm sorry I'm not around more for you guys at the moment. -
I just had to go and get a girlfriend right before the Strike Pack came out... I've only done 4 strike targets so far.
